UN R134 — 03 series of amendments

Changes from 02 series of amendments (supplement 2)

Adopted at the WP.29 197th sessionEntry into force 2026-06-04
What changed
  • The CHSS definition now includes supply lines for additional TPRDs (if any). Annex 9 says that these lines must be tested with the container through appropriate adaptors.
  • The fuelling receptacle geometry must be in accordance with ISO 17268:2020 or ISO 17268-1:2025. Specification H35MF replaces H35HF.
  • As from 1 September 2028, Contracting Parties are not obliged to accept type approvals to any preceding series first issued after that date.
Why
  • No clear requirements were defined for additional TPRDs and their supply lines. This led to differing interpretations among Technical Services and Type Approval Authorities.
  • Some H35HF nozzles could be mated with an H70 receptacle, and this may potentially result in overheating of the container.
  • The transitional provisions for the 03 series should respect the updated general guidelines for transitional provisions.

Q1What changed70 changes

Scope and definitions for supply lines for additional TPRDs (footnote 1, paras. 2.1., 2.3., 2.5. and 2.29.)

The CHSS definition in paragraph 2.3. now includes supply lines for additional TPRDs (if any). Footnote 1 now excludes supply lines for additional TPRDs made of materials other than metal, until specific requirements for such materials have been defined. Paragraph 2.1. now defines “appropriate adaptor” instead of “burst disc”. A new note in paragraph 2.5. considers some parts as container attachments. These are non-pressure bearing parts attached to the container that provide additional support or protection to additional TPRDs and their supply lines. Item (c) of paragraph 2.29. adds supply lines for additional TPRDs to the sorts of component.

This Regulation does not cover the electrical safety of electric power train, the material compatibility and hydrogen embrittlement of the vehicle fuel system, and the post crash fuel system integrity in the event of rear impact. This Regulation also does not cover supply lines for additional TPRDs made of materials other than metal until specific requirements for such materials have been defined.
'Appropriate adaptor' means a test component that substitutes for the container valve or end plug and includes an outlet with the proper fitting size and geometry to connect the supply line to the additional TPRD.

Additional TPRD locations, supply line qualification and new Annex 9 (para. 5. and Table 2)

Under paragraph 5., item (b), manufacturers may choose to locate additional TPRDs in alternative locations on the container, if needed. Any high-pressure supply lines for such additional TPRDs must have demonstrated mechanical integrity and durability as part of qualification tests for the container. These tests are the verification tests for baseline metrics in paragraph 5.1. and the hydraulic sequential test in paragraph 5.2., excluding the drop test. A new note says that the post-crash fuel system integrity requirements in paragraph 7.2. also apply to supply lines for additional TPRDs. In the first two rows of Table 2, the test article now includes supply lines for additional TPRDs, as applicable. New Annex 9 is a table that describes the test articles for the performance requirements in paragraphs 5.1. to 5.4.

The primary closure devices shall be mounted directly on or within each container. If needed, manufacturers may choose to locate additional TPRDs in alternative locations on the container. However, any high-pressure supply lines for such additional TPRDs shall have demonstrated mechanical integrity and durability as part of qualification tests for the container (verification tests for baseline metrics in paragraph 5.1., hydraulic sequential test in paragraph 5.2. excluding the drop test; see Annex 9 — Description of test articles for performance requirements in paragraphs 5.1. to 5.4.).
The CHSS shall meet the performance test requirements specified in paragraphs 5.1. to 5.5. and summarized in Table 2. The corresponding test procedures are specified in Annex 3. and Annex 4;

Test articles and test procedures (paras. 5.1. to 5.4., 9.2. and Annex 3)

Paragraphs 5.1.1., 5.1.2., 5.2.1., 5.2.3. to 5.2.8., 5.3.1., 5.3.4. and 5.3.5. now include supply lines for additional TPRDs (if any) through appropriate adaptors. Unless otherwise specified, the paragraph 5.2. tests now also include these supply lines (if any) through appropriate adaptors. In paragraphs 5.2. and 5.3., the worst-case approach may be applied to these lines at the discretion of the Technical Service and Type Approval Authority. During the entire fire test of paragraph 5.4., additional TPRDs must remain connected to the container by at least one attachment point. Annex 3, paragraphs 2.1., 2.2., 3.1., 3.4. and 5.1., and paragraphs 9.2., 9.2.1. and 9.2.3.2. on production control, also include these supply lines (if any).

