UN R30 Supplement 23 (02 series) · UNECE Regulation No. 30 (ECE R30) — Uniform provisions concerning the approval of pneumatic tyres for motor vehicles and their trailers.
UN R30 — Supplement 23 to the 02 series of amendments
Supplement 22 → 23
- What changed
- Paragraph 3.4. no longer requires the markings and the approval mark to be moulded on to or into the tyres. They must be clearly legible, indelible and raised above or sunk below the tyre surface.
- The rule on the position of the markings moves from paragraph 3.4. to paragraph 3.4.1.
- New paragraph 3.4.2.: a date of manufacture that is not moulded must be applied not later than 24 hours after removal from the mould.
- Why
- The word “moulded” is a technical limitation linked to the technology available when the Regulations were first issued.
- The proposal allows tyre marking methods other than moulding, but the markings must stay clearly legible and indelible.
- The 24-hour limit for the manufacturing date is like the rule in the United States Code of Federal Regulations 49 CFR 574.5.
Q1What changed4 changes
Marking method: moulding no longer required (para. 3.4.)
The markings referred to in paragraph 3.1. and the approval mark must be clearly legible, indelible and raised above or sunk below the tyre surface. Before this supplement, paragraph 3.4. required them to be moulded on to or into the tyres. The old text did not say “indelible”.
Position of the markings (para. 3.4.1.)
Paragraph 3.4.1. now gives the position of the markings. They must be in the lower area of the tyre on at least one of its sidewalls. This does not apply to the inscriptions mentioned in paragraphs 3.1.1., 3.1.2. and 3.1.12. Before this supplement, paragraph 3.4. gave this position. The former paragraph 3.4.1. on tyres with the “tyre to rim fitment configuration” symbol “A” or “U” is now part of paragraph 3.4.1. For these tyres, the markings may be placed anywhere on the outside sidewall of the tyre.
Date of manufacture that is not moulded (para. 3.4.2.)
New paragraph 3.4.2. covers a date of manufacture that is not moulded. This date must be applied not later than 24 hours after the tyre is removed from the mould.

Reasons
The word “moulded” is a technical limitation linked to the technology available when the Regulations were first issued. Moulding is now only one of several technical solutions.
Source
“the use of wording “moulded” is a technical limitation linked to the technology available at the time of the first issue of the Regulations, but now is only one of the various technical solution.”
The proposer considers the removal of this limitation advisable, following the principle of not stopping technical innovations.

“The removal of this technical limitation would be advisable following the principle of not stopping the technical innovations.”
The proposal allows tyre marking methods other than moulding. Any alternative method must make sure that the markings on the tyre sidewall are clearly legible and indelible.

“ETRTO proposes to amend the UN Regulations on tyres in order to allow tyre marking methods other than moulding by keeping the following criteria:”
“Any technical solution alternative to the "moulding" shall guarantee that the markings on the tyre sidewall is clearly legible and indelible.”
The manufacturing date must be marked within 24 hours after de-moulding of the tyre. This is like the rule in the United States Code of Federal Regulations 49 CFR 574.5.
Source
“It shall be made sure that the marking of the manufacturing date will be done within 24 hours after de-moulding of the tyre (like in the United States of America Code of Federal Regulations 49 CFR 574.5).”
Once the UN Regulations on tyres are amended, the proposer considers it possible and advisable to propose the same requirements at global level. This would be for other major countries that do not apply them, by an amendment to UN GTR No. 16.

“it will be then possible and advisable to propose same requirements at global level to other major countries not applying them (i.e. the United States of America, China and India) by amending UN Global Technical Regulation (GTR) No. 16.”
