UN R90 — Supplement 13 to the 02 series of amendments

Supplement 12 → 13

Adopted at the WP.29 199th sessionEntry into force not yet known
What changed
  • Annexes 3, 4, 7, 11 and 14 add test rules for vehicles of Categories X and Y and for other vehicles with an ADS.
  • Without manual driving controls, the braking tests must use dedicated activation methods, for example a test mode.
  • In the Annex 3 performance check, the measured line pressure must reflect the actual force applied by the brake actuator(s).
Why
  • Task force experts prepared these amendments to enable the application of several UN Regulations under GRVA to automated vehicles, including those without manual controls.

Q1What changed38 changes

Braking tests on vehicles of Categories X and Y (Annexes 3, 4, 7, 11 and 14)

For vehicles of Categories X and Y, all tests in these annexes must be done, and all their requirements must be met. Without manual driving controls, braking tests must use dedicated activation methods, such as a test mode allowing manual control or triggering of braking functions. Any other method needs the agreement of the vehicle manufacturer and the technical service, and the evaluation must accurately reflect real-world ADS braking performance. Where an annex details brake inputs such as pedal effort, control force or line pressure, this means a braking demand through the selected method. The manufacturer must show that the test activation method accurately replicates ADS braking performance. A detailed description of the method must be in the test report, and the test report must record the braking demand with each test result.

Special provisions for vehicles equipped with an ADS:
For vehicles of Categories X and Y, all tests in this annex shall be conducted, and all respective requirements shall be fulfilled. In the absence of manual driving controls, braking tests shall be conducted using dedicated activation methods, which may include:

Initial test speeds for vehicles of Categories X and Y (Annexes 3, 4, 7, 11 and 14)

For vehicles of Categories X and Y, initial speeds for brake applications in these annexes must not exceed 90 per cent of vmax. For these vehicles, the manufacturer and the technical service may agree, before testing, on additional initial speeds that reflect real-world ADS operation.

For vehicles of Categories X and Y, wherever this annex details initial speeds for brake applications, 90 per cent of vmax shall not be exceeded. Appropriate additional initial speed values reflecting real world ADS operation may be chosen subject to agreement between the manufacturer and the technical service before testing.

Vehicles with an ADS other than Categories X and Y (Annexes 3, 4, 7, 11 and 14)

For ADS vehicles outside Categories X and Y, the tests in these annexes must be done at least in the manual driving mode. Tests in ADS mode are not necessary if the manufacturer can show the technical service the same braking performance with braking demands from the ADS. If the technical service requests it, testing to check this must be done.

For vehicles equipped with an ADS, other than those of categories X and Y, the tests in this annex shall be performed at least in the manual driving mode. Tests do not have to be performed in ADS mode providing the manufacturer can demonstrate to the technical service that the same braking performance can be achieved when braking demands are made by the ADS. However, testing to verify this shall be performed at the request of the technical service.

Line pressure in the Annex 3 performance check (para. 1.1.2.3.)

The performance check now says “4 MPa” instead of “4 Mpa”. A new sentence requires that the measured line pressure reflects the actual force applied by the brake actuator(s). Any compensation or other demand modification made by the braking system must not affect the measured line pressure. The test speeds, the initial temperature and the deceleration tolerances do not change.

By braking only one axle at a time perform 5 brake applications from 70 km/h to 0 km/h (front axle) and 45 km/h to 0 km/h (rear axle) at a line pressure of 4 Mpa  MPa and with an initial temperature of 100 °C for each stop. The 5 consecutive non-monotonic results must remain within the tolerance of 0.6 m/s² (front axle) or 0.4 m/s² (rear axle) of their mean fully developed deceleration. It shall be ensured that the line pressure measured reflects the actual force applied by the brake actuator(s), and is not affected by any compensation or other demand modification made by the braking system.

Footnotes 4 and 7 refer to document ECE/TRANS/WP.29/78/Rev.8

Paragraph 1.1.1. gets new footnote 7 after “category M, N, L and O”. Footnote 7 reads “As defined in the Consolidated Resolution on the Construction of Vehicles (R.E.3.), document ECE/TRANS/WP.29/78/Rev.8, https://unece.org/transport/vehicle-regulations/wp29/resolutions”. Footnote 4 on the numbers of the Contracting Parties now refers to document ECE/TRANS/WP.29/78/Rev.8. Before, it referred to document ECE/TRANS/WP.29/78/Rev.2/Amend.1.

The distinguish numbers of the Contracting Parties to the 1958 Agreement are reproduced in Annex 3 to Consolidated Resolution on the Construction of Vehicles (R.E.3), document ECE/TRANS/WP.29/78/Rev.2/Amend.1ECE/TRANS/WP.29/78/Rev.8.

“UN Regulation” wording and a colon (para. 1.1.1., Annexes 3 and 14)

Paragraph 1.1.1. now refers to “UN Regulations Nos. 13, 13-H or 78” instead of “Regulations Nos. 13, 13-H or 78”. Annex 3, paragraph 1. now says “UN Regulation No. 13 or 13-H” instead of “Regulation No. 13 or 13-H”. In Annex 14, the sentence on the tests required in paragraph 5.3. now ends with a colon instead of a full stop.

Replacement brake lining assemblies intended for use in friction brakes forming part of a braking system of vehicles of category M, N, L and O which have a type approval in accordance with UN Regulations Nos. 13, 13-H or 78.

Q3Who is affected

Vehicle manufacturer

  • Agree any braking test activation method other than a test mode with the technical service. Do this for Category X and Y vehicles without manual driving controls.
  • Be ready to show that the test activation method accurately replicates ADS braking performance.
  • For Category X and Y vehicles, agree any additional initial speeds with the technical service before testing. Such speeds must reflect real-world ADS operation.
  • For ADS vehicles outside Categories X and Y, be ready to show the same braking performance under ADS braking demands. Then tests in ADS mode are not necessary, unless the technical service requests them.

Component supplier

  • Be ready for braking tests with a dedicated activation method on Category X and Y vehicles without manual driving controls.
  • Make sure that the measured line pressure in the Annex 3 performance check reflects the actual brake actuator force.

Technical service / Approval authority

  • Check that the test report describes the activation method in detail and records the braking demand for each test.
  • Check that initial brake speeds for Category X and Y vehicles stay at or below 90 per cent of vmax.
  • For ADS vehicles outside Categories X and Y, decide whether to request tests in ADS mode. These tests check the manufacturer's demonstration of the same braking performance.
