  • The rest of GRE-83-17 aims to optimize the text, for example by correcting the internal paragraph references.

Q1What changed169 changes

New markings for devices, marking materials and plates (paras. 3.3.2.6., 3.3.4.2.2., 3.3.4.2.3. and 3.3.4.4.1.)

New paragraph 3.3.2.6. applies to devices with reduced light distribution in conformity with paragraph 5.1.4.5., 5.2.3.2. or 5.3.4.2. On these devices, it gives a vertical arrow that starts from a horizontal segment and is directed downwards. New paragraph 3.3.4.2.2. requires an orientation mark “TOP” on any Class C, D, E or F marking material whose retro-reflective system is not omni-rotational. Under new paragraph 3.3.4.2.3., the word “TOP” is inscribed horizontally on Class 1, 2, 3, 4 or 5 plates whose retro-reflective system is not omni-rotational. For Class C, D, E or F, paragraph 3.3.4.4.1. requires a visible, clearly legible and indelible approval mark on the outside of the marking material.

On devices with reduced light distribution, in conformity with paragraph 5.1.4.5., 5.2.3.2. or 5.3.4.2. to this Regulation, a vertical arrow starting from a horizontal segment and directed downwards.
In case of Class C, D, E or F, an orientation mark "TOP" which must be inscribed on any marking material whose retro-reflective system is not omni-rotational at least:

Grouped, combined or reciprocally incorporated lamps (paras. 3.3.4.7. to 3.3.4.10.) and Annex 24 examples

New paragraph 3.3.4.7. covers two or more lamps in the same unit of grouped, combined or reciprocally incorporated lamps (including a retro-reflector). Approval is granted only if each of these lamps satisfies the requirements of this Regulation or of another Regulation. Under paragraph 3.3.4.8., a single international approval mark may be applied where such lamps comply with the requirements of several Regulations. In Annex 24, the figure titles now say “examples” or “example”, and “a” refers to Table 1 instead of Table 2. The note to Figure A24-II now names two examples, models D and E, instead of three examples, models D, E and F. Model A now shows approval number 150R00-216 instead of 02216.

When two or more lamps are part of the same unit of grouped, combined or reciprocally incorporated lamps (including a retro-reflector), approval is granted only if each of these lamps satisfies the requirements of this Regulation or of another Regulation. Lamps not satisfying any one of those Regulations shall not be part of such a unit of grouped, combined or reciprocally incorporated lamps.
Where grouped, combined or reciprocally incorporated lamps comply with the requirements of several Regulations, a single international approval mark may be applied, consisting of a circle surrounding the letter "E" followed by the distinguishing number of the country which has granted the approval, an approval number and, if necessary, the required arrow. This approval mark may be placed anywhere on the grouped, combined or reciprocally incorporated lamps provided that:

Extension of approval to devices that differ only in colour (paras. 3.2.3. and 3.2.4.)

Paragraph 3.2.3. says that the same Contracting Party must not assign the same number to another type of device of the same function. It now adds an exception for an extension of the approval to a device that differs only in colour. New paragraph 3.2.4. covers an approval that is extended to other retro-reflecting devices that differ only in colour. The two samples in any other colour, submitted under item (d) of paragraph 3.1.1.1., must meet only the colorimetric and photometric specifications. The other tests are not required for these samples. Paragraph 3.2.4. does not apply to devices of Class IVA.

An approval number shall be assigned to each type approved and shall be marked on the device following the requirements of paragraph 3.3. The same Contracting Party shall not assign the same number to another type of device of the same function, except in the case of an extension of the approval to a device differing only in colour.
If the approval granted in respect of a retro-reflecting device is extended to other such devices differing only in colour, the two samples in any other colour submitted in conformity with paragraph 3.1.1.1. (d) of this Regulation shall be required to meet only the colorimetric and photometric specifications, the other tests no longer being required. This paragraph is not applicable to devices of Class IVA.

Retro-reflective marking plates and Class 5 markings (paras. 3.5.5. to 3.5.5.3., 5.6.4., Annex 7 and Annex 13)

New paragraphs 3.5.5. to 3.5.5.3. set conformity of production rules for retro-reflective marking plates approved to this Regulation. They refer to Annex 2, Annex 3 and verification by the authority which has granted type approval, normally once every two years. Annex 13, new paragraph 3., adds a test of resistance to weathering for retro-reflective marking plates. The coefficient of retro-reflection of the exposed specimen when dry must be at least 80 per cent of the value in paragraph 5.7.4, Table 12. Paragraph 5.6.4. adds Table 11-2 with minimum values for the coefficient of retro-reflection R' of Class 5 retro-reflective markings. The title of Annex 7 on resistance to water penetration now also names marking plates.

Any retro-reflective marking plates approved to this Regulation shall be so manufactured as to conform to the type approved by meeting the requirements set forth in paragraphs 4. and 5. (as to resistance to external agents, only paragraph 5.7.6.1. is applied).
The minimum requirements for conformity of production control procedures set forth in Annex 2 to this Regulation shall be complied with.

