Q1What changed17 changes

Free Rolling Tyres and front axles (paras. 2.22., 2.22.1. and 5.2.1.5.)

New paragraph 2.22. defines “Free Rolling Tyre” as a tyre “designed for the equipment of trailer axles and axles of motor vehicles other than front axles and drive axles”. Those tyres bear the inscription “FRT” mentioned in paragraph 3.1.15. of UN Regulation No. 54. New paragraph 2.22.1. defines “Front axle” as any axle, forward of the mid-point of the chassis, on which the wheels are controlled by the steering system. New paragraph 5.2.1.5. says that Free Rolling Tyres marked with the inscription “FRT” must not be fitted to “front axles and drive axles of motor vehicles of categories M or N”.

"Free Rolling Tyre" means a tyre, designed for the equipment of trailer axles and axles of motor vehicles other than front axles and drive axles. Those tyres bear the inscription "FRT" mentioned in paragraph 3.1.15. of UN Regulation No. 54.
"Front axle" means any axle, forward of the mid-point of the chassis, on which the wheels are controlled by the steering system.

Snow tyre definitions (paras. 2.7. and 2.7.1.)

Paragraph 2.7. now defines a “Snow tyre” as “a tyre whose tread pattern, tread compound or construction is primarily designed to achieve in mud and/or snow conditions a performance better than that of a normal tyre with regard to its ability to initiate and control vehicle motion”. Before, the text said “structure”, “in snow conditions” and “initiate or maintain vehicle motion”. Paragraph 2.7.1. now names the term “Tyre for use in severe snow conditions” (before, “Snow tyre for use in severe snow conditions”). Its definition now says “a snow tyre or a special use tyre” instead of “a snow tyre”, and “construction” instead of “structure”. It now refers to “the requirements specified in paragraph 6. of UN Regulation No. 117” instead of “the requirements of UN Regulation No. 117”.

"Snow tyre" means a tyre whose tread pattern, tread compound or structure construction is primarily designed to achieve in mud and/or snow conditions a performance better than that of a normal tyre with regard to its ability to initiate or maintain and control vehicle motion."
"Snow tyre Tyre for use in severe snow conditions" means a snow tyre or a special use tyre whose tread pattern, tread compound or structure construction is specifically designed to be used in severe snow conditions and that fulfils the requirements specified in paragraph 6. of UN Regulation No. 117.

Tyres for use in severe snow conditions (para. 5.2.3.2.2.) and a footnote on studded tyres

Paragraph 5.2.3.2.2. covers vehicles normally equipped with normal tyres and occasionally fitted with tyres for use in severe snow conditions. It now identifies these tyres as “marked with the Alpine Symbol as described in UN Regulation No. 117 or the Snow Grip Symbol for Studded Tyres as described in UN Regulation No. 164”. Before, the text said “with the alpine or three-peaked mountain snowflake symbol marking”. The speed category of these tyres must now be “greater than or equal to the lesser of the maximum vehicle design speed and 160 km/h”. Before, their speed category symbol had to “correspond to a speed either greater than the maximum vehicle design speed or not less than 160 km/h (or both)”. A new footnote says: “Notwithstanding the provisions of this Regulation a Contracting Party may permanently, temporarily or conditionally prohibit the use of, or impose additional requirements for, studded tyres”.

In the case of vehicles normally equipped with normal tyres and occasionally fitted with snow tyres for use in severe snow conditions (i.e. marked with the alpine Alpine Symbol as described in UN Regulation No. 117 or three-peaked mountain snowflake symbol markingthe Snow Grip Symbol for Studded Tyres as described in UN Regulation No. 164) where in such a case the speed category symbol of the snow tyre for use in severe snow conditions shall correspond to a speed either be greater than or equal to the lesser of the maximum vehicle design speed or not less than and 160 km/h (or both). . However, if the maximum vehicle design speed is greater than the speed corresponding to the lowest speed category symbol of the fitted snow tyres for use in severe snow conditions, a maximum speed warning label, specifying the lowest value of the maximum speed capability of the fitted snow tyres for use in severe snow conditions, shall be displayed inside the vehicle in a prominent position readily and permanently visible to the driver. Other tyres with improved snow traction (i.e. with the M+S marking, but without the alpine Alpine Symbol or three-peaked mountain snowflake symbol marking) the Snow Grip Symbol for Studded Tyres shall comply with the requirements of paragraphs 5.2.3.1.1. and 5.2.3.1.2. of this Regulation.
Notwithstanding the provisions of this Regulation a Contracting Party may permanently, temporarily or conditionally prohibit the use of, or impose additional requirements for, studded tyres.

