Q1What changed25 changes
New paragraphs 0.10. to 0.10.2.
New paragraph 0.10. says that Supplement 3 is introduced to take into account vehicles of categories X and Y. Paragraph 0.10.1. exempts category Y vehicles, and category X vehicles without a manual mode intended to be operated on-board the vehicle, from the scope. Paragraph 0.10.2. lists three manual modes considered for vehicles of category X equipped with a manual mode. Category X vehicles with manual operation by a Remote-Control device intended to be operated in close proximity of the vehicle are exempted from the scope. For manual operation seated in a driver’s seat, the general provisions of this UN Regulation apply. For manual operation onboard the vehicle other than seated in a driver’s seat, for example standing while using a joystick, alternative provisions apply.
Category Y, and category X without an on-board manual mode, excluded from the scope (para. 1.3.)
New paragraph 1.3. says that this UN Regulation does not apply to vehicles of category Y. It also does not apply to vehicles of category X that do not have a manual mode, intended to be operated on-board the vehicle. Paragraph 1.1. now says “This UN Regulation” instead of “This Regulation”. The categories M2, M3, N2 and N3 in paragraph 1.1. do not change. Paragraph 1.1. has a new footnote 1: “As defined in the Consolidated Resolution on the Construction of Vehicles (R.E.3.), document ECE/TRANS/WP.29/78/Rev.8”.
Alternative requirements for vehicles of category X (para. 5.1.3.) and “Safety Concept” definition (para. 2.31.)
New paragraph 5.1.3. covers vehicles of category X with a manual mode intended to be operated on-board the vehicle not using a driver’s seat. These vehicles may fulfil alternative requirements, in agreement with the Technical Service and Type Approval Authority. The condition: the manufacturer, with the safety concept defined for manual operation, can demonstrate a level of safety equivalent to the requirements of paragraph 5. The alternative provisions that are applied and the vehicle’s performance must be duly described in the Test Report. New paragraph 2.31. defines “Safety Concept”.
Approval mark: Unique Identifier option deleted (para. 4.5. and Annex 3)
Under paragraph 4.5., the international approval mark now consists of a circle surrounding the letter “E”. Before, the mark could consist of either this mark (para. 4.5.1.) or an oval surrounding the letters “UI” followed by the Unique Identifier (para. 4.5.2.). Paragraphs 4.5.1. and 4.5.2. are deleted. In Annex 3, one figure and the text that explains the Unique Identifier example are deleted. The Annex 3 example text now names UN Regulation No. 167 instead of “XXX”.
References to M.R.1 and R.E.3 (paras. 2.13. to 2.15. and footnotes)
Paragraph 2.13. now says “as defined by Addendum 6” instead of “as defined Addendum 6”. The footnote to paragraphs 2.13. to 2.15. is now footnote 2. The footnote on the distinguishing numbers of the Contracting Parties to the 1958 Agreement is now footnote 3. It now cites document ECE/TRANS/WP.29/78/Rev. 8 instead of Rev.7.

“The present proposal has been submitted to introduce amendments related to Autonomous Driving Systems (ADS) in the original version of the UN Regulation.”
The UN Regulation was originally drafted for vehicles with a driver and manual driving controls. In the absence of a driver in the vehicle, there is no need to fulfil any of its requirements. Therefore, category Y vehicles, and category X vehicles without a manual mode intended to be operated on-board the vehicle, are exempted from its scope.