Advance warning triangles: samples, tests, shape and dimensions

Paragraph 5.9.6. no longer has the tests for resistance to corrosion, resistance to cleaning, stability of photometric properties, bonding strength and flexing. New paragraph 5.9.6.6. adds a test of clearance to ground, and the heat and wind tests now refer to Annex 20. Paragraph 5.9.4. now says “Minimum values” instead of “Maximum values”, and new paragraph 5.9.4.1.1. gives the assumed direction of illumination. New paragraphs 8. to 8.3. of Annex 5 give the shape and dimensions of the triangle and its support. In paragraph 3.1.1.2., item (d) now asks for samples of the retro-reflective and fluorescent areas, and items (e) and (f) are deleted. The title of Annex 22 on colour fastness to artificial light now ends with “for advance warning triangles”.

Four samples of the advance warning triangle and at least two protective covers if the advance warning triangles are to be supplied with protective covers;Samples of the retro-reflective and of the fluorescent areas; the number of samples to be submitted is specified in paragraph 5.9.
Two samples of the fluorescent or fluorescent retro-reflecting material in which a 100 x 100 mm square can be inscribed and which are fully representative of the material applied under the same conditions to the same base material as used for the advance warning triangle;

General requirements, “white” devices and shape of surfaces (paras. 4., 4.2.1.1., 4.2.1.3., 5.1.4.4.3.; Annex 5, paras. 1.1. and 3.1.)

Paragraph 4. now applies sections 5. and 6. of UN Regulations Nos. 48, 53, 74 or 86 and the Annexes referenced in those sections. These apply in the series of amendments in force at the time of application for the retro-reflecting device type approval. Requirements for each device and the vehicle categories on which it is intended to be installed apply where verification at type approval is feasible. Paragraphs 4.2.1.1., 4.2.1.3. and 5.1.4.4.3. now say “white” retro-reflective devices instead of “clear” or “colourless”. In Annex 5, paragraphs 1.1. and 3.1., the shape no longer has to be simple. It must not be easily confused with a triangle at normal observation distances, and confusion with a letter or a digit is no longer named.

The requirements contained in sections 5. "General specifications" and 6. "Individual specifications" and in the Annexes referenced in the said sections of UN Regulations Nos. 48, 53, 74 or 86, and their series of amendments in force at the time of application for the retro-reflecting device type approval shall apply to this Regulation.
The requirements pertinent to each retro-reflecting device and to the category/ies of vehicle on which the retro-reflecting device is intended to be installed shall be applied, where its verification at the moment of retro-reflecting device type approval is feasible.

Other changes: references, wording, deleted text and Tables 1, 2, 4, 6 and 8

Many cross-references change. For example, Annexes 7, 10 and 12 now refer to paragraphs 5.1.3.2.2. or 5.3.3.3.2. for the CIL measurement instead of Annex 4 or Annex 14. Paragraphs 5.4., 5.4.1. and 5.4.4. now name Class C instead of Classes C and F. The sentence that Class IVA retro-reflectors must meet the checks and tests of paragraph 5.3.4. is deleted. In Tables 4, 6 and 8, numbers in the column “Number of Annex” change. In Tables 1 and 2, three device names no longer start with “Rear”, for example “Wide-angle retro reflector”.

The outer surface of the retro-reflective device and, in particular, the illuminating surface, shall be lightly wiped with a cotton cloth soaked in a detergent lubricating oil. After about 5 minutes, the surface shall be cleaned. The CIL shall then be measured (Annex 4 paragraphs 5.1.3.2.2. or Annex 14).5.3.3.3.2.).
The CIL shall then be measured (Annex 4 paragraphs 5.1.3.2.2 or Annex 145.3.3.3.2) after the whole surface of the mirror-backed rear face has been covered with Indian ink.

Reasons

  • New paragraphs 3.3.4.2.2., 3.3.4.2.3. and 3.3.4.4.1. and new paragraph 3. of Annex 13 contain provisions of UN Regulation No. 70 or No. 104. These provisions were unintentionally not included in the text of UN Regulation No. 150.

    Sources (4)
“The provisions inserted in the new paragraph 3.3.4.2.2. are contained in UN Regulation No. 104, paragraph 4.1.2., but unintentionally were not included in the text of UN Regulation No. 150.”
“The provisions inserted in the new paragraph 3.3.4.2.3. are contained in UN Regulation No. 70, paragraph 4.1.2., but unintentionally were not included in the text of UN Regulation No. 150.”

  • Proposer's reason (informal document GRE-83-17)

Some provisions of UN Regulations Nos. 3, 27, 69, 70 or 104 were unintentionally not included in the text of UN Regulation No. 150. The re-inserted provisions include those on the approval of devices that differ only in colour and on grouped, combined or reciprocally incorporated lamps. They also include requirements for retro-reflective marking plates and the shape and dimensions of the advance warning triangle.

  • Proposer's reason (informal document GRE-83-17)

Paragraph 5.9.4. on testing advance warning triangles as defined in UN Regulation No. 27 needs to be corrected. The minimum values for the coefficient of retro-reflection need to be considered. Paragraphs 5.9.6.2., 5.9.6.5., 5.9.6.6., 5.9.6.8. and 5.9.6.9. are not required in R27. The colour fastness by artificial light must apply only to advance warning triangles as defined in UN Regulation No. 27. The title of Annex 22 makes this clear.

  • Proposer's reason (informal document GRE-83-17)

The rest of the proposal aims to optimize the text by removing double requirements. It names items (d), (e) and (f) of paragraph 3.1.1.2. as duplicates of paragraph 5.9.2. It also names paragraphs 5.4., 5.4.1. and 5.4.4. as duplicates of paragraph 5.6. It also aims to harmonize the wording within the Regulation and with R48, and to correct the internal paragraph references.