Class C3 tyres in two definitions (paras. 2.19. and 2.20.)

The definitions of “Speed category symbol” (paragraph 2.19.) and “Load capacity index” (paragraph 2.20.) now refer to UN Regulation No. 54 “for classes C2 or C3 tyres”. Before, they referred to UN Regulation No. 54 for class C2.

"Speed category symbol" means the symbol as defined in UN Regulation No. 30 for class C1 tyres and in UN Regulation No. 54 for class classes C2 or C3 tyres.
"Load capacity index" means a number associated to the maximum load rating of the tyre in relation to the definition in UN Regulation No. 30 for class C1 tyres and in UN Regulation No. 54 for class classes C2 or C3 tyres.

Run flat tyres no longer named (paras. 2.6. and 5.2.5.2.)

Paragraph 2.6. now defines a “Normal tyre” as “a tyre intended for normal on-road use”. Before, it said “a tyre or run flat tyre intended for normal on-road use”. Paragraph 5.2.5.2. now applies to “Every vehicle provided with temporary-use spare units”. Before, it applied to “Every vehicle provided with a temporary-use spare unit or run flat tyres”. It now refers to the requirements of UN Regulation No. 64 concerning the equipment of vehicles with temporary-use spare units, without “and run flat tyres”.

"Normal tyre" means a tyre or run flat tyre intended for normal on-road use.
Every vehicle provided with a temporary-use spare unit or run flat tyres units shall comply with the technical and transitional provisions of UN Regulation No. 64 with respect to the requirements concerning the equipment of vehicles with temporary-use spare units and run flat tyres.

Load capacity of tyres on some special vehicles (para. 5.2.4.3.)

Paragraph 5.2.4.3. covers “some special vehicles, as listed below, fitted with tyres of class C2 or C3”. For them, “the tyre maximum load rating to check against the technically permissible maximum axle mass” is determined by multiplying a load by an appropriate coefficient related to the type of vehicle and its use. That load is now “the load corresponding to the load capacity index corresponding to the nominal speed category symbol”. Before, it was “the load corresponding to the load capacity index”.

In the case of some special vehicles, as listed below, fitted with tyres of class C2 or C3, the ‘table load-capacity variation with speed’ as described in paragraph 5.2.2.2.2. shall not be applied. In such a case, the tyre maximum load rating to check against the technically permissible maximum axle mass (see paragraphs 5.2.2.1.2. to 5.2.2.1.4.) shall be determined by multiplying the load corresponding to the load capacity index corresponding to the nominal speed category symbol by an appropriate coefficient which is related to the type of vehicle and its use, rather than to the maximum vehicle design speed, and the requirements of paragraphs 5.2.3.1.1. and 5.2.3.1.2. of this Annex shall not apply.

Titles of paras. 5. and 6., the R.E.3 footnote, para. 2.3. and Annex 1 item 1.2.1.

The title of paragraph 5. is now “Requirements” (before, “Specifications”). The title of paragraph 6. is now “Modifications of the type of vehicle and extension of approval” (before, “Modification of vehicle type and extension of approval”). The footnote that refers to R.E.3 now reads “As defined in the Consolidated Resolution on the Construction of Vehicles (R.E.3)”. Before, it also gave document ECE/TRANS/WP.29/78/Rev.6, para. 2 and a web address. Paragraph 2.3. now says “UN Regulation No. 30” instead of “Regulation No. 30”. Annex 1, item 1.2.1. now reads “Commercial name(s) (if available):” with a closing bracket.
