UN R43 Supplement 8 (01 series) · UNECE Regulation No. 43 (ECE R43) — Uniform provisions concerning the approval of safety glazing materials and their installation on vehicles.

UN R43 — Supplement 8 to the 01 series of amendments

Supplement 7 → 8

Adopted at the WP.29 176th sessionEntry into force 2019-05-28
What changed
  • In paragraph 5.5.8., the new entry “/D” signifies laminated-glass panes with enhanced mechanical properties.
  • Annex 7 adds a headform test (paragraph 3.) and a 2,260 g ball test (paragraph 4.2.) for laminated-glass panes bearing the additional symbol /D.
  • Annex 23 adds the 2,260 g ball test and headform test for laminated-glass panes with enhanced mechanical properties bearing the additional symbol /D (paragraph 2.4.5.).
Why
  • The proposal aims to enable the approval of laminated-glass panes with improved mechanical properties.
  • These panes are especially aimed for front, exterior, forward-facing glazing of the upper deck of a double-deck vehicle.
  • The 2,260 g ball test would help to prevent penetration of a thin pane. The headform test would help to avoid head injuries in frontal collision.

Q1What changed61 changes

New “/D” entry for laminated-glass panes with enhanced mechanical properties (para. 5.5.8.)

Paragraph 5.5.8. now reads “XI In the case of laminated-glass panes. In addition, the appropriate application will be signified by:”. A new line follows: “/D For laminated-glass panes with enhanced mechanical properties.” Before this supplement, the text was “XI in the case of a laminated-glass panes,”.

XI in In the case of a laminated-glass panes. In addition, the appropriate application will be signified by:
/D For laminated-glass panes with enhanced mechanical properties.

Laminated-glass column of the test table (para. 8.2.1.1.)

In the table of paragraph 8.2.1.1., the “Laminated-glass” column of glass panes now has the entries “A7/4.3”, “A7/4.2” and “A7/3”. Before, its entries were “A7/3”, “-” and “-”. A new footnote says: “This test shall only be carried out on laminated-glass panes bearing the additional symbol /D.” The headings now read “Windscreens”, “Glass panes” and “Laminated-glass”.

New headform test for panes bearing /D (Annex 7, para. 3.)

New paragraph 3. of Annex 7 adds a headform test for laminated-glass panes bearing the additional symbol /D. Six flat test pieces measuring (1,100 mm x 500 mm) +5 mm / -2 mm are tested by the method of Annex 3, paragraph 3.1. The height of drop is 1.50 m +0 mm / -5 mm. A test is satisfactory if the test piece yields and breaks, displaying numerous circular cracks centred approximately on the point of impact. Tears in the interlayer are allowed, but the manikin's head must not pass through, and no large glass fragments may detach from the interlayer. A set of test pieces is satisfactory if all the tests give a satisfactory result.

New 2,260 g ball test for panes bearing /D (Annex 7, para. 4.2.)

New paragraph 4.2. of Annex 7 adds a 2,260 g ball test for laminated-glass panes bearing the additional symbol /D. Twelve square test pieces of 300 mm +10 mm / -0 mm side are tested by the method of Annex 3, paragraph 2.2. The height of drop from the underface of the ball to the upper face of the test piece is 4 m +25 mm / -0 mm. A test is satisfactory if the ball does not pass through the glazing within five seconds after the moment of impact. A set of test pieces is satisfactory if at least eleven of the twelve tests give a satisfactory result. The heading of paragraph 4. changes from “Mechanical strength test - 227 g ball test” to “Mechanical strength test”.

Renumbered 227 g ball test and later paragraphs (Annex 7, paras. 4.3. to 6.)

Annex 7 renumbers and amends the former paragraphs 3. to 3.4.2., and the 227 g ball test now has the heading “4.3. 227 g ball test”. The former paragraphs 4. to 5. are renumbered as paragraphs 5. to 6. In paragraph 4.3.2.2., the tolerance of the height of drop is now written “+25 mm / -0 mm” instead of “+25/-0 mm”.

New Annex 23 tests for panes bearing /D (paras. 2.4.5. to 2.4.5.2.)

In Annex 23, new paragraph 2.4.5. applies to laminated-glass panes with enhanced mechanical properties bearing the additional symbol /D. Paragraph 2.4.5.1. adds the 2,260 g ball test of Annex 7, paragraph 4.2. Paragraph 2.4.5.2. adds the headform test of Annex 7, paragraph 3. The former paragraph 2.4.5. is renumbered as paragraph 2.4.6. Paragraph 2.4.1. now refers to Annex 7, paragraph 4.3., instead of paragraph 4, for the 227 g ball test. In paragraph 3.2.1., the sentence on the choice of test pieces now ends “various types of windscreen, respectively panes”.

Q2Why it changed

Proposed by
Expert from Finland
Working party
GRSG, 114th session (April 2018)

Reasons

  • The proposal aims to enable the approval of laminated-glass panes with improved mechanical properties. These panes are especially aimed for front, exterior, forward-facing glazing of the upper deck of a double-deck vehicle.

    Sources (2)
“The proposal aims to amend UN Regulation No. 43 to enable the approval of the laminated-glass panes with improved mechanical properties.”
“These panes are especially aimed for front, exterior, forward-facing glazing of the upper deck of a double-deck vehicle.”
  • The use of the laminated windscreen is not possible for this purpose. Also, the requirement for windscreens to have a regular light transmittance of at least 70 per cent is not relevant in this application.

    Sources (2)
“However, the use of the laminated windscreen is not possible for this purpose.”
“In addition, the requirement for windscreens to have a regular light transmittance of at least 70 per cent is not relevant in this application.”
  • Due to weight savings, many manufacturers want to use thinner laminated-glass panes. At motorway speeds, an object such as falling rock can penetrate a thin laminated-glass pane rather easily. The 2,260 g ball test would help to prevent that, and the headform test would help avoiding head injuries in frontal collision.

“Due to weight savings, many manufacturers want to use thinner laminated-glass panes than before.”
“At motorway speeds, an object such as falling rock can penetrate a thin laminated-glass pane rather easily.”
“The fulfilment of the 2,260 g ball test would help to prevent that.”
“The fulfilment of the headform test would help avoiding head injuries in frontal collision.”
  • For the headform test, the proposal chose the test of Annex 12 (Multiple glazed units). In Annex 6 this test is made with complete windscreens, but in Annex 12 with rectangular test pieces (1,100 mm × 500 mm).

    Sources (2)
“In Annex 6 the headform test is made with complete windscreens, but in Annex 12 with rectangular test pieces (1,100 mm × 500 mm).”
“Thus, the test of Annex 12 was chosen.”
  • At the GRSG session, the expert from Poland proposed to align the new requirements with the general structure of the Regulation. GRSG noted a general preference for the optional use of the new provisions. It also noted a preference to submit them to the World Forum as a Supplement.
