UN R90 — Supplement 6 to the 02 series of amendments

Supplement 5 → 6

Adopted at the WP.29 180th sessionEntry into force 2020-09-25
What changed
  • Each approved replacement part must now be assigned an approval code and an approval number (para. 4.2.). The approval number is in the format according to Schedule 4 to the Revision 3 of the 1958 Agreement.
  • The approval mark and the marking of approved brake discs/drums now show the approval code instead of the approval number (paras. 4.5.2. and 6.2.2.2.).
  • Under paragraph 4.8., a Unique Identifier (UI) described in Schedule 5 to the 1958 Agreement may not replace the approval markings required by this Regulation.
Why
  • The aim is to align the provisions on approval numbers and markings with Schedule 4 to the Revision 3 of the 1958 Agreement.
  • To distinguish between the two approval numbers, the current approval number is renamed the "approval code".
  • The same product gets two approval numbers of different format, so a Unique Identifier (UI) may not replace the approval mark, to avoid confusion.

Q1What changed35 changes

Approval code and approval number (paras. 2.1.4., 2.1.5. and 4.2.)

Each approved replacement part must now be assigned an approval code and an approval number (para. 4.2.). The approval number is assigned to an approval code, in the format according to Schedule 4 to the Revision 3 of the 1958 Agreement. The approval code must comprise four groups of digits; before, the approval number comprised them. Paragraph 2.1.4. defines "Approval code" as a series of digits assigned by a Contracting Party to a product in the format according to paragraph 4.2. It is assigned as a result of the approval process stipulated in this Regulation, and is used as an approval mark on the product. Under paragraph 2.1.5., the approval number is displayed neither on the product, nor on labelling attached to the product or its packaging.

"Approval code" means a series of digits assigned by a Contracting Party to a product in the format according to paragraph 4.2. as a result of the approval process stipulated in this Regulation, and used as an approval mark on the product.
"Approval number" means a number assigned by a Contracting Party to an approval code, in the format according to Schedule 4 to the Revision 3 of the 1958 Agreement, which is displayed neither on product, nor on labelling attached to this product or its packaging.

Same approval code and approval number (paras. 4.2.4. and 4.3.)

The same Contracting Party may not assign the same approval code and/or the same approval number to a replacement part of the different grade/type. Before, paragraph 4.3. said that the same Contracting Party may not assign the same number to another replacement part. The same type approval number and approval code may cover the use of that replacement part on a number of differing vehicle types. Paragraph 4.2.4. covers brake lining assemblies for vehicles of Category L that belong to the same group defined according to the criteria of Annex 7a. They must be assigned the same approval code and approval number as the representative brake lining assembly. Before, paragraph 4.2.4. named the approval number but not the approval code.

In the case of brake lining assemblies for vehicles of category Category L, brake lining assemblies belonging to the same group defined according to the criteria of Annex 7a, shall be assigned the same approval code and approval number of the one assigned to the representative brake lining assembly.
The same Contracting Party may not assign the same approval code and/or the same approval number to another a replacement part of the different grade/type. The same type approval number and approval code may cover the use of that replacement part on a number of differing vehicle types.

Brake lining compound identification number (paras. 2.3.14. and 4.2.3.)

New paragraph 2.3.14. says that the "Brake lining compound identification number" defines the specific chemical composition of a replacement brake lining and brake lining assembly. For the next series of digits, paragraph 4.2.3. now says "brake lining compound identification number of the brake lining" instead of "type of the brake lining". The adopted text also replaces a figure, which says the digital series indicates "(manufacturer and) the brake lining compound identification number /type of the replacement part".

"Brake lining compound identification number” defines the specific chemical composition of a replacement brake lining and brake lining assembly.
The next series of digits shall indicate the manufacture and the type brake lining compound identification number of the brake lining, the type of disc or the type of drum.

Approval mark and marking (paras. 4.5.2., 4.5.3., 4.8. and 6.2.2.2.)

