Vehicles of category X, vehicles with an ADS and ADS feature types (section 0., paras. 2.33. and 2.34.)

New section 0. says that the Regulation is amended to account for vehicles of category X. Without a driver or manual driving controls in the vehicle, related provisions must not be taken into account, unless this amendment already covers them. For vehicles with an ADS other than category X, no special provisions or exemptions apply in the manual driving mode. In a mode where an ADS feature is active, the relevant ADS requirements apply. New paragraph 2.33. defines ADSF-1 as an ADS feature which includes an ADS fallback response requiring a fallback user. New paragraph 2.34. defines ADSF-2 as an ADS feature which does not include an ADS fallback response requiring a fallback user.

Periodic technical inspection (PTI) guidelines (paras. 2.19. and 5.7.)

New paragraph 2.19. defines “Periodic Technical Inspection (PTI)” as the inspection of the vehicle performed at specified intervals according to national regulations. New paragraph 5.7. requires the CHSS or vehicle manufacturer to give PTI guidelines, for example in the owner’s manual, a QR code or a web-link. This manufacturer must also identify any special conditions that would require immediate inspection, such as CHSS reinstallation, vehicle collision or fire, during its service life. Upon request, these guidelines must be made available to the type-approval authorities. Upon request, they must also be made available to the competent authorities in the Contracting Parties responsible for the periodic inspection of vehicles. Old paragraphs 2.19. to 2.31. are now paragraphs 2.20. to 2.32.

"Periodic Technical Inspection (PTI)" means the inspection of the vehicle performed at specified intervals according to national regulations.

Warning to the ADS whilst an ADSF-2 is active (paras. 7.1.4.3. and 7.1.6.)

Paragraph 7.1.4.3. covers a single failure during operation that results in over 3.0 % hydrogen by volume in air in enclosed or semi-enclosed vehicle spaces. Then a warning must be provided, as before, or, whilst an ADSF-2 is active, transmitted as a logic signal to the ADS. Paragraph 7.1.4.3. also now says “3.0 %” and “4.0 %” instead of “3.0 per cent” and “4.0 per cent”. The heading of paragraph 7.1.6. now ends with “or ADS”. A new last paragraph of 7.1.6. says that, whilst an ADSF-2 is active, the warning must be transmitted as a logic signal to the ADS. This new paragraph also refers to the technical requirements of UN Regulation No. [XXX] according to its original version or later series of amendments.

If, during operation, a single failure results in a hydrogen concentration exceeding 3.0 per cent % by volume in air in the enclosed or semi-enclosed spaces of the vehicle, then a warning shall be provided or whilst an ADSF-2 is active, transmitted as a logic signal to the ADS (paragraph 7.1.6.). If the hydrogen concentration exceeds 4.0 per cent % by volume in the air in the enclosed or semi-enclosed spaces of the vehicle, the main shut-off valve shall be closed to isolate the storage system. (Annex 5, paragraph 3. test procedure).

Q2Why it changed

Proposed by
Expert from Germany on behalf of the GRSP Task Force on Automated Vehicles Regulation Screening (TF-AVRS); Task Force on Hydrogen Regulations (TF-H2)
Working party
GRSP, 78th session (December 2025)

Reasons

  • The Regulation was first written for vehicles with a driver and manual driving controls. The amendment intends to keep the spirit of the Regulation. It also intends to extend its application to vehicles without a driver and without manual driving controls inside the vehicle. The proposal by TF-AVRS was prepared to enable the application of the Regulation to vehicles equipped with an Automated Driving System (ADS).

    Sources (3)
“The Regulation was originally drafted for vehicles with driver and manual driving controls”
“It is the intention of this amendment to keep the spirit of the regulation and to extend its application to vehicles without driver and without manual driving controls inside the vehicle”
“The text reproduced below was prepared by the expert from Germany on behalf of TF-AVRS, to enable the application of the regulation to vehicles equipped with an Automated Driving System (ADS).”
  • At its November 2025 session, WP.29 reaffirmed its objective for its June 2026 session. The objective is to adopt all documents related to the review of existing UN Regulations related to Automated Driving Systems (ADS).

“Therefore, it had not been included in the proposal brought to this session (informal document GRSP-78-16-Rev.2)”
“This proposal, however, did include Periodical Technical Inspection (PTI) requirements, following France’s suggestion in the previous GRSP session.”
  • Proposer's reason (informal document GRSP-78-16-Rev.2)

France suggested taking PTI requirements that are already present in UN Regulation No. 110 into UN Regulation No. 134. In TF-H2, the experts suggested requirements to be fulfilled by the CHSS or vehicle manufacturer.

Submitted by Task Force on Hydrogen Regulations (TF-H2). Working party adoption: ECE/TRANS/WP.29/GRSP/78, para. 36.

“the experts suggested to include requirements to be fulfilled by the CHSS or vehicle manufacturer”
  • Proposer's reason (informal document GRSP-78-16-Rev.2)

When UN Regulation No. 134 was made, it was agreed to apply 11000 cycles. Supplement 4 to the original series and supplement 1 to the 01 series added the option to use 15000 cycles. The 02 series of amendments dropped this option, as UN GTR No. 13 phase 2 decided that 11000 cycles should be sufficient for 25 years. The amendment aims to clarify tables 3 and 4 of the Regulation.
