Q1What changed27 changes
Definitions for vehicles with an ADS (paras. 2.23. to 2.26.)
New paragraphs 2.23. to 2.26. define “Automated Driving System (ADS)”, “Dynamic Driving Task (DDT)”, “Category X vehicles” and “Category Y vehicles”. Category X and Category Y vehicles are equipped with an ADS and are not capable of being driven manually at speeds exceeding 6 km/h. Category X vehicles are of categories M, N, L and T and are designed to carry occupants. Category Y vehicles are of categories N, L and T and are not designed to carry occupants at any time.
Speed information for the ADS: snow and special use tyres (paras. 5.2.3.2.2. and 5.2.3.2.3.)
Paragraph 5.2.3.2.2. covers vehicles normally equipped with normal tyres and occasionally fitted with tyres for use in severe snow conditions. For vehicles equipped with an ADS, it now requires that information is sent to the ADS whenever a tyre is installed or replaced. The information is about the maximum speed corresponding to the lowest speed category symbol of the fitted tyres for use in severe snow conditions. Paragraph 5.2.3.2.3. covers vehicles equipped with special use tyres and adds the same rule for vehicles equipped with an ADS. Here, the information is about the maximum speed corresponding to the lowest speed category symbol of the fitted special use tyres.
Speed information for the ADS: speed limitation (paras. 5.2.3.2.4. and 5.2.3.2.5.)
Paragraph 5.2.3.2.4. covers vehicles of categories M2, M3, N2 or N3 equipped with a speed limitation device (SLD) approved according to UN Regulation No. 89. Paragraph 5.2.3.2.5. covers vehicles of categories M1 or N1 equipped with an on-board system fulfilling a speed limitation device / function. In both paragraphs, for vehicles equipped with an ADS, information must now be sent to the ADS whenever a tyre is installed or replaced. The information is about the maximum speed corresponding to the lowest speed category symbol of the fitted tyres.
Speed information for the ADS: replacement tyres (para. 5.2.3.3.)
For vehicles equipped with an ADS, paragraph 5.2.3.3. now requires that information is sent to the ADS whenever a replacement tyre is installed. The information is about the maximum speed corresponding to the speed category symbol of the fitted replacement tyre.
Speed warning label not required for categories X and Y (paras. 5.2.3.2.2. to 5.2.3.2.5.)
Paragraphs 5.2.3.2.2. to 5.2.3.2.5. now say that the speed warning label is not required for vehicles of categories X and Y. Paragraphs 2.25. and 2.26. define these two vehicle categories.
ADS items in the information document and the communication (Annexes 1 and 2)
In Annex 1 (Information document), new item 6.2. asks if the vehicle is equipped with an ADS (yes/no). In Annex 2 (Communication), Section I has a new paragraph 2.2.: “Vehicle equipped with an ADS: yes/no”. The addendum to the communication form has a new paragraph 4.2. for a brief description of the automated driving system (ADS), if fitted.
R.E.3 footnotes, a footnote on cab versions and a bracket in para. 5.2.3.2.2.
Three footnotes that refer to R.E.3 now give document ECE/TRANS/WP.29/78/Rev.8 and a new web address. Two of them gave Rev.6 before, and one gave no document number. In Annex 1, a footnote now also covers a version without a cab, and all three sets of masses and dimensions are to be stated. Before, it covered a normal cab and a sleeper cab, and both sets. In paragraph 5.2.3.2.2., a closing bracket now follows “Snow Grip Symbol for Studded Tyres” in the text on tyres with the M+S marking.

“to enable the application of the Regulation to vehicles equipped with automated driving systems (ADS)”
Proposer's reason (informal document GRBP-83-11-Rev.1)
Applicants that are less involved in vehicles with an ADS might use this Regulation. For this reason, the R.E.3 definitions are repeated in its definitions paragraph to emphasize the type of changes and additions.

“the definitions of the RE.3 are repeated in the definition paragraph of this regulation to emphasize the type of changes and additions in this document”
Proposer's reason (informal document GRBP-83-11-Rev.1)
Fitted tyres can limit the use to lower speeds than the vehicle's capability. The vehicle user and, in the case of an ADS, the ADS must be informed of this limitation, so they can adapt the driving behaviour.

Q3Who is affected
Vehicle manufacturer
- Check which of your vehicles with an ADS are of category X or Y (paragraphs 2.25. and 2.26.).
- For vehicles with an ADS, make sure the ADS gets tyre speed information whenever a tyre is installed or replaced. This is the maximum speed corresponding to the lowest speed category symbol of the fitted tyres.
- For vehicles with an ADS, make sure the ADS gets the speed information of each installed replacement tyre. This is the maximum speed corresponding to the speed category symbol of that tyre.
- Be ready to state in the information document whether the vehicle is equipped with an ADS (Annex 1, item 6.2.).
Component supplier
- If you supply an ADS, make sure it can receive tyre speed information when a tyre is installed or replaced.
Technical service / Approval authority
- Be ready to check that the ADS gets tyre speed information whenever a tyre is installed or replaced.
- If a vehicle omits the speed warning label as category X or Y, be ready to check its category.
