UN R117 Supplement 17 (02 series) · UNECE Regulation No. 117 (ECE R117) — Uniform provisions concerning the approval of tyres with regard to rolling sound emissions and/or to adhesion on wet surfaces and/or to rolling resistance.
UN R117 — Supplement 17 to the 02 series of amendments
Supplement 16 → 17
- What changed
- Paragraph 2.16.1. now defines “principal grooves” as the wide tread grooves positioned in the central zone of the tyre tread. The central zone is “the area on the tread which comprises of 75 per cent of the width of the tread measured symmetrically from the centre line”. New paragraph 2.16.2. defines “tread groove”.
- As from 1 September 2028, Contracting Parties applying this Regulation are not obliged to accept Supplement 16 approvals first issued after 31 August 2028 “if the track characteristics for measuring wet adhesion of tyre in new state are not established using the following reference tyres”. The words “first issued after 31 August 2028” are new in paragraph 12.23.
- The references to ISO 4000-1 in paragraph 2.11., footnote 2, Annex 6 and Annex 8 now cite ISO 4000-1:2024 instead of ISO 4000-1:2021. The references to ASTM F2493 in paragraph 2.18. and Annex 8 now cite F2493 – 24 instead of F2493 – 23.
- Why
- The proposal updates the references to the latest ASTM F2493-24 and ISO 4000-1:2024 standards.
- The proposal aligns the definitions of tread groove and principal grooves to the ones proposed in UN Regulations Nos. 30 and 54.
- The proposal amends paragraph 12.23. to correctly specify that it applies to type approvals first issued after 31 August 2028.
Q1What changed21 changes
ISO 4000-1:2024 instead of ISO 4000-1:2021 (para. 2.11., footnote 2, Annex 6 and Annex 8)
Paragraph 2.11. and footnote 2 now refer to ISO 4000-1:2024 instead of ISO 4000-1:2021. In paragraph 2.11., the words “a tyre structure designed” now read “a tyre designed”. In Annex 6, item (a) of paragraph 2.2. now says that for class C1 tyres, the rim width must be as defined in ISO 4000-1:2024. In Annex 6 – Appendix 1, paragraph 2.1. now uses ISO 4000-1:2024, clause 6.2.2. for the test rim width of class C1 tyre rims. In Annex 8, paragraph 2.1.3.2.1. now says to fit each test tyre on an approved rim pursuant to ISO 4000-1:2024. Before this supplement, these Annex 6 and Annex 8 texts referred to ISO 4000-1:2021.
ASTM F2493 – 24 for SRTT16 (para. 2.18.(b) and Annex 8)
Item (b) of paragraph 2.18. now refers to F2493 – 24 for the size P225/60R16, referred to as “SRTT16”. Before, it referred to F2493 – 23. Item (b) now ends with a semicolon instead of a comma. In Annex 8, paragraph 2.1.3.1. now says to store the reference tyre SRTT16 in accordance with ASTM F2493 – 24 instead of F2493 – 23.
Definition of “tyre for use in severe snow conditions” (para. 2.13.1.)
In paragraph 2.13.1., the definition now says “tread pattern, tread compound or construction”. Before, it said “structure” instead of “construction”.
Definitions of “principal grooves” and “tread groove” (paras. 2.16.1. and 2.16.2.)
Paragraph 2.16.1. now defines “principal grooves” as the wide tread grooves positioned in the central zone of the tyre tread. The central zone is “the area on the tread which comprises of 75 per cent of the width of the tread measured symmetrically from the centre line”. Before, “principal grooves” meant the wide circumferential grooves positioned in the central zone of the tyre tread. For passenger and light truck (commercial) tyres, these grooves had the treadwear indicators located in the base. New paragraph 2.16.2. defines “tread groove” as the space between two adjacent ribs and/or blocks in the tread pattern.
Classification as a “professional off-road tyre” (para. 6.7.)
To be classified as a “professional off-road tyre” under paragraph 6.7., a special use tyre must now fulfil an additional requirement on maximum speed category. For classes C1 and C2 tyres, the maximum speed category must be less than or equal to 160 km/h (speed category symbol Q). For class C3 tyres, it must be less than or equal to 110 km/h (speed category symbol K). Before, paragraph 6.7. said that a tyre must have all of the listed characteristics. For classes C1 and C2 tyres, these were tread depth ≥ 11 mm, a void-to-fill ratio ≥ 35 per cent and a maximum speed category symbol ≤ Q. For class C3 tyres, these were tread depth ≥ 16 mm, a void-to-fill ratio ≥ 35 per cent and a maximum speed category symbol ≤ K.
Transitional provision on Supplement 16 type approvals (para. 12.23.)
Paragraph 12.23. now applies to type approvals issued according to Supplement 16 to the 02 series of amendments, first issued after 31 August 2028. As from 1 September 2028, Contracting Parties applying this Regulation are not obliged to accept these approvals “if the track characteristics for measuring wet adhesion of tyre in new state are not established using the following reference tyres”. The words “first issued after 31 August 2028” are new in this supplement.
Item 7 in Annex 7 – Appendix 3, Part 1
In Annex 7 – Appendix 3, Part 1, item 7 now reads “Snow grip index SG”. Before, the item also said “relative to SRTT according to paragraph 6.4.1.1.” after the words “Snow grip index”.

Proposer's reason (informal document GRBP-81-08-Rev.1)
In the definition of tyre for use in severe snow conditions, the word “structure” is replaced by “construction”. This is because the definition applies to all tyre structures (for example diagonal, radial, run flat tyre).
Submitted by Experts of ETRTO. Working party adoption: ECE/TRANS/WP.29/GRBP/79, para. 17.
