UN R0 Base text (07 series) · UNECE Regulation No. 0 (ECE R0) — Uniform provisions concerning the International Whole Vehicle Type Approval (IWVTA).
UN R0 — 07 series of amendments
Changes from 06 series of amendments
- What changed
- In Annex 4, UN Regulation No. 46 (devices for indirect vision) changes from the 05 series to the 06 series. The entry for UN Regulation No. 162 (immobilizers) no longer has an asterisk.
- A new note 4 says that the series in Annex 4 does not affect the transitional provisions in the respective series of UN Regulations.
- From 1 September 2025, Contracting Parties applying this UN Regulation need not accept type approvals to an earlier series first issued after that date.
- Why
- The change of UN Regulation No. 46 to the 06 series is part of the annual update of the UN Regulations that apply to IWVTA.
- The asterisk for UN Regulation No. 162 is removed because the latest version of that Regulation no longer has the term “If-fitted” in its scope.
- Note 4 is added because of a concern about problems at vehicle registration or technically unnecessary type approvals.
Q1What changed3 changes
UN Regulations listed for U-IWVTA (Annex 4, Part A, Section I)
In Annex 4, UN Regulation No. 46 (devices for indirect vision) changes from the 05 series to the 06 series. The entry for UN Regulation No. 162 (immobilizers) no longer has an asterisk. Note 1 says that an asterisk means that the requirement applies only if the system is fitted to the vehicle. A new note 4 says that the series in Annex 4 does not affect the transitional provisions in the respective series of UN Regulations. Note 4 refers to paragraphs 12.2. and 13.1. of UN Regulation No. 0.
Acceptance of the 07 series and of earlier series (paras. 12.11. and 12.12.)
From the entry into force of the 07 series, Contracting Parties applying this Regulation must not refuse to grant or accept 07 series IWVTAs. From 1 September 2025, Contracting Parties applying this UN Regulation need not accept type approvals to an earlier series first issued after that date.
Q2Why it changed
- Proposed by
- Informal Working Group on the International Whole Vehicle Type Approval
- Working party
- WP.29, 193rd session (June 2024)
Reasons
Reasons given by the proposer: IWVTA IWG, in informal document WP.29-193-16. WP.29 considered a text based on WP.29-193-16 at its 193rd session (ECE/TRANS/WP.29/1179, para. 78).
This is an annual update of the UN Regulations that apply to IWVTA. The IWVTA IWG reviewed whether new series of amendments should be considered for inclusion in Annex 4. As a result, the IWG found that UN Regulation No. 46 should be updated from the 05 series to the 06 series.

“This is an annual update on UN Regulations applicable to IWVTA.”
“As a result, it was determined that UNR46 should be updated from 05 series to 06 series.”
The latest version of UN Regulation No. 162 no longer has the term “If-fitted” in its scope (E/ECE/TRANS/505/Rev.3/Add.161/Amend.4). This is why the asterisk for UN Regulation No. 162 is removed from Annex 4.
Sources (2)
“The term "If-fitted" has been removed from the scope in the latest version of UNR162 (refer to E/ECE/TRANS/505/Rev.3/Add.161/Amend.4).”
“Therefore, the asterisk will be removed from UNR162 in Annex 4 of UN Regulation No. 0.”
Occasionally, a UN Regulation sets or changes requirements only for a certain vehicle category. For example, UN R135/02 added requirements only for EVs. There is a concern that problems might happen at vehicle registration, or that technically unnecessary type approval might be applied. Therefore, the general note 4 is proposed to address this concern.
