UN R24 — Supplement 12 to the 03 series of amendments
Supplement 11 → 12
- What changed
- Paragraph 24.3.1. adds a vehicle equipped with an ADS to the rule on special test procedures for hybrid electric vehicles.
- Annex 5, paragraphs 2.4. and 2.5. now refer to the gear and to the engine speed demand, not to the gear-change control and the accelerator.
- Footnote 1 now refers to R.E.3, document ECE/TRANS/WP.29/78/Rev.8.
- Why
- The changes are necessary to include vehicles with Automated Driving Systems in this Regulation.
- Tests on vehicles equipped with an ADS might need special procedures.
- Vehicles of the new categories X and Y might not have gear-change or accelerator controls.
Q1What changed4 changes
Special test procedures for vehicles equipped with an ADS (para. 24.3.1.)
If the tests on a vehicle equipped with an ADS require a special procedure, the service manual (or equivalent media) must give the details. Before this supplement, paragraph 24.3.1. named only hybrid electric vehicles. The special procedure still must not require special equipment other than that provided with the vehicle.
Gear and engine speed demand in the free acceleration test (Annex 5, paras. 2.4. and 2.5.)
For a test on a vehicle, paragraph 2.4. now requires the gear to be in neutral. With the engine idling, the engine speed demand must be increased quickly, but not violently. At maximum engine speed, the engine speed demand must be reduced until the engine idles again and the opacimeter reverts to the corresponding conditions. Before this supplement, the gear-change control had to be set in the neutral position. Also, the accelerator control had to be operated, and then the accelerator had to be released.
Reference to R.E.3 in footnote 1 (para. 1.1.1.)
Footnote 1 to paragraph 1.1.1. now refers to the Consolidated Resolution on the Construction of Vehicles (R.E.3.), document ECE/TRANS/WP.29/78/Rev.8. The footnote also gives the address https://unece.org/transport/vehicle-regulations/wp29/resolutions. Before this supplement, the footnote referred to Annex 7 to R.E.3, document TRANS/WP.29/78/Rev.1/Amend.2 as last amended by Amend.4.

“Vehicle categories X and Y are introduced in Revision 8 of R.E.3, prepared by the Task Force on Automated Vehicle Categorisation (TF-AVC) under GRSG and GRVA, and are not capable to be driven manually above 6 km/h.”
Tests on vehicles equipped with an ADS might need special procedures. For this reason, these vehicles were added to the test provisions for hybrid electric vehicles.
