UN R13H — Supplement 18 to the 00 series of amendments

Supplement 17 → 18

Adopted at the WP.29 189th sessionEntry into force 2023-09-24
What changed
  • New paragraph 4.2.2.3. adds the ASTM F2493-20 standard reference test tyre as a method to measure the PBC of the road test surface.
  • With the F2493-20 tyre, a PBC of 1.017 is equivalent to the PBC of 0.9 of paragraph 4.2.2.
  • Paragraph 4.2.2.1. now refers to ASTM E1136-19 and ASTM Method E1337-19, instead of E1136 and E1337-90.
Why
  • The expert from Canada noted that a similar amendment had been introduced in the 01 series of amendments to UN Regulation No. 13-H.
  • The text is based on a proposal for UN Regulation No. 140, which aims at the continuity of ASTM Method E1337 for the PBC measurement.
  • ETRTO reported that the production of SRTT E1136 would stop during 2020 and that its sales would end by the end of 2021.

Q1What changed4 changes

New method with the ASTM F2493-20 reference tyre (Annex 9, Part A, para. 4.2.2.3.)

New paragraph 4.2.2.3. adds the ASTM F2493-20 standard reference test tyre as a method to measure the PBC of the road test surface. This method uses ASTM Method E1337-19 at a speed of 40 mph. In this case, a PBC of 1.017 is equivalent to the PBC of 0.9 of paragraph 4.2.2. Paragraph 4.2.2. now says “one of following methods” instead of “either”. The k-test method in paragraph 4.2.2.2. now ends with “; or” instead of a full stop. The nominal PBC of 0.9 does not change.

The American Society for Testing and Materials (ASTM) F2493-20 standard reference test tyre, in accordance with ASTM Method E1337-19, at a speed of 40 mph. In this case, PBC of 1.017 is equivalent to 0.9 of paragraph 4.2.2.
The road test surface has a nominal peak braking coefficient (PBC) of 0.9, unless otherwise specified, when measured using eitherone of following methods:

Updated ASTM references for the E1136 reference tyre (Annex 9, Part A, para. 4.2.2.1.)

Paragraph 4.2.2.1. now refers to the ASTM E1136-19 standard reference test tyre and to ASTM Method E1337-19. Before this supplement, it referred to “E1136” and to ASTM Method E1337-90. The speed of 40 mph does not change. The paragraph now ends with “;” instead of “; or”.

Q2Why it changed

Proposed by
Secretariat, based on the proposal by the expert from the International Organization of Motor Vehicle Manufacturers for UN Regulation No. 140
Working party
GRVA, 14th session (September 2022)

Reasons

  • The expert from Canada noted that a similar amendment had been introduced in the 01 series of amendments to UN Regulation No. 13-H. He asked whether the original series needed it too. The expert from OICA answered that it would make sense.

“The expert from Canada noted that a similar amendment had been introduced in the 01 series of amendments to UN Regulation No. 13-H.”
“He inquired whether it would be needed for the original series too. The expert from OICA answered that it would make sense.”
  • This text is based on ECE/TRANS/WP.29/GRVA/2022/25, which the expert from OICA introduced for UN Regulation No. 140. That proposal aims at the continuity of ASTM Method E1337 for the measurement of the PBC in UN Regulation No. 140. For this, it adds a reference to the new ASTM standard reference test tyre (SRTT) F2493.

“It is based on the document (ECE/TRANS/WP.29/GRVA/2022/25), amended by GRVA-14-55/Rev.1.”
“The expert from OICA introduced ECE/TRANS/WP.29/GRVA/2022/25, aimed at ensuring the continuity of the American Society for Testing and Materials (ASTM) Method E1337 for the measurement of the Peak Braking Coefficient (PBC) in UN Regulation No. 140”
“by introducing a reference to the new ASTM Standard Reference Test Tyre (SRTT) F2493”
  • In 2019, ASTM standard E1337 was updated to add the new SRTT F2493, in addition to the older SRTT E1136. This version of ASTM standard E1337 also gives correlation equations to convert results between SRTT F2493 and SRTT E1136, in both directions.

“In 2019, ASTM standard E1337 for the measurement of the PBC was updated to introduce the new SRTT F2493, in addition to the older SRTT E1136.”
“this recent version of ASTM standard E1337 provides correlation equations for converting results obtained with SRTT F2493 into SRTT E1136 and vice-versa.”
  • At the 71st GRBP session in January 2020, ETRTO reported that the production of SRTT E1136 would stop during 2020. ETRTO also reported that the sales of SRTT E1136 would end by the end of 2021.

“At the seventy-first session of the Working Party on Noise and Tyres (GRBP) in January 2020, the European Tyre And Rim Technical Organization (ETRTO) reported that the production of SRTT E1136 would stop in the course of 2020”
“its sales would be discontinued by the end of 2021”
  • For UN Regulation No. 140, the proposal says that a reference to SRTT F2493 and to the conversion equation of ASTM standard E1337 is necessary. According to the proposal, this keeps the existing PBC provisions unchanged.

“for new and existing type-approvals to UN Regulation No. 140, it is necessary to introduce an additional reference to the new SRTT F2493 and the conversion equation defined in ASTM standard E1337, while keeping the existing PBC provisions unchanged.”
