UN R117 — 03 series of amendments

Changes from 02 series of amendments (supplement 14)

Adopted at the WP.29 187th sessionEntry into force 2023-01-04
What changed
  • New paragraph 6.4.1. sets wet grip index (GB) limits for class C1 tyres in worn state, tested with the new Annex 9 procedure.
  • Stage 1 limits for rolling sound emissions and rolling resistance are deleted, and only stage 2 is left.
  • As from 7 July 2024, Contracting Parties need not accept 02 series approvals of class C1 tyres first issued after 7 July 2024.
Why
  • The proposal aims to introduce a procedure and thresholds on wet grip performance for class C1 tyres in worn state.
  • Stage 1 of rolling sound emissions and rolling resistance is not considered in the 03 series, so stage 2 becomes the only stage.
  • The transitional provisions reflect the regional requirements on wet grip performance of worn tyres in EU Regulation No. 2019/2144.

Q1What changed310 changes

Scope extended to class C1 tyres in worn state (paras. 1.1., 1.2., 2.7., 2.19.17., 2.19.18. and 3.1.1.)

Paragraph 1.1. now also covers class C1 tyres in worn state for adhesion performance on wet surfaces. Tyres of classes C1, C2 and C3 are covered in new state. In paragraph 1.2., “wet adhesion” becomes “adhesion of tyres in new state on wet surfaces and/or adhesion of tyres in worn state on wet surfaces”. New paragraphs 2.19.17. and 2.19.18. define “Tyre in worn state” and “Tyre in new state” as the tyre in a state as defined in Annex 9. Paragraph 2.7. adds Annex 9 for adhesion on wet surfaces of class C1 tyres in worn state to the definition of “Representative tyre size”. Paragraph 3.1.1. adds “adhesion performance level on wet surfaces of a tyre in worn state” to the performance characteristics to be assessed.

This Regulation applies to new pneumatic tyres of classes C1, C2 and C3 in new state with regard to their sound emissions, rolling resistance and to adhesion performance on wet surfaces (wet adhesion) and for class C1 tyres in worn state with regard to adhesion performance on wet surfaces (wet adhesion). It does not, however, apply to:
Contracting Parties shall issue or accept approvals to rolling sound and/or adhesion of tyres in new state on wet surfaces and/or adhesion of tyres in worn state on wet surfaces and/or rolling resistance.

Wet grip limits and verification tests for class C1 tyres in worn state (paras. 6.4., 6.4.1. and 8.3.3.)

Paragraph 6.4.1. gives wet grip index (GB) limits for class C1 tyres tested in accordance with either procedure in Annex 9. The minimum GB is 0.88 for a normal tyre and 0.80 for a snow tyre; it is not defined for a special use tyre. For “snow tyres for use in severe snow conditions” with a speed category symbol for more than 160 km/h, the minimum GB is 0.80. With a speed category symbol for not more than 160 km/h, the minimum GB is 0.70, and for ice grip tyres it is 0.70. For normal tyres with speed category symbol for 300 km/h or more and aspect ratio 40 or lower, the limit decreases by 0.08. Verification tests for approvals under paragraph 6.4. must use the same Annex 9 testing method as the original approval (paragraph 8.3.3.).

The wet adhesion of tyres in worn state shall be based on a procedure defined in Annex 9 to this Regulation.
Category of use Wet grip index (GB) Normal tyre ≥ 0.88 Snow tyre ≥ 0.80 "Snow tyre for use in severe snow conditions" and with a speed category symbol ("R" and above, including "H") indicating a maximum permissible speed greater than 160 km/h ≥ 0.80 Ice grip tyre ≥ 0.70 "Snow tyre for use in severe snow conditions" and with a speed category symbol ("Q" or below excluding "H") indicating a maximum permissible speed not greater than 160 km/h ≥ 0.70 Ice grip tyre ≥ 0.70 Special use tyre Not defined

New Annex 9: test procedure for measuring the adhesion on wet surfaces of tyres in worn state

Annex 9 defines a “tyre in worn state” as a new tyre artificially worn to the tread-wear indicator height of UN Regulation No. 30. In the central zone, the final groove depth must be 2 mm ± 0.4 mm at each measurement point and 2 mm ± 0.2 mm on average. In the shoulder zone, the final groove depth must not be greater than 2 mm. The wet grip braking performance of the candidate tyre in worn state is compared to the reference tyre, by the vehicle or trailer method. The reference tyre in worn state is the Standard Reference Test Tyre SRTT16 in worn state. Appendices 1 and 2 give a worn tyre preparation report example and test report examples of wet grip index for tyres in worn state.

