UN R95 Supplement 2 (05 series) · UNECE Regulation No. 95 (ECE R95) — Uniform provisions concerning the approval of vehicles with regard to the protection of the occupants, fuel system integrity and protection against electrical shock in the event of a lateral collision.
UN R95 — Supplement 2 to the 05 series of amendments
Supplement 1 → 2
- What changed
- The scope now also includes some vehicles of category M1 with a maximum permissible mass exceeding 3,500 kg. These are the vehicles where the “R” point of the lowest seat is not more than 700 mm from ground level. The 700 mm value applies when the vehicle is in the condition corresponding to the reference mass defined in paragraph 2.10.
- The “Specific voltage condition” definition in paragraph 2.45. has a new Note 2. For pulsating DC voltages (alternating voltages without change of polarity), the DC threshold must be applied.
- The existing note of paragraph 2.45. is renumbered as Note 1.
- Why
- Japan and OICA proposed to delete the new M1 mass restriction, while recognising the specific conditions of heavy M1 vehicles with a high seating position.
- According to the proposal, the large majority of M1 vehicles, regardless of their mass, may have post-crash electric shock and fuel leakage risks.
- The expert from CLEPA introduced the Note 2 proposal to align UN Regulations Nos. 94, 95, 137 and 153.
Q1What changed4 changes
Scope extended to some M1 vehicles exceeding 3,500 kg (para. 1.)
The scope now also includes some vehicles of category M1 with a maximum permissible mass exceeding 3,500 kg. These are the vehicles where the “R” point of the lowest seat is not more than 700 mm from ground level. The 700 mm value applies when the vehicle is in the condition corresponding to the reference mass defined in paragraph 2.10. Before this supplement, the scope covered vehicles of category M1 with a maximum permissible mass not exceeding 3,500 kg and vehicles of category N1. The footnote that refers to the Consolidated Resolution on the Construction of Vehicles (R.E.3.) now gives a different web address.
New Note 2 for pulsating DC voltages in the “Specific voltage condition” (para. 2.45.)
Paragraph 2.45. defines the “Specific voltage condition”. New Note 2 says that for pulsating DC voltages (alternating voltages without change of polarity), the DC threshold must be applied. The existing note of paragraph 2.45. is renumbered as Note 1. The text of Note 1 does not change.
Q2Why it changed
- Proposed by
- Experts from Japan and the International Organization of Motor Vehicle Manufacturers; expert from CLEPA the European Association of Automotive Suppliers
- Working party
- GRSP, 69th session (May 2021)
Reasons
An earlier document, ECE/TRANS/WP.29/2020/61, was adopted at the 181st session of WP.29. As a result, the scope lost the derogation for vehicles with a high R-point and got a mass restriction for M1 vehicles.

“Due to the adoption of the document submitted by GRSP (ECE/TRANS/WP.29/2020/61) at the 181st session of WP.29”
“the scope of UN Regulation No. 95 was consequently amended by deleting the derogation for vehicles with a high R-point and by introducing a mass restriction to M1 vehicles”
The large majority of M1 vehicles, regardless of their mass, may have post-crash electric shock and fuel leakage risks. There are also possibilities of occupant injuries due to lateral impacts by other vehicles. For this reason, the proposal says that it should be possible to delete the mass restriction. Then vehicles such as large sedans, saloons and some heavy sport utility vehicles can be properly type-approved as in the past.

“Considering that the large majority of M1 vehicles, regardless of their mass, may have post-crash electric shock and fuel leakage risks, as well as possibilities of occupant injuries due to lateral impacts by other vehicles”
“it should be possible to delete this mass restriction so that vehicles such as large sedans, saloons, and some heavy sport utility vehicles can be properly type-approved as in the past”
Japan and OICA proposed to delete the newly created mass restriction for M1 vehicles. At the same time, they recognised the specific conditions of heavy M1 vehicles with a high seating position.

Proposer's reason (informal document GRSP-69-41)
With GRSP-69-04, CLEPA proposed a clarification of the “Specific voltage condition” definition for UN Regulation No. 100. GRSP-69-41 introduces the same clarification in different UN Regulations. In UN Regulation No. 100, the clarification aims to avoid misinterpretation in the application of the isolation resistance test after exposure to water. According to CLEPA, such a misinterpretation would be critical for certain 48V air cooled motor generators having an integrated AD/DC voltage.
Submitted by Expert from CLEPA the European Association of Automotive Suppliers. Working party adoption: ECE/TRANS/WP.29/GRSP/69, para. 47.

Q3Who is affected
Vehicle manufacturer
- For M1 vehicles with a maximum permissible mass exceeding 3,500 kg, find the “R” point height of the lowest seat.
- Measure the lowest seat “R” point from ground level in the condition corresponding to the reference mass of paragraph 2.10.
- Check those vehicles whose lowest seat “R” point is not more than 700 mm from ground level against this Regulation.
- For the “Specific voltage condition”, apply the DC threshold to pulsating DC voltages (alternating voltages without change of polarity).
Component supplier
- Tell the vehicle manufacturer which of your circuits have pulsating DC voltages (alternating voltages without change of polarity).
Technical service / Approval authority
- Be ready to test M1 vehicles with a maximum permissible mass exceeding 3,500 kg that this Regulation now covers.
- For the “Specific voltage condition”, check pulsating DC voltages (alternating voltages without change of polarity) against the DC threshold.
