UN R157 — Supplement 6 to the 01 series of amendments

Supplement 5 → 6

WP.29 vote: 200th session (17–20 November 2026)
What changed
  • If the manufacturer is to take remedial action addressing an ALKS design, the Type Approval Authority must upload the information to DETA.
  • New Annex 7 gives guidance on the use of DETA to exchange information on incidents with ALKS.
  • The manufacturer must now report critical incidents to the granting type-approval authority.
Why
  • The proposal aligns the exchange of information through DETA with UN Regulation No. 171.
  • It also seeks to clarify that the type approval that granted the approval for an ALKS gets the reports from the manufacturer.
  • The expert from the United Kingdom proposed improvements to make the text clearer. GRVA adopted the proposal as amended by these improvements.

Q1What changed27 changes

Upload of remedial action information to DETA (Annex 4, para. 3.5.4.1.)

New paragraph 3.5.4.1. applies if remedial action addressing an ALKS design is to be taken by the manufacturer. The Type Approval Authority must then upload the information received from the manufacturer in English to the secure internet database DETA. It must do this without undue delay but no later than 14 days after receipt. The information must be sufficient to understand the incident, the cause of it and the remedial action.

If remedial action addressing an ALKS design is to be taken by the manufacturer, the Type Approval Authority shall upload the information received from the manufacturer in English language to the secure internet database "DETA", established by the United Nations Economic Commission for Europe, without undue delay but no later than 14 days after receipt, to communicate this information to all Type Approval Authorities. The information shall be sufficient to understand the incident, the cause of it and the remedial action.

New Annex 7: guidance for data exchange through DETA

New Annex 7 gives guidance to the approval authorities on the use of DETA for paragraph 3.5.4.1. of Annex 4. The authority that granted the approval (the “notifying authority”) puts the information together as PDF files and uploads them to the type-approval number concerned. It then enters a notification with a standard text in the DETA tab “News”. It must do these actions as soon as possible but at least within 14 days on receiving the information on the remedial action. Other approval authorities may submit queries to the notifying authority by e-mail. Information obtained through DETA for this scheme must be protected in a secure manner and used only to prevent negative consequences of ALKS operation.

Guidance for data exchange via DETA in accordance with paragraph 3.5.4.1. of Annex 4.

Reports of critical incidents (Annex 4, para. 3.5.4.)

The manufacturer must report critical incidents to the granting type-approval authority. Before this change, the text said “to the type-approval authorities when critical incidents”. The first sentence, on the monitoring processes, is the same as before.

The manufacturer shall have processes to monitor safety-relevant incidents/ crashes/collisions caused by the engaged automated lane keeping system and a process to manage potential safety-relevant gaps post-registration (closed loop of field monitoring) and to update the vehicles. They shall report critical incidents (e.g. collision with another road users and potential safety-relevant gaps) to the granting type-approval authorities when critical incidentsauthority.

Vehicle occupants and other road users (para. 5.1.1.)

The activated system must be free of unreasonable risks for the vehicle occupants and any other road users. Before this change, the text said “the vehicle occupants or any other road users”. A comma now follows “perform the DDT”.

The activated system shall perform the DDT , shall manage all situations including failures, and shall be free of unreasonable risks for the vehicle occupants or and any other road users.
The activated system shall not cause any collisions that are reasonably foreseeable and preventable. If a collision can be safely avoided without causing another one, it shall be avoided. ..

Designation of a “revision” (para. 10.1.1.)

Paragraph 10.1.1. applies when particulars recorded in the information documents have changed. The modification is a “revision” if the Type Approval Authority considers that the modifications are unlikely to have appreciable adverse effects. The words “and that in any case the foot controls still meet the requirements” are removed.

When particulars recorded in the information documents have changed and the Type Approval Authority considers that the modifications made are unlikely to have appreciable adverse effects and that in any case the foot controls still meet the requirements, the modification shall be designated a "revision".

Introduction: speed limit sentence and “deactivate”

The Introduction no longer says that the original text of this Regulation limits the operational speed to 60 km/h maximum. It now says that the driver can always deactivate the system, at any time. Before this change, it said “override”.

ALKS can be activated under certain conditions on roads where pedestrians and cyclists are prohibited and which, by design, are equipped with a physical separation that divides the traffic moving in opposite directions and prevent traffic from cutting across the path of the vehicle. In a first step, the original text of this Regulation limits the operational speed to 60 km/h maximum...
This Regulation includes general requirements regarding the system safety and the failsafe response. When the ALKS is activated, it shall perform the driving task instead of the driver, i.e. manage all situations including failures, and shall not endanger the safety of the vehicle occupants or any other road users. There is however always the possibility for the driver to override deactivate the system, at any time.

Q2Why it changed

Proposed by
Expert from the International Organization of Motor Vehicle Manufacturers
Working party
GRVA, 25th session (June 2026)

Reasons

  • The proposal seeks to clarify that the type approval that granted the approval for an ALKS gets the reports from the manufacturer.

    Source
“The modifications proposed in this document seek clarification, that the type approval, that granted the approval for an ALKS, shall be provided with reports by the manufacturer.”
  • The proposal follows paragraph 7.2.2.2. of UN Regulation No. 171 on Driver Control Assistance Systems. It proposes to upload information received from the manufacturer on remedial action addressing an ALKS design, if any, to DETA.

    Source
“In line with the UN Regulation No. 171 on Driver Control Assistance Systems (paragraph 7.2.2.2.), it is proposed to upload information received from the manufacturer regarding remedial action addressing an ALKS design, if any, to the secure internet database “DETA”.”
  • Proposer's reason (informal document GRVA-25-29)

The reference to 60 km/h is no longer relevant with the changes of the 01 series of amendments. Removing it avoids confusion.

Submitted by Experts from the United Kingdom. Working party adoption: ECE/TRANS/WP.29/GRVA/25, para. 24.

    Sources (2)
“one is to remove the reference to 60 km/h since this is no longer relevant with the changes of the 01 series of amendments.”
“it is now irrelevant and removing it avoids any confusions.”
  • Proposer's reason (informal document GRVA-25-29)

It is not possible to override ALKS at any time, as some inputs may be suppressed if they are considered to be done in error. However, it should be possible to switch the system off at any point.

Submitted by Experts from the United Kingdom. Working party adoption: ECE/TRANS/WP.29/GRVA/25, para. 24.

    Sources (2)
“The other is to refer to ‘deactivate’ not ‘override’, as it is not possible to override ALKS at any time as some inputs may be suppressed if they are considered to be done in error.”
“However, it should be possible to switch the system off at any point.”
  • Proposer's reason (informal document GRVA-25-29)

Paragraph 5.1.1. should cover both the vehicle occupants and other road users. The reference to foot controls in paragraph 10.1.1. seems to be an erroneous copy from another regulation.

Submitted by Experts from the United Kingdom. Working party adoption: ECE/TRANS/WP.29/GRVA/25, para. 24.

    Sources (2)
“The amendment to paragraph 5.1.1. is to avoid issues with interpretation as to it being one or the other, when it should be both the vehicle occupants and other road users.”
“Paragraph 10.1.1. currently refers to foot controls, which seems to be an erroneous copy from another regulation”
