New introduction for vehicles of categories X and Y (paras. 0. to 0.1.4.)

New paragraph 0.1. states that Supplement 13 takes into account vehicles of categories X and Y. It also covers vehicles with an ADS and a manual mode that operates at speeds above 6 km/h. Under paragraph 0.1.1., provisions related to absent driver/manual driving controls are not taken into account, unless this amendment already covers them. Paragraph 0.1.2. lists three manual modes: remote control near the vehicle, seated in a driver's seat, and onboard but not in a driver's seat. For remote control and for onboard operation not in a driver's seat, alternative provisions apply. Paragraph 0.1.3. states that the Regulation applies to vehicles of categories X and Y if glazing is installed.

Windscreen definition and driver references (paras. 2.13., 2.25. and 6.2., Annexes 1A and 24)

A new footnote to the definition of “Windscreen” (para. 2.13.) covers vehicles of category X without a driver's seat, and vehicles of category Y. On these vehicles, the front exterior forward-facing glazing is not considered a windscreen. A new footnote to paragraph 2.25. reads “not applicable to vehicles of category X without a driver’s seat, nor to vehicles of category Y”. In paragraph 6.2. and in the scope of Annex 24, “the driver” becomes “the driver (if applicable)”. In Annex 1A (Communication), a new footnote to paragraph 5.1. on windscreens says to use paragraph 5.5. for vehicles of category X.

In case of vehicles of category X without a driver’s seat, and vehicles of category Y, the front exterior forward-facing glazing is not considered a windscreen

Windscreen requirements not applicable to some vehicles (paras. 7.1. to 7.15., Annexes 21, 22 and 24)

Paragraphs 7.1., 7.3., 7.5., 7.7., 7.13. and 7.15. refer to the annexes with the requirements for six types of windscreen. Each of these paragraphs now adds “not applicable for category Y vehicles and category X vehicles without a driver’s seat”. The titles of Annex 21 and Annex 22 and the windscreen heading of Annex 24 (para. 4.1.) add a similar note. Paragraphs 7.4., 7.9., 7.12. and 7.14. change only hyphens, for example “laminated-glass” becomes “laminated glass”.

As regards toughened-glass windscreens, the requirements contained in Annex 4; (not applicable for category Y vehicles and category X vehicles without a driver’s seat);
As regards ordinary laminated-glass laminated glass windscreens, the requirements contained in Annex 6; (not applicable for category Y vehicles and category X vehicles without a driver’s seat);

Light transmittance while an ADS feature is active (Annex 24, paras. 4.1.1., 4.2.1.1. and 4.2.2.1.)

Annex 24, paragraph 4.1.1.: the regular light transmittance of the windscreen must be at least 70 per cent, except while an ADS feature is active. Paragraph 4.2.1.1. adds “except while an ADS feature is active” to the 70 per cent minimum for the glazing of the driver's forward field of vision. Paragraph 4.2.2.1., on the glazing defined in paragraph 2.25.2., now ends with “except while an ADS feature is active”. Before this supplement, these paragraphs had no exception for an active ADS feature. Paragraphs 4.2.1. and 4.2.1.1. now say “forward field of vision” instead of “forwards field of vision”.

The regular light transmittance shall not be less than 70 per cent, except while an ADS feature is active.
The safety glazing through which the driver's forwards forward field of vision as defined in paragraph 2.25.1. of this UN Regulation is obtained, shall have a regular light transmittance of at least 70 per cent, except while an ADS feature is active.

Front glazing of category X vehicles without a driver's seat (Annex 24, paras. 4.3. to 4.3.3.)

New paragraph 4.3.2. of Annex 24 covers the front exterior forward-facing glazing of a category X vehicle without a driver's seat. This glazing must be laminated glass with the additional symbol /D, or a plastic pane with the additional symbol /A. The heading of paragraph 4.3. now names category X vehicles without a driver's seat next to the upper deck of a double-deck vehicle. Paragraphs 4.3.1. and 4.3.2. do not apply to vehicles with a maximum design speed lower than 40 km/h (para. 4.3.3.). However, the requirement on plastic panes classified /A is still mandatory.

Particular requirements for upper deck of a double-deck vehicle and for a category X vehicle without a driver’s seat.
The front exterior forward-facing glazing of a category X vehicle without a driver’s seat shall be constituted either by laminated glass bearing the additional symbol /D, as defined in paragraph 5.5.8. of this Regulation, or a plastic pane bearing the additional symbol /A, as defined in paragraphs 5.5.5. and 5.5.7. of this Regulation.

Manual operation onboard category X vehicles and the safety concept (Annex 24, para. 4.2.4.; para. 2.40.)

New paragraph 4.2.4. of Annex 24 covers safety glazing for the driver's vision on some category X vehicles. These are vehicles with manual operation onboard, other than seated in a driver's seat. These vehicles may meet alternative requirements, in agreement with the Technical Service and Type Approval Authority (para. 4.2.4.1.). This applies only if the manufacturer, with the safety concept defined for manual operation, shows a level of safety equivalent to paragraphs 4.2.1. to 4.2.2. The Test Report must describe the alternative provisions applied and the vehicle's performance. New paragraph 2.40. defines “Safety Concept” as a description of the measures for safe operation under fault and non-fault conditions.

Safety glazing for the driver’s vision, for vehicles of category X by manual operation onboard the vehicle other than seated in a driver’s seat
For such manual operation, these vehicles may fulfil alternative requirements, in agreement with the Technical Service and Type Approval Authority, provided that the manufacturer, with the safety concept defined for manual operation, can demonstrate that a level of safety, equivalent to that of the requirements set out in paragraphs 4.2.1. to 4.2.2. of this Annex, is achieved. The alternative provisions that are applied and the vehicle’s performance must be duly described in the Test Report.

Updated references and wording changes (footnotes, Annex 24, table of para. 8.2.1.1.)

Four footnotes now refer to document ECE/TRANS/WP.29/78/Rev.8 (R.E.3) instead of Rev.7, and three of them no longer give “para. 2” or “paragraph 2”. In Annex 24, paragraph 2.2. no longer refers to Annex 7 to R.E.3 for the classification of vehicle categories. Paragraph 2.4. of Annex 24 now refers to paragraph 2.1.6. of UN Regulation No. 107 instead of paragraph 2.1.2. In Annex 24, paragraphs 2.5.1. to 2.6.2. add “above” or “below”, or both, to their paragraph references. Annex 24, paragraph 2.7. now reads “tiltable (driver) cabs”, and paragraph 3.2. reads “type approval” instead of “type-approval”. In the table of paragraph 8.2.1.1., the row “Optional distortion” now reads “Optical distortion”.
