Base text → Supplement 1

Adopted at the WP.29 199th sessionEntry into force not yet known
What changed
  • New paragraph 1.3. says that this UN Regulation does not apply to vehicles of category Y. It also does not apply to vehicles of category X that do not have a manual mode, intended to be operated on-board the vehicle.
  • Paragraph 5.1.3. allows alternative requirements for category X vehicles with a manual mode intended to be operated on-board the vehicle not using a driver’s seat. Conditions apply: agreement of the Technical Service and Type Approval Authority, and a demonstrated level of safety equivalent to paragraph 5.
  • The approval mark of paragraph 4.5. no longer has the option of an oval surrounding the letters “UI” followed by the Unique Identifier.
Why
  • Supplement 1 to the 01 series of amendments is introduced to take into account vehicles of categories X and Y.
  • The UN Regulation was originally drafted for vehicles with a driver and manual driving controls. In the absence of a driver in the vehicle, there is no need to fulfil any of its requirements.
  • With manual operation onboard other than seated in a driver’s seat, a vehicle cannot meet certain provisions related to the driver’s seat and its R-point. Therefore, alternative provisions apply.

Scope: vehicles of categories X and Y (paras. 1.1. and 1.3.)

New paragraph 1.3. says that this UN Regulation does not apply to vehicles of category Y. It also does not apply to vehicles of category X that do not have a manual mode, intended to be operated on-board the vehicle. Paragraph 1.1. now says “This UN Regulation applies” instead of “This Regulation applies”.

This UN Regulation does not apply to vehicles of category Y and to vehicles of category X that do not have a manual mode, intended to be operated on-board the vehicle.
This UN Regulation applies to the approval of vehicles of categories M2, M3, N2 and N3 with regard to their Direct Vision to reduce blind spots to the greatest extent possible, considering the needs of the specific type of vehicle and the operation it is intended for.

Alternative requirements for vehicles of category X (para. 5.1.3.) and “Safety Concept” (para. 2.31.)

New paragraph 5.1.3. covers vehicles of category X with a manual mode intended to be operated on-board the vehicle not using a driver’s seat. These vehicles may fulfil alternative requirements, in agreement with the Technical Service and Type Approval Authority. The condition: the manufacturer, with the safety concept defined for manual operation, can demonstrate a level of safety equivalent to the paragraph 5 requirements. The alternative provisions that are applied and the vehicle’s performance must be duly described in the Test Report. New paragraph 2.31. defines “Safety Concept”.

Vehicles of category X with a manual mode intended to be operated on-board the vehicle not using a driver’s seat, may fulfil alternative requirements, in agreement with the Technical Service and Type Approval Authority, provided that the manufacturer, with the safety concept defined for manual operation, can demonstrate that a level of safety, equivalent to that of the requirements set out in paragraph 5, is achieved. The alternative provisions that are applied and the vehicle’s performance must be duly described in the Test Report.
"Safety Concept" means a description of the measures which ensure safe operation under fault (functional safety) and non-fault conditions (operational safety) in such a way that it is free of unreasonable safety risks to the vehicle occupants and other road users. The possibility of a fallback to partial operation or to a backup system may be a part of the safety concept.

Approval mark (para. 4.5. and Annex 3)

Paragraph 4.5. now gives the approval mark as a circle around the letter “E”, followed by the distinguishing number of the approving country. Before, paragraph 4.5.1. gave this circle, or, under paragraph 4.5.2., an oval surrounding the letters “UI” followed by the Unique Identifier. Annex 3 no longer has the text explaining the Unique Identifier example.

There shall be affixed, conspicuously and in a readily accessible place specified on the approval form, to every vehicle conforming to a vehicle type approved under this Regulation, an international approval mark consisting of a circle surrounding the letter "E" followed by:

References to R.E.3 (footnotes)

Paragraph 1.1. has a new footnote: “As defined in the Consolidated Resolution on the Construction of Vehicles (R.E.3.), document ECE/TRANS/WP.29/78/Rev.8”. The footnote on the distinguishing numbers of the Contracting Parties to the 1958 Agreement now cites document ECE/TRANS/WP.29/78/Rev. 8 instead of Rev. 7.
