UN R30 Supplement 22 (02 series) · UNECE Regulation No. 30 (ECE R30) — Uniform provisions concerning the approval of pneumatic tyres for motor vehicles and their trailers.

UN R30 — Supplement 22 to the 02 series of amendments

Supplement 21 → 22

Adopted at the WP.29 181st sessionEntry into force 2021-01-03
What changed
  • Paragraph 6.2.3. now starts with “Except for tyres with radial structure or run flat tyres”. The ±3.5 per cent limit for the outer diameter, measured six hours after the load/speed performance test, does not apply to these tyres.
  • In paragraph 2.9.2., the “bias-belted” definition no longer says “of diagonal (bias-ply) type”, and the belt comprises “one or more layers” in place of “two or more”.
  • New paragraph 11.4. applies until 3 months after the date of entry into force of Supplement 22. Until then, Contracting Parties applying this Regulation may continue to grant and/or extend type approvals according to the 02 series without Supplement 22.
Why
  • For radial and run flat tyres, the variation of outer diameter, measured six hours after the load/speed performance test, is far below ±3.5 per cent.
  • One change aims to converge to consistent definitions across tyre UN Regulations.
  • Even after the notification of a supplement's adoption, Type Approval Authorities and Technical Services may need further time to implement its requirements.

Q1What changed7 changes

Outer diameter after the load/speed performance test (para. 6.2.3.)

Paragraph 6.2.3. now starts with “Except for tyres with radial structure or run flat tyres”. For other tyres, the outer diameter measured six hours after the load/speed performance test must stay within ±3.5 per cent of the diameter before. The test is the one specified in paragraph 2. of Annex 7. Before this supplement, the paragraph had no exception.

The Except for tyres with radial structure or run flat tyres, the outer diameter of the tyre, measured six hours after the load/speed performance test as specified in paragraph 2. of Annex 7, must not differ by more than ±3.5 per cent from the outer diameter as measured before the test.

Bias-belted tyres: definition and overall width (paras. 2.9.2. and 6.1.4.2.1.)

Paragraph 2.9.2. has a new definition of a “bias-belted” tyre structure. Its ply cords that extend to the beads are laid at alternate angles of substantially less than 90° to the centre line of the tread. The structure is restricted by a belt comprising one or more layers of substantially inextensible cord material. Before, it described a structure of diagonal (bias-ply) type in which the carcass was restricted by a belt comprising two or more layers. These layers were laid at alternate angles close to those of the carcass. Paragraph 6.1.4.2.1. now reads “In diagonal (bias-ply) and bias-belted tyres: 6 per cent”, and before it did not name bias-belted tyres.

"Bias-belted" describes a tyre structure of diagonal (bias-ply) type in which the carcass is ply cords that extend to the beads are laid at alternate angles of substantially less than 90° to the centre line of the tread, the structure being restricted by a belt comprising two one or more layers of substantially inextensible cord material laid at alternate angles close to those of the carcass;
in In diagonal (bias-ply) and bias-belted tyres: 6 per cent;

Ply-rating number in the application for approval (para. 4.1.10.)

The application for approval must specify the ply-rating number of diagonal (bias-ply) tyres, except for T-type temporary use spare tyres. Before this supplement, paragraph 4.1.10. had no exception for T-type temporary use spare tyres.

The ply-rating number of diagonal (bias-ply) tyres, except for T-type temporary use spare tyres;

Test room temperature (Annex 7, para. 3.2.)

In Annex 7, paragraph 3.2., the test room temperature for conditioning the tyre-and-wheel assembly is now 38 ºC ± 3 ºC. Before, the text read “38 ºC + 3 ºC”.

Carry out the procedure as detailed in paragraphs 1.2. to 1.5. above with a test room temperature at 38 ºC + ± 3 ºC in relation to conditioning the tyre-and-wheel assembly as detailed in paragraph 1.4. The temperature sensor shall be at a distance not less than 0.15 m and not more than 1.00 m from the tyre sidewall.

Paragraph 3.1.15. renumbered to 3.1.14.

Paragraph 3.1.15. is renumbered to 3.1.14. This paragraph gives the symbol for an EMT, where “h” is at least 12 mm.

3.1.15.3.1.14.

Transitional provision for Supplement 22 (para. 11.4.)

New paragraph 11.4. applies until 3 months after the date of entry into force of Supplement 22. Until then, Contracting Parties applying this Regulation may continue to grant and/or extend type approvals according to the 02 series of amendments. They may do so without taking into account the provisions of Supplement 22.

Until 3 months after the date of entry into force of Supplement 22 to the 02 series of amendments to this Regulation, Contracting Parties applying this Regulation may continue to grant and/or extend type approvals according to the 02 series of amendments to this Regulation, without taking into account the provisions of Supplement 22 to the 02 series of amendments to this Regulation.

Q2Why it changed

Proposed by
Experts from the European Tyre and Rim Technical Organisation (ETRTO)
Working party
GRBP, 71st session (January 2020)

Reasons

  • For radial and run flat tyres, the variation of outer diameter, measured six hours after the load/speed performance test, is far below ±3.5 per cent.

    Source
“For radial and run flat tyres the variation of outer diameter of the tyre, measured six hours after the load/speed performance test as specified in paragraph 2 of Annex 7, is far below ±3.5 per cent”
  • One change aims to converge to consistent definitions across tyre UN Regulations, as presented in informal document GRRF-82-21. This is in line with the proposed amendment to UN Regulation No. 75.

“The purpose of this change is to converge to consistent definitions across tyre UN Regulations as presented in Informal document GRRF-82-21”
“This is in line with the proposed amendment to UN Regulation No. 75.”
  • The reference to bias-belted tyres was added for correctness.

    Source
“The reference to bias-belted tyres has been added for correctness.”
  • The ply-rating number is not relevant for T-type temporary use spare tyres. The reason is that all these tyres are tested at the same inflation pressure, independent of their construction.

    Source
“The ply-rating number is not relevant for T-type temporary use spare tyres because all these tyres are tested at the same inflation pressure independent of their construction.”
  • The transitional provision in paragraph 11.4. would delay for three months the mandatory application of the supplement. The proposal addresses the gap between the entry into force of a supplement and the notification of its adoption to the Contracting Parties. Currently, during this period, a type approval cannot be granted pursuant to the new supplement in force, although it is mandatory. Even after the notification, the Type Approval Authorities and Technical Services may need further time to implement the requirements of the new supplement.

Q3Who is affected

Vehicle manufacturer

  • No direct action for this role.

Component supplier

  • Check that the structure stated in your application matches the new “bias-belted” definition (para. 2.9.2.).
  • Update approval applications: for T-type temporary use spare tyres, the ply-rating number is not required (para. 4.1.10.).

Technical service / Approval authority

  • Do not apply the outer diameter limit of paragraph 6.2.3. to tyres with radial structure or run flat tyres.
  • Under Annex 7, paragraph 3.2., use a test room temperature of 38 ºC ± 3 ºC for conditioning the tyre-and-wheel assembly.
  • Apply the 6 per cent overall width limit of paragraph 6.1.4.2.1. to bias-belted tyres too.
