UN R0 — 02 series of amendments

Changes from 01 series of amendments

Adopted at the WP.29 179th sessionEntry into force 2020-05-29
What changed
  • For L-IWVTA notifications, Contracting Parties must now use the UNECE online sharing system, and Annex 4, Part A, Section II is deleted.
  • The list of requirements for U-IWVTA adds UN Regulations Nos. 148, 149 and 150, and changes the required series for several UN Regulations.
  • For each IWVTA vehicle, the manufacturer must now upload all information described in Annex 6, paragraph 1.1. necessary to generate the DoC.
Why
  • According to ECE/TRANS/WP.29/1145, the new IWVTA functionality of the "343 app" is deemed to serve as the unique means of notifications under paragraph 13.5.
  • The contradictory text of Annex 6, paragraphs 1.1. and 2.2. led to misunderstandings, and the amendment of paragraph 2.2. is intended to clarify this.
  • The DoC is for a single vehicle, and the VIN needs to be shown on the DoC form. So the VIN needs to be entered for each DoC.

For the notification in paragraph 13.5., the Contracting Party must now use the UNECE online sharing system. It must also indicate the level(s) of acceptance for each UN Regulation concerned. Before, the notification used the format provided in Annex 4, Part A, Section II. Annex 4, Part A, Section II, "Notification for L-IWVTA", is deleted, with the notification form shown in its Table 1.

For such notification, the format provided in Annex 4, Part A, Section II Contracting Party shall be useduse the UNECE online sharing system and indicate the level(s) of acceptance for each UN Regulation concerned. List of requirements for U-IWVTA (Annex 4, Part A, Section I)

The list adds UN Regulations Nos. 148 (Light signaling devices (LSD)), 149 (Road illumination devices (RID)) and 150 (Retro-reflective devices (RRD)). Each of these three UN Regulations is listed with the 00 series of amendments. New note 3 requires either a type approval to UN Regulation No. 148, or the applicable type approval(s) to the other UN Regulations it lists. New notes 4 and 5 give the same choice for UN Regulation No. 149 and UN Regulation No. 150. The required series of amendments also changes for several UN Regulations. For example, UN Regulations Nos. 14, 16 and 17 now need the 09, 08 and 09 series.

This then means that for the purpose of a U-IWVTA both vehicles with or without this system are acceptable. However, where the system is fitted to the vehicle, the requirement applies. The same also applies to systems not identified by * where it can be demonstrated that the corresponding requirements are not applicable to the IWVTA type. 3 Either type approval according to UN Regulation No. 148 or the applicable type approval(s) according to UN Regulations Nos. 4, 6, 7, 23, 38, 77, 87 and/or 91 is/are necessary. 4 Either type approval of UN Regulation No. 149 or the applicable type approval(s) of Regulation No. 19, 98, 112, 119 and/or 123 is/are necessary. 5 Either type approval of UN Regulation No. 150 or that of UN Regulation No. 3 is necessary.

Declaration of Conformance data and forms (Annex 6, paras 2.2. and 2.4., Appendices 1 and 2)

For each single vehicle produced in conformance with an IWVTA, the manufacturer must now upload more data into the UN secure internet database. This is all information described in paragraph 1.1. necessary to generate the DoC. A query from any authorized party to generate a DoC for a single vehicle now uses the VIN, not the type approval number. The heading of Appendix 1 no longer says "for vehicles of category M1". The manufacturer now certifies that "the vehicle" conforms, not "the vehicles". The "Number" column is deleted from the Appendix 2 conformance list.

The manufacturer shall provide and upload into the UN secure internet database for each single vehicle produced in conformance with an IWVTA all information described in paragraph 1.1. necessary to generate the DoC, including:
The UN secure internet database allows for a query from any authorized party to generate a DoC for a single vehicle based on the type approval number VIN that is linked to that single vehicle as specified in paragraph 2.2. of this annex.

Q2Why it changed

Proposed by
Experts from the Informal Working Group on International Whole Vehicle Type Approval
Working party
WP.29, 178th session (June 2019)

Reasons

Reasons given by the proposer: IWG on IWVTA (WP.29-178-05) and IWG on DETA (WP.29-178-21), in informal document WP.29-178-05 and WP.29-178-21. The Chair of the IWG on IWVTA presented the text to WP.29 at its 178th session (ECE/TRANS/WP.29/1147, paras. 79-80), based on WP.29-178-05 and WP.29-178-21.

  • WP.29 report ECE/TRANS/WP.29/1145, paragraph 73, says that the secretariat introduced the new IWVTA functionality of the "343 app". This tool is deemed to serve as the unique means of notifications under paragraph 13.5. The secretariat proposed amending paragraph 13.5 to reflect that this new functionality in the 343 application "shall serve as the unique means of notification".

    WP.29-178-05Justification, para. 2
  • The original text of Annex 6, paragraph 2.2. required the manufacturer to provide and upload the VIN and IWVTA type approval number. However, more information is necessary to generate the DoC, as mentioned in paragraph 1.1. The contradictory text of paragraphs 1.1. and 2.2. led to misunderstandings, and the amendment is intended to clarify this.

  • The DoC is for a single vehicle, and the VIN needs to be shown on the DoC form (Annex 6, Appendix 1, item 0.10.). So the VIN needs to be entered for each DoC.

“But as the DoC is for a single vehicle and because the VIN need to be shown on the DoC form (Annex 6 Appendix 1 item 0.10.) the VIN need to be entered for each DoC.”
    WP.29-178-21Annex 6, para. 2.4., Justification
  • R0 currently applies to M1 only, and in case of a future amendment of R0 for other categories, item 0.4. indicates the category anyway. Therefore the reference to M1 in the heading of Appendix 1 is superfluous. A DoC means the information for a single vehicle, so "vehicles" becomes "vehicle".
