Q2Why it changed

Proposed by
Experts from the European Commission; experts from the European Tyre and Rim Technical Organization
Working party
GRBP, 77th session (February 2023)

Reasons

  • Tyres may remain in the distribution channels up to 30 months before they are fitted on the vehicles of the final consumers. Tyre manufacturers do not control the entry into service date. The authorities can only check the date of production of the tyres. Approval markings are affixed during the production process and cannot be changed later.

“Distribution channels of tyres are very complex and include several stages, involving numerous actors.”
“where they may remain up to 30 months prior to being fitted on the vehicles of the final consumers.”
“The entry into service date is out of the control of tyre manufacturers and the authorities can only verify the date of production of the tyres.”
“approval markings are affixed during the production process and cannot be changed subsequently.”
  • The existing transitional provisions did not address tyres produced to the applicable requirements and placed in the distribution channels before 7 July 2026. Scrapping them on 7 July 2026 would harm sustainability, with significant negative impact on environment, economic burden for the tyre industry and potential tyre shortages. The new transitional provision aims to allow these tyres to be sold and fitted on vehicles in use for an additional period.