Three (3) containers (as well as supply lines for additional TPRDs (if any) through appropriate adaptors) shall be hydraulically pressurized until burst in accordance with Annex 3, paragraph 2.1. The container attachments, if any, shall also be included in this test, unless the manufacturer can demonstrate that the container attachments do not affect the test results and are not affected by the test procedure. The manufacturer shall supply documentation (measurements and statistical analyses) that establish the midpoint burst pressure of new containers, BPO.
Three (3) containers (as well as supply lines for additional TPRDs (if any) through appropriate adaptors) shall be hydraulically pressure cycled without rupture for 22,000 cycles or until a leak occurs in accordance with Annex 3, paragraph 2.2. The container attachments, if any, shall also be included in this test, unless the manufacturer can demonstrate that the container attachments do not affect the test results and are not affected by the test procedure. Leakage shall not occur within 11,000 cycles.

Drop test and handling of supply lines (para. 5.2.2. and Annex 3, para. 3.2.)

The drop (impact) test in paragraph 5.2.2. does not apply to supply lines for additional TPRDs. In Annex 3, paragraph 3.2., the container and its container attachments (if any) are drop tested without internal pressurization, attached valves or these supply lines. A new note: the manufacturer applying for approval must provide handling procedures so that these lines do not suffer damage or contamination during handling. The handling procedure must require the removal from service of supply lines that have unacceptable damage.

The container with its container attachments (if any) is dropped once in one of the impact orientations specified in Annex 3, paragraph 3.2. This test does not apply to supply lines for additional TPRDs.
The manufacturer applying for approval shall provide handling procedures to ensure that the supply lines for additional TPRDs will not suffer damage or contamination during handling. The handling procedure shall require the removal from service of supply lines that have unacceptable damage.

Transitional provisions for the 03 series and approval marks (paras. 13.1. to 13.4.5. and Annex 2)

New paragraph 13.1. is “General”, and new paragraphs 13.2., 13.3. and 13.4. give transitional provisions for the 01, 02 and 03 series. As from 1 September 2028, Contracting Parties are not obliged to accept type approvals to any preceding series first issued after that date. As from 1 September 2029, they are not obliged to accept type approvals issued to any of the preceding series. Paragraph 13.4.5. sets an exception to paragraph 13.4.4. for vehicles or vehicle systems not affected by the changes introduced by the 03 series. For them, Contracting Parties must also continue to accept approvals to the preceding series, provided the transitional provisions of those series foresee this possibility. In the Annex 2 approval mark examples, the series number changes from 02 to 03.

Q2Why it changed

Proposed by
Experts from OICA and TF-R134
Working party
GRSP, 77th session (May 2025)

Reasons

  • Additional TPRDs and their supply lines are not excluded from the 02 series of amendments. No clear requirements were defined for them, and this led to differing interpretations among Technical Services and Type Approval Authorities. The proposal clarifies the requirements in alignment with UN GTR No. 13, amendment 1.

  • WP.29 adopted an amendment to the general guidelines for transitional provisions (ECE/TRANS/WP.29/2024/76) in June 2024. The transitional provisions for the 03 series should also respect this updated guideline. It will be necessary to maintain the transitional provisions of previous series, but it is also important to clarify which provisions apply to which series.

  • Proposer's reason (informal document GRSP-77-30-Rev.2)

During the development of ISO 17268-1:2025, a safety concern of H35HF was identified. Some H35HF nozzles could be mated with an H70 receptacle, and this may potentially result in overheating of the container. Therefore, the option of H35HF as included in ISO 17268:2020 was deleted.
