UN R142 — 01 series of amendments
Changes from 00 series of amendments (supplement 1)
- What changed
- The Regulation now applies to vehicles of category M, N and O with regard to the installation of their tyres, instead of category M1.
- A new tyre class C3 is defined, and paragraphs 5.2.2.1.4., 5.2.2.2.2. and 5.2.3.1.2. now name class C2 or C3 tyres instead of class C2.
- From 6 July 2022, Contracting Parties need not accept approvals to the preceding series, except for vehicles/vehicle systems not affected by the 01 series changes.
- Why
- The text was prepared to align UN Regulation No. 142 with European Union Regulation 2019/2144 and to introduce tyre installation requirements for all vehicle categories.
- The transitional provisions are in line with the application dates of tyre installation requirements in Regulation (EU) 2019/2144.
Q1What changed83 changes
Scope: vehicles of categories M, N and O
The Regulation now applies to vehicles of category M, N and O with regard to the installation of their tyres. Before, it applied to vehicles of category M1. It does not apply to vehicles whose conditions of use are incompatible with the characteristics of tyres of class C1, C2 or C3. Before, this exception named class C1 or C2. A new item (c) adds extended mobility tyres, when operating in their flat tyre running mode, to the installations that the Regulation does not cover.
Tyre classes C1, C2 and C3 and other definitions
Class C1 tyres are now described as tyres conforming to UN Regulation No. 30, not by vehicle categories. Class C2 tyres are now described as conforming to UN Regulation No. 54, with the same load capacity index and speed category symbol limits. New class C3 covers tyres conforming to UN Regulation No. 54 with a load capacity index in single formation of 122 or higher. It also covers such tyres with a load capacity index in single formation of 121 or lower and speed category symbol of ‘M’ or lower. New paragraphs 2.7.1. and 2.10. define “Snow tyre for use in severe snow conditions” and “Extended mobility tyre”. Several definitions now refer to Regulations No. 30, No. 54 and No. 64 as a whole, instead of a named paragraph.
Class C3 tyres in load and speed rules and information on replacement tyres
Paragraph 5.2.2.1.4. on axles fitted with tyres in dual (twin) formation now covers class C2 or C3 tyres instead of class C2 tyres. Paragraphs 5.2.2.2.2. and 5.2.3.1.2., which refer to the “table load-capacity variation with speed” of UN Regulation No. 54, now cover class C2 or C3 tyres. Paragraph 5.2.2.3. now requires information about suitable replacement tyres with an appropriate load capacity. Paragraph 5.2.3.3. now requires information about suitable replacement tyres with an appropriate speed capacity. The manufacturer must give this information in the vehicle owner's handbook or by any other communication means in the vehicle. Paragraphs 5.1.1., 5.1.2., 5.2.2.2.1. and 5.2.3.1.1. have updated references to other paragraphs or UN Regulations.
Snow tyres for use in severe snow conditions and speed limitation (paras. 5.2.3.2.2., 5.2.3.2.4. and 5.2.3.2.5.)
Paragraph 5.2.3.2.2., on vehicles normally equipped with normal tyres and occasionally fitted with snow tyres, now names snow tyres for use in severe snow conditions. These tyres have the alpine or three-peaked mountain snowflake symbol marking. Other tyres with improved snow traction, with the M+S marking but without that symbol marking, must comply with paragraphs 5.2.3.1.1. and 5.2.3.1.2. Paragraph 5.2.3.2.4. now covers vehicles of categories M2, M3, N2 or N3 with a speed limitation device (SLD) approved according to UN Regulation No. 89. New paragraph 5.2.3.2.5. covers vehicles of categories M1 or N1 equipped with an on-board system fulfilling a speed limitation device / function. In both paragraphs, the speed symbol of the tyres must be compatible with the speed at which the limitation is set.
Towing, trailers of categories O1 and O2, special vehicles and exceptional cases (paras. 5.2.4.1. to 5.2.4.4.2.)
Paragraph 5.2.4.1., on vehicles designed to be capable of towing a trailer, now applies to vehicles of categories M1 and N1. New paragraph 5.2.4.2. covers trailers of categories O1 and O2 with class C1 tyres and a maximum vehicle design speed of 100 km/h or less. In single formation, every tyre's maximum load rating must be at least 0,45 times the “technically permissible maximum axle mass for the most heavily loaded axle”. For tyres in dual (twin) formation, this factor must be at least 0,24. New paragraph 5.2.4.3. lists special vehicles with class C2 or C3 tyres for which the ‘table load-capacity variation with speed’ is not applied. In the exceptional cases of paragraph 5.2.4.4., the tyres must now be approved according to UN Regulation No. 75 or No. 106 (paragraph 5.2.4.4.1.).
Spare units (paras. 5.2.5.1. to 5.2.5.2.)
Under paragraph 5.2.5.1., a spare unit, if provided, must now be one of the units listed in paragraphs 5.2.5.1.1. and 5.2.5.1.2. Paragraph 5.2.5.1.1. lists a standard spare unit in the same size as the tyres actually fitted to the vehicle. If the vehicle is equipped with multiple tyre sizes, the spare unit tyre size must match one of the tyre sizes. This must be stated clearly in the vehicle owner’s handbook or any other communication means in the vehicle. Paragraph 5.2.5.1.2. lists a temporary-use spare unit of a type suitable for use on the vehicle. Vehicles of categories other than “M1, N1, M2, M3 (maximum laden mass ≤ 7,500 kg) or N2 (maximum laden mass ≤ 7,500 kg)” must not be equipped or fitted with a temporary-use spare unit.
Approval number, transitional provisions and other updates
New transitional provisions say that from 6 July 2022, Contracting Parties need not accept type approvals issued to the preceding series of amendments (paragraph 10.4.). Under paragraph 10.6., they must continue to accept such approvals for vehicles/vehicle systems not affected by the changes introduced by the 01 series of amendments. Paragraph 4.2. now gives 01 as the first two digits of the approval number, for the Regulation as amended by the 01 series of amendments. The addendum to the communication form now asks for the tyre class (C1/ C2/ C3) of the tyre/wheel combinations. It also refers to UN Regulation(s) No. 64 and/ or No. 141 for the temporary-use spare unit and the tyre pressure monitoring system (TPMS). A new footnote by the secretariat says the wording was adjusted in line with the decision of WP.29 at its November 2020 session.

UN Regulation No. 64 (02 series) concerns temporary use spare units, run-flat tyres and/or systems, extended mobility tyres and/or TPMS for M1 or N1 vehicles. UN Regulation No. 141 is dedicated to vehicles approved for their TPMS, so the Scope excludes such tyres and systems.

“UN Regulation No. 141 is dedicated to vehicles approved for their TPMS. Therefore, the Scope is amended to exclude such tyres and systems.”
Tyre classes are introduced as defined in UN Regulation No. 117, Supplement 8 to the 02 series of amendments. The definitions of “tyre classes, snow tyre for use in severe snow conditions and extended mobility tyres” are amended or introduced, with references to the other UN Regulations that regulate these features.

Tyre installation requirements are introduced for the new vehicle categories in the Scope. Additional requirements add provisions for the speed limitation device, following the vehicle categories. They also limit the spare tyre size to one of the tyre sizes with which the vehicle is fitted. The temporary use spare unit is allowed only for “M1, N1, M2, M3 and N2 category vehicles (the two last ones with maximum laden mass not greater than 7,500 kg)”, for which no safety issues are known if such tyres are used.
