UN R9 Supplement 1 (08 series) · UNECE Regulation No. 9 (ECE R9) — Uniform provisions concerning the approval of category L2, L4 and L5 vehicles with regard to sound emission.
UN R9 — Supplement 1 to the 08 series of amendments
Base text → Supplement 1
- What changed
- In Annex 6, paragraph 3.1., the Type Approval Authority as well as the Technical Service now “shall request” tests on compliance with paragraph 2.
- New paragraph 6.3.4.1. is about any device or procedure that will not be operational during typical on-road operation. The motor cycle manufacturer must not intentionally alter, adjust, or introduce it solely to fulfil the noise emission requirements.
- Annex 6 has a new engine speed window for the exemption of vehicles with variable gear ratios or automatic transmission with non-lockable gear ratios. For any test condition inside the ASEP control range, the window for the engine speed at BB' is now 0.85*nBB'_ref to 1.15*nBB'_ref. The exemption needs technical documents from the vehicle manufacturer that show this to the Type Approval Authority.
- Why
- The aim of the IMMA text is a mandatory ASEP test in UN Regulation No. 9, in line with UN Regulation No. 41.
- GRB and WP.29 adopted an IMMA proposal to make ASEP testing mandatory under the 04 series of amendments to UN Regulation No. 41.
- There was an inconsistency in ECE/TRANS/WP.29/2019/6 on the ASEP exemption range for vehicles with variable gear ratios or automatic transmission with non-lockable gear ratios.
Q1What changed25 changes
Tests to check compliance (Annex 6, para. 3.1.)
The Type Approval Authority as well as the Technical Service must request tests to check that the vehicle complies with paragraph 2 of Annex 6. Before this supplement, the text said that they “may” request these tests. Testing is restricted to the reference points of paragraph 3.3. and two additional operating conditions. These two conditions are other than the reference points but inside the ASEP control range. Before, the text said “up to two” additional operating conditions.
Exemption of vehicles with variable gear ratios (Annex 6, paras. 1.2. and 2.5.)
Paragraph 1.2. exempts vehicles with variable gear ratios or automatic transmission with non-lockable gear ratios from the requirements of Annex 6. The exemption needs technical documents that show the Type Approval Authority the engine speed at BB' for any test condition inside the ASEP control range. The engine speed window is now 0.85*nBB'_ref to 1.15*nBB'_ref, where nBB'_ref is calculated in accordance with paragraph 3.3.1. of Annex 6. Before, the limits used nBB', the average engine speed at BB' from the two valid acceleration tests of Annex 3. They were nBB' + 0.05 * (nrated – nidle) and nBB' – 0.05 * (nrated – nidle). The last sentence of (d) (ii) in paragraph 2.5., on how nBB’_ref is calculated, is deleted.
Additional sound emission provisions (paras. 6.3.4.1. to 6.3.4.4.)
New paragraph 6.3.4.1. is about any device or procedure that will not be operational during typical on-road operation. The motor cycle manufacturer must not intentionally alter, adjust, or introduce such a device or procedure solely to fulfil the noise emission requirements. In paragraph 6.3.4.3., the statement in accordance with Annex 7 now covers the requirements of paragraphs 6.3.4.1., instead of paragraphs 6.3.4. The sentence “The Type Approval Authority may carry out any test prescribed in this Regulation.” is deleted. Paragraph 6.3.4.4. is new. It says that the test results of paragraph 6.3.4.1 must be entered in the test report and on a form to the Annex 1 model.
Conformity of production (para. 8.3.)
In new paragraph 8.3., for conformity of production, the manufacturer must make a renewed declaration that the type still fulfils paragraphs 6.3.4.1. The measured sound levels according to Annex 6 must not exceed the limits given in paragraph 4 of Annex 6 by more than 1.0 dB(A).
Additional sound emission provisions in Annex 1 (item 18)
Annex 1 has a new item 18, “Additional sound emission provisions”. Item 18.1. is a table of the ASEP operating conditions for reference points (i) and (ii) and for additional operating conditions 1 and 2. The table has entries for the selected gear number and the wide open throttle test result Lwot. It also has entries for the ASEP limit and for the vehicle speeds and engine speeds (average of 3 runs). Item 18.2. refers to the attached statement of the manufacturer on compliance with the requirements of paragraph 6.3.4.1. The former items 18 to 26 are renumbered 19 to 27.
New footnote on Lref and nref for the ASEP limits (Annex 6, para. 4.)
A new footnote to paragraph 4 of Annex 6, “ASEP limits”, is about the values for Lref and nref. It covers tests according to Annex 3 and ASEP tests performed with the same vehicle in immediate sequence. In that case, the values for Lref and nref from the Annex 3 test may be used, if agreed by the type approval authority. Otherwise, when compliance with these limits is checked, the values for Lref and nref must be newly determined by measurements. These measurements are as defined in paragraph 3.1. of Annex 3, however using the same gear as during type approval.
Annex 7 statement of compliance with paragraph 6.3.4.1.
Annex 7 is now the “Statement of compliance with paragraph 6.3.4.1. of the Additional Sound Emission Provisions (ASEP)”. In the statement, the manufacturer now attests compliance with paragraph 6.3.4.1. of UN Regulation No. 9, instead of paragraph 6.3.4.

Reasons
The aim of the IMMA text is a mandatory ASEP test in UN Regulation No. 9, in line with UN Regulation No. 41.

“The text reproduced below was prepared by the expert from IMMA with a view to introducing a mandatory test of additional sound emission provisions (ASEP) in UN Regulation No. 9, in line with UN Regulation No. 41.”
IMMA presented a proposal to make ASEP testing mandatory under the 04 series of amendments to UN Regulation No. 41. GRB and WP.29 adopted this proposal. IMMA then proposed to amend UN Regulation No. 9 in line with that adopted amendment.

ECE/TRANS/WP.29/2019/6 introduced ASEP into UN Regulation No. 9 as the 08 series of amendments. It had an inconsistency on the ASEP exemption range for vehicles with variable gear ratios or automatic transmission with non-lockable gear ratios. IMMA proposed to redefine the engine speed window for exemption.
