Q1What changed113 changes
Test track surface to ISO 10844:2014 (Annex 3, para. 2.1.1.)
The surface of the test track must conform to ISO 10844:2014. Before this supplement, it had to conform to the requirements of Annex 5 or to ISO 10844:2014. After the end of the period in the former paragraph 11.8., only ISO 10844:2014 was to be used as reference. The text no longer has the sentence “The surface of the test track shall conform to the requirements of Annex 5 to this Regulation.”
New title and Figure 1 (Annex 5)
The title of Annex 5 is now “Test track layout” instead of “Specifications for the test site”. The caption of Figure 1 is now “Test track layout with dimensions in meters”, and the figure is changed. A new key names the minimum area covered with test road surface and the microphone positions. A new line gives the source “ISO 10844:1994, with modifications”.
Specifications for the test site deleted (Annex 5, paras. 1. to 6.2.)
Annex 5 no longer has paragraphs 1. to 6.2. These paragraphs gave the required characteristics of the surface, the test surface design and the test method. They also gave the stability in time and maintenance, and the documentation of the test surface and of tests performed on it. Figure 2 and Table 1 are also deleted. The footnote that made these specifications valid until the end of the period in the former paragraph 11.8. is deleted.
Transitional provisions for the 07 series deleted (para. 11.)
Paragraph 11. no longer has the transitional provisions for the 07 series of amendments and for Supplement 1 to the 07 series. Paragraph 11.1. now covers the 08 series of amendments instead of the 07 series. Paragraph 11.8. now refers to paragraph 11.6. instead of paragraph 11.12. Paragraphs 11.1., 11.7. and 11.8. now say “this Regulation” instead of “this UN Regulation”.
Fixed dates in the transitional provisions (paras. 11.2., 11.5. and 11.6.)
Paragraphs 11.2., 11.5. and 11.6. now give fixed dates instead of formulas. Paragraph 11.2. now says “1 September 2021” instead of “1 September following the entry into force of the 08 series of amendments + 12 months”. Until 1 September 2024, paragraph 11.5. requires Contracting Parties to accept UN type approvals to the preceding series, first issued before 1 September 2021. As from 1 September 2024, paragraph 11.6. says that they are not obliged to accept UN type approvals issued to the preceding series of amendments.
Approvals and extensions to preceding series (paras. 11.3. and 11.4.)
Paragraph 11.3. now says that Contracting Parties may grant type approvals according to any preceding series of amendments. Before, it said that they must not refuse to grant these type approvals or extensions thereof. New paragraph 11.4. says that they must continue to grant extensions of existing approvals to any preceding series of amendments. Both paragraphs also say that the specification of the test track may conform to ISO 10844:2014.
Q2Why it changed
- Proposed by
- Experts from the International Motorcycle Manufacturers Association (IMMA)
- Working party
- GRBP, 74th session (September 2021)
Reasons
The proposal aims to align the 08 series of amendments with ISO 10844:2014. It removes the provisions that came from ISO 10844:1994, but keeps Figure 1 of Annex 5 to explain the test track layout. The proposal aims to apply the same changes that GRBP adopted for UN Regulation No. 41 at its seventy-second session.

“This proposal aims to align the 08 series of amendments to UN Regulation No. 9 with ISO 10844:2014”
“eliminating provisions which are carried over from ISO 10844:1994, except for Figure 1 of Annex 5 which is referred to as explanations of the test track layout”
“This proposal aims to apply the same changes to UN Regulation No. 9 as adopted at the seventy-second session of the Working Party on Noise and Tyres (GRBP) (ECE/TRANS/WP.29/GRBP/2020/18) for UN Regulation No. 41”
As from 20 January 2021, the Annex 5 specifications for the test site are no longer valid, and ISO 10844:2014 replaces them. This date is 60 months after the entry into force of Supplement 1 to the 07 series of amendments.

“As from 20 January 2021, the specifications for the test site reproduced in Annex 5 will not be valid anymore but will be substituted by the provisions of ISO10844:2014.”
“The date of 20 January 2021 derives from 60 months after the entry into force of Supplement 1 to the 07 series of amendments”
IMMA wanted to replace Figure 1 of Annex 5 with a figure in higher resolution. This figure comes from an older version of ISO 10844, changed to include a picture of a motorcycle. ISO confirmed permission to use the figure.

“IMMA would like to replace the current Figure 1 of Annex 5 with the one above in higher resolution.”
“Such figure derives from an older version of standard ISO 10844; it was then modified to include a picture of a motorcycle that was not in ISO 10844.”
“ISO has confirmed permission to use such figure.”
The transitional period of the 07 series of amendments has already elapsed, so its transitional provisions are deleted. The former paragraphs 11.7. and 11.8. are no longer necessary, because the amendment replaces paragraph 2.1.1. of Annex 3. The transitional provisions are aligned to the latest Transitional Guidelines, and paragraphs 11.3. and 11.4. to paragraphs V.9 and V.9bis of these guidelines.

“it is appropriate to delete the transitional provisions for the 07 series since its transitional period has already elapsed”
“Because paragraph 2.1.1. of Annex 3 has been replaced by this amendment proposals, former paragraphs 11.7. and 11.8. are no longer necessary.”
“The transitional provisions have been aligned to the latest Transitional Guidelines, notably for paras. 11.3. and 11.4. which were respectively aligned to paras. V.9 and V.9bis. of the Transitional Guidelines (ECE/TRANS/WP.29/1044/Rev.3).”
Proposer's reason (informal document GRBP-74-43)
The amendment changes the wording of the transitional provisions in GRBP/2021/23, but not their content. The 08 series of amendments to UN Regulation No. 9 entered into force on 15 October 2019.
Submitted by Expert from IMMA. Working party adoption: ECE/TRANS/WP.29/GRBP/72, para. 3.