The approval mark (para. 4.5.2.) and the marking of every approved brake disc/drum (para. 6.2.2.2.) now give the approval code instead of the approval number. In the approval mark, the approval code is to the right of the circle prescribed in paragraph 4.5.1. New paragraph 4.5.3. is for small parts for vehicles of Category L1, L2, L3, L4 and L5. There, if the code cannot be marked on one line with a = 8 mm (Annex 2), part of it may go on the second line. That part of the approval code starts from the series of digits prescribed in paragraph 4.2.3. Under paragraph 4.8., a Unique Identifier (UI) described in Schedule 5 to the 1958 Agreement may not replace the approval markings required by this Regulation.

The number of this Regulation, followed by the letter "R", a dash and the approval number code to the right of the circle prescribed in paragraph 4.5.1.
On small parts for vehicles of Category L1, L2, L3, L4 and L5 for which the approval code cannot be marked on one line with a = 8 mm as defined in Annex 2 to this Regulation, a part of the approval code starting from the series of digits as prescribed in paragraph 4.2.3. above, may be affixed on the second line of the mark.

Maximum values for discs (para. 5.3.4.1.1.) and equivalent brake discs (para. 2.3.3.4.1.)

In the table of maximum values for discs, the column for M1, N1, O1, O2 now also covers L6 and L7. A new column gives values for L1, L2, L3, L4, L5, for example 0.020 mm thickness variation and 1.6 µm friction surface roughness. For these categories, note **** says that the cheek thickness variation is n/a. Their lateral run-out friction surface value is 0.150 mm, with note ***. Note *** gives 0.100 mm for maximum straightness for "full floating" disc (without elastic constraints between bell and braking ring). The definition of "Equivalent brake discs for Categories M, N and O" now adds "tolerances" to the features identical to the original brake disc.

M1, N1, O1, O2, L6 and L7 L1, L2, L3, L4 , L5 0.020 mm (****) 0.150 mm*** D10 or H11***** - 0.100 mm 1.6 µm
For discs, the following maximum values shall be met:

Communication forms (Annexes 1A and 1B)

The communication forms in Annexes 1A and 1B now have a new "Approval Code" field. The "Extension No" field is removed from both forms. Two new footnotes in each form refer to paragraph 4.2. of this Regulation and to Schedule 4 to the 1958 Agreement. The forms now say "pursuant to UN Regulation No. 90" instead of "pursuant to Regulation No. 90".

Q2Why it changed

Proposed by
Expert from Russian Federation
Working party
GRVA, 4th session (September 2019)

Reasons

  • The aim is to align the provisions on approval numbers and markings with Schedule 4 to the Revision 3 of the 1958 Agreement. This addresses the concern raised by the IWG on WVTA at the 175th WP.29 session. It was proposed to match the current approval number with another approval number that has the structure stipulated in Schedule 4. To distinguish between the two approval numbers, the current one is renamed the "approval code".

“To distinct between the two approval numbers, the current one is renamed to the «approval code».”
  • Both numbers should be unique, so that no repetition or inconsistency with approval numbering could be foreseen. The definitions are added to make clear that an approval code is granted as a result of the approval process of this Regulation. They also make clear that an approval number is assigned to the specific approval code.

“and an approval number is assigned to the specific approval code.”
  • In the communication forms (Annexes 1A and 1B), the approval code (former approval number) stays in the same place. This keeps the current outlook of the form known by authorities. The approval number is on the same line on the right side of the page, in the position of the former extension number. This is because the extension number is now included in the format of the approval number according to Schedule 4. The new footnotes 3 and 4 are added for the sake of clarity.

“The new footnotes 3 and 4 in each Annex 1A and 1B are added for the sake of clarity.”
  • The word "type" is used frequently in this Regulation, but with different meanings. It is defined only in the context of a brake disc/drum in paragraph 2.3.6. Therefore, for replacement brake linings, the wording "Brake lining compound identification number" is introduced and defined (para. 2.3.14.).

  • The new approach gives two approval numbers of different format to the same product. To avoid confusion, the approval mark may not be replaced by a Unique Identifier (UI) described in Schedule 5 to the 1958 Agreement. GRVA agreed that the Unique Identifier should not be used as an alternative to the marking provisions in the Regulation.