Stage 1 deleted for rolling sound and rolling resistance (paras. 6.1.1. to 6.1.3. and 6.3.)

The stage 1 tables for rolling sound emissions of class C1, C2 and C3 tyres are deleted from paragraphs 6.1.1. to 6.1.3. These paragraphs now refer to “the values given below” in place of “the values pertinent to the applicable stage given below”. Paragraph 6.3.1. with the stage 1 rolling resistance limits is deleted. The stage 2 maximum values for the rolling resistance coefficient are now part of paragraph 6.3. In paragraph 5.2.2., S and R are now followed only by the suffix “2” for compliance to stage 2. The suffixes S1 and R1 are deleted from the list in paragraph 5.4.3.

For class C1 tyres, the rolling sound emission value shall not exceed the values pertinent to the applicable stage given below. These values refer to the nominal section width as defined in UN Regulation No. 30:
For class C2 tyres, the rolling sound emission value with reference to its category of use (see paragraph 2.1., subparagraph (d) above) shall not exceed the values pertinent to the applicable stage given below:

New suffix “B” and approval mark examples for the 03 series

New suffix “B” identifies additional conformity to the requirements on adhesion on wet surfaces of tyres in worn state (paragraph 5.2.2.). Suffix “W” now refers to adhesion on wet surfaces of tyres in new state. In paragraph 4.3.1., the example now uses the 03 series: “0236378 + 03S2WR2B”. Annex 2, Appendix 4 now shows an 02 series approval extended under the 03 series to wet adhesion of tyres in worn state. New footnotes: approvals to UN Regulation No. 117 for tyres within the scope of UN Regulation No. 54 currently exclude the worn-state wet adhesion requirement. Annex 1 adds item 8.3. for the wet adhesion level of tyres in worn state (GB).

Q2Why it changed

Proposed by
Informal Working Group on Wet Grip Performance for Tyres in a Worn State
Working party
GRBP, 74th and 75th sessions (September 2021 and February 2022)

Reasons

  • The proposal aims to introduce a procedure and thresholds on wet grip performance for class C1 tyres in worn state. It contains the method for preparing a tyre to be tested in worn state, the test conditions, the test methods and the type-approval thresholds.

    Sources (3)
“This document aims to introduce a procedure and thresholds on wet grip performance for C1 tyres in worn state”
“the method for preparing a tyre to be tested in worn state at its type approval”
“the type-approval thresholds of tyre wet grip performance in worn state”
  • A new suffix “B” is introduced to identify the new performance. Markings are updated to reflect the new requirement of wet grip performance for worn tyres.

    Sources (2)
“A new suffix “B” is introduced to identify the new performance”
“Marking are updated to reflect the new requirement of wet grip performance for worn tyres (Annex 2).”
  • Stage 1 of tyre rolling sound emissions and of tyre rolling resistance is not considered in the 03 series. Stage 2 becomes the only stage for rolling sound emissions and rolling resistance.

    Sources (2)
“Stage 1 of tyre rolling sound emissions and of tyre rolling resistance is not considered in the 03 series of amendment to UN Regulation No. 117.”
“Stage 2 becomes then the only stage for rolling sound emissions and rolling resistance”
  • The transitional provisions reflect the regional requirements on wet grip performance of worn tyres in EU Regulation No. 2019/2144. The 03 series applies exclusively to class C1 tyres, so 02 series approvals can still be granted and accepted for classes C2 and C3.

    Sources (2)
“Transitional provisions reflect the regional requirements for the introduction of requirement on wet grip performance of worn tyres as mentioned in European Union (EU) Regulation No. 2019/2144.”
“This new series of amendment (03) applies exclusively to class C1 tyres, as a consequence it is still possible to grant and accept type approval under 02 series of amendments for classes C2 and C3 tyres.”
  • Proposer's reason (informal document GRBP-74-33-Rev.1)

The informal document proposes to keep performance stage 2. Removing it would allow two different markings for the same actual performance level, depending on the series (02 or 03) of the approval.

Submitted by Experts of IWG WGWT. Working party adoption: ECE/TRANS/WP.29/GRBP/72, para. 23.

    Sources (3)
“This informal document proposes to maintain the performance stage 2 for the following reasons”
“By removing the performance stage 2, we would allow two different markings, with and without performance stage indication, for the same actual performance level”
“depending on whether the type approval was granted according the 02 or 03 series of amendments”
