UN R117 Supplement 1 (03 series) · UNECE Regulation No. 117 (ECE R117) — Uniform provisions concerning the approval of tyres with regard to rolling sound emissions and/or to adhesion on wet surfaces and/or to rolling resistance.
UN R117 — Supplement 1 to the 03 series of amendments
Base text → Supplement 1
- What changed
- A “tyre for use in severe snow conditions” can now be a snow tyre or a special use tyre (paragraph 2.13.1.).
- Tables in paragraph 6, Annex 5 and Annex 9 have new rows for special use tyres classified as tyre for use in severe snow conditions. New paragraph 4.2.6.2. covers the inscription “M+S” or “M.S” or “M&S” for a special use tyre classified as tyre for use in severe snow conditions.
- Annex 9 now uses the moulded SRTT16 worn as reference tyre in worn state. Until 6 July 2024, 03 series class C1 approvals may continue to be based on worn-state wet adhesion tests with buffed SRTT16 (para. 12.9.).
- Why
- The proposal aims to allow type approval of special use tyres that fulfil the requirements for snow performance in Annex 7.
- The moulded SRTT worn is expected to be more stable than the buffed SRTT in worn state and much more suitable as a reference tyre.
- The transitional provisions in paragraph 12.9. are necessary to allow the technical services a smooth transition to moulded SRTT16 worn.
Q1What changed96 changes
Tyre for use in severe snow conditions and ice grip tyre (paras. 2.13.1., 2.13.1.1., 6.5. and 6.5.2.)
Paragraph 2.13.1. now defines a “tyre for use in severe snow conditions” instead of a “snow tyre for use in severe snow conditions”. The definition now says “a snow tyre or a special use tyre” instead of “a snow tyre”. Paragraph 2.13.1.1. now says “a class C1 snow tyre that is classified as tyre for use in severe snow conditions” for an ice grip tyre. In paragraph 6.5., the reference “paragraph 6.4.1. below” is now “paragraph 6.5.1. below”. Paragraph 6.5.2. now says “a tyre for use in severe snow conditions” instead of “a snow tyre for use in severe snow conditions”.
The new term in other paragraphs, Annex items and Annex titles
Paragraph 2.1., subparagraph (e), and paragraphs 3.1.1. and 3.1.5.1. drop the word “snow” before “tyre for use in severe snow conditions”. Annex 1, item 4.1, Annex 3, Appendix 1, item 6.1 and Annex 6, Appendix 3, item 6.1 now read “Tyre for use in severe snow conditions (Yes/No)”. Annex 1, footnote 6 now also requires a test report according to Appendix 2 to Annex 8 for an ice grip tyre. Annex 1, item 8.3. no longer refers to “item Y.” of the test report in the appendix to Annex 9. The titles of Annex 7 and Annex 8 now refer to “tyres for use in severe snow conditions” and to “ice grip tyres of class C1”.
Alpine Symbol, Ice Grip Symbol and “M+S” marking (paras. 4.2.6., 4.2.6.1. and 4.2.6.2.)
Paragraph 4.2.6. now covers the “Alpine Symbol” if the snow tyre or the special use tyre is classified as tyre for use in severe snow conditions. New paragraph 4.2.6.2. covers the inscription “M+S” or “M.S” or “M&S” for a special use tyre classified as tyre for use in severe snow conditions. This inscription is in addition to the “Alpine Symbol”. Paragraph 4.2.6.1. now says “the tyre for use in severe snow conditions” instead of “the snow tyre for use in severe snow conditions” for the “Ice Grip Symbol”.
New table rows for special use tyres classified as tyre for use in severe snow conditions (paragraph 6, Annex 5 and Annex 9)
Paragraphs 6.1.2., 6.1.3., 6.2.1., 6.2.2., 6.2.3. and 6.4.1. each have a limit table with a new row. This row is for “Special use tyre that is classified as tyre for use in severe snow conditions”. In paragraphs 6.1.2. and 6.1.3., the rolling sound limits in this row are the same as for “Special use tyre”. The rows for “Snow tyre for use in severe snow conditions” now start “Snow tyre that is classified as tyre for use in severe snow conditions”. The 1 dB(A) and 1 N/kN increases of paragraphs 6.1.1. and 6.3. now name “snow tyres that are classified as tyre for use in severe snow conditions”. The temperature tables and Tables 2 and 4 in Annex 5 and Annex 9 have the same new row, with “not applicable” or “not defined”.
Moulded SRTT16 worn and tread depth measurement (para. 2.18. and Annex 9)
New item (c) of paragraph 2.18. covers F3611-22 for the size P225/60R16 in worn state, referred to as “moulded SRTT16 worn”. In Annex 9, paragraphs 2.1.13. and 2.3.1.5. now say “moulded SRTT16 worn” instead of “SRTT16 in worn state”. In Annex 9, paragraph 2.1.1., the reference tyre in worn state is now “moulded at the height defined in paragraph 2.2.1.2.4.1.” of Annex 9. The reference to the tread-wear indicator height of UN Regulation No. 30 (1.6 +0.6 / −0.0 mm) is deleted. New paragraph 2.2.1.2.4.1.1. requires a rim width code that does not differ by more than 0.5 from the measuring rim width code. New paragraph 2.2.1.2.4.1.2. requires an inflation pressure between 180 kPa and 220 kPa for the tread depth measurement.
Transitional provisions (paras. 12.9. to 12.11.) and ISO 10844:2021 (Annex 3)
Until 6 July 2024, 03 series class C1 approvals may continue to be based on worn-state wet adhesion tests with buffed SRTT16 (para. 12.9.). Under paragraph 12.10., extensions to class C1 approvals first granted before 7 July 2024 must continue to be granted with buffed SRTT16 in worn state. If an extension after 7 July 2024 needs a new test on a different representative tyre size, the moulded SRTT16 worn must be used. Annex 3, paragraph 2.1. now requires the test track surface and test site dimensions to be in accordance with ISO 10844:2021 instead of ISO 10844:2014. Paragraph 12.11. keeps ISO 10844:2014 test sites for approvals and extensions until 60 months after Supplement 15 to the 02 series enters into force.
Corrections in Annex 5, Annex 7, Annex 8 and Annex 9
Annex 7, paragraph 3.1.4.2.: Pr now means the inflation pressure corresponding to the sidewall marking required by paragraph 4.1., not the reference pressure for Qr. Paragraph 3.1.4.2. also says “load capacity index” instead of “load index”. In Annex 5, part (B), paragraph 2.1.2.1., the Pr definition now reads “corresponding to the indication” instead of “corresponding to the the indication”. In Annex 8, Table 3 now writes “Ri” and “Rf” in the test sequences instead of “R1” and “R2”. In Annex 8, the second paragraphs 2.4.2.2. and 2.4.4.4. are now 2.4.2.3. and 2.4.4.5., and the former paragraph 2.4.4.5. is now 2.4.4.6. In Annex 9, paragraphs 2.4.1.1.4. and 2.4.2.1.4. now refer to Table 1 and Table 3 “of Annex 5”.
Q2Why it changed
- Proposed by
- Informal Working Group on Wet Grip Performance for Tyres in a Worn State; experts from the European Tyre and Rim Technical Organisation
- Working party
- GRBP, 76th session (September 2022)
Reasons
The proposal aims to introduce provisions to allow type approval of special use tyres that fulfil the requirements for snow performance in Annex 7. The marking related to the “Alpine” symbol has been considered for tyres complying with these requirements.

