UN R0 Base text (08 series) · UNECE Regulation No. 0 (ECE R0) — Uniform provisions concerning the International Whole Vehicle Type Approval (IWVTA).
UN R0 — 08 series of amendments
Changes from 07 series of amendments
- What changed
- Annex 4 now lists a later series of amendments for UN Regulations Nos. 10, 16, 17, 34, 125, 127 and 138. Annex 4 no longer lists UN Regulation No. 44 for built-in vehicle booster cushions, and now lists No. 129 for built-in “specific vehicle booster seats”.
- Paragraph 4.6. is now “(Reserved)”, so it no longer says that a Unique Identifier (UI) may not replace the approval mark.
- From 1 September 2026, Contracting Parties applying this UN Regulation need not accept type approvals to an earlier series first issued after that date.
- Why
- Paragraph 4.6. is not necessary, because the UI marking can no longer be applied by default.
Q1What changed4 changes
UN Regulations listed for U-IWVTA (Annex 4, Part A, Section I)
In the Annex 4 list, UN Regulations Nos. 10, 16, 17, 34, 125, 127 and 138 now have a later series of amendments. For example, the entry for UN Regulation No. 10 changes from the 05 series to the 06 series. UN Regulation No. 44 (built-in vehicle booster cushions) is no longer in the list. UN Regulation No. 129, 04 series, is new in the list, for built-in “specific vehicle booster seats” only and not for standalone child seats. The entry for UN Regulation No. 162 (immobilizers) now has an asterisk, so it applies only if the vehicle has an immobilizer. The notes under the list now have the heading “Notes:” and changes in punctuation and wording.
Approval mark and Unique Identifier (para. 4.6.)
Paragraph 4.6. is now “(Reserved)”. Before, paragraph 4.6. did not allow a Unique Identifier (UI), as referred to in Schedule 5 of the 1958 Agreement, to replace the approval mark.
Acceptance of the 08 series and of earlier series (paras. 12.13. and 12.14.)
From the entry into force of the 08 series, Contracting Parties applying this Regulation must not refuse to grant or accept 08 series IWVTAs. From 1 September 2026, Contracting Parties applying this UN Regulation need not accept type approvals to an earlier series first issued after that date.
Q2Why it changed
- Proposed by
- Informal Working Group on the International Whole Vehicle Type Approval
- Working party
- WP.29, 196th session (June 2025)
Reasons
Reasons given by the proposer: Informal Working Group on the International Whole Vehicle Type Approval, in informal document WP.29-196-22. WP.29 considered a text based on WP.29-196-22 at its 196th session (ECE/TRANS/WP.29/1186, para. 59).
Paragraph 4.6. is not necessary, because the UI marking can no longer be applied by default. The proposer refers to ECE/TRANS/WP.29/2025/17, an amendment to Schedule 5 of the 1958 Agreement.