“This proposal aims to introduce provisions to allow type approval of special use tyres that fulfil the requirements for snow performance as laid out in Annex 7.”
“The respective marking related to the “Alpine” symbol has been considered for tyres complying with these requirements.”
Based on a preliminary technical assessment in GRBP-71-26, allowances for rolling sound emission and rolling resistance could be needed for these special use tyres. However, such special use tyres currently do not exist. For this reason, these allowances are not proposed, because the performance of such tyres cannot be assessed until they are developed.

A moulded SRTT16 worn is developed instead of buffed SRTT16 in worn state, to improve the precision of the Annex 9 worn-state wet adhesion tests. The moulded SRTT worn is expected to be more stable and much more suitable as a reference tyre. The transitional provisions in paragraph 12.9. are necessary to allow the technical services a smooth transition to moulded SRTT16 worn. Tread depth measurement can be affected by the rim size and inflation pressure, so a range is defined to reduce the measurement uncertainty.

“To improve precision of the test procedures for measuring the wet adhesion of tyres in worn state as described in Annex 9, a moulded standard reference test tyre SRTT16 worn is developed instead of buffed SRTT16 in worn state.”
“The moulded SRTT worn is expected to be more stable than the buffed SRTT in worn state and much more suitable to be used as a reference tyre.”
“The requested transitional provisions in paragraph 12.9. are necessary to allow the technical services a smooth transition to moulded SRTT16 worn from buffed SRTT16 in worn state.”
“Tread depth measurement can be affected by the rim size and inflation pressure, so it makes sense to define a range to reduce the measurement uncertainty.”
The proposal includes in the 03 series the corrections proposed with Supplement 15 to the 02 series. These include a typo in Annex 5, part (B), paragraph 2.1.2.1., and the Annex 7 wording on test inflation pressure for C2 braking on snow. Paragraph numbers 2.4.2.2. and 2.4.4.4. were used twice, so the relevant and subsequent paragraphs are renumbered. In Annex 9, the reference Annex of Tables 1 and 3 is Annex 5.
