UN R16 — Supplement 1 to the 10 series of amendments

Base text → Supplement 1

Adopted at the WP.29 196th sessionEntry into force 2026-01-11
What changed
  • The buckle-opening test load in paragraph 7.8.2. is now 30 daN on each of the two straps of a two-point lap belt. For a three-point belt, it is 30 daN on the two clamped straps of the diagonal belt part together.
  • These loads replace the force of 60n daN on all the straps. For S-type belts, the manufacturer and the technical service agree on forces that simulate a similar load on the buckle.
  • Annex 15, footnote 1 now refers to Addendum 6 of Mutual Resolution No. 1 (M.R.1) for the procedure, instead of the Consolidated Resolution (R.E.3.).
Why
  • The expert from Germany proposed the change to clarify how to perform the buckle-opening test, which simulates the load caused by a 60 kg body.
  • The specifications of the 3-D "H"-point machine had been updated and transferred from R.E.3 to M.R.1.

Q1What changed6 changes

Load for the buckle-opening test by belt type (para. 7.8.2.)

For a two-point lap belt, the load goes on each side of the buckle, with 30 daN on each of the two straps. For a three-point belt, the upper and lower straps of the diagonal belt part are clamped together and take 30 daN together. S-type belts are tested in a similar way, depending on their geometry. The forces for them are agreed between the manufacturer and the technical service and simulate a similar load on the buckle. An additional crotch strap is not taken into account for this test. Before, all the straps were subjected to the force of 60n daN, where n is the number of straps linked to the locked buckle.

The belt assembly shall be removed from the test trolley without the buckle being opened.A load shall be applied to the buckle by direct traction via the straps tied to it so that all the straps are subjected to the force of 60n daN. (It is understood that n is the number of straps linked to the buckle when it is in a locked position.) In the case where the buckle is connected to a rigid part, the load shall be applied at the same angle as the one formed by the buckle and the rigid end during the dynamic test. A load shall be applied at a speed of 400 ± 20 mm/min to the geometric centre of the buckle-release button along a fixed axis running parallel to the initial direction of motion of the button. During the application of the force needed to open the buckle, the buckle shall be held by a rigid support. The load quoted above shall not exceed the limit indicated in paragraph 6.2.2.5. above. The point of contact of the test equipment shall be spherical in form with a radius of 2.5 mm ± 0.1 mm. It shall have a polished metal surface.
In case of a two-point lap belt a load shall be applied to each side of the buckle by direct traction via the straps tied to it, so that each of the two straps be subjected to a force of 30 daN.

New reference for the procedure (Annex 15, footnote 1)

Annex 15, footnote 1 now says that the procedure is described in Addendum 6 of Mutual Resolution No. 1 (M.R.1) (document ECE/TRANS/WP.29/1101/Amend.5). Before, it referred to Annex 1 and its Appendices 1, 2 and 3 to the Consolidated Resolution on the Construction of Vehicles (R.E.3.).

The procedure is described in Annex 1 and its Appendices 1, 2 and 3 to the Consolidated Resolution on the Construction of Vehicles (R.E.3.) (document ECE/TRANS/WP.29/78/Rev.7 - https://unece.org/transport/standards/transport/vehicle-regulations-wp29/resolutionsThe procedure is described in Addendum 6 of Mutual Resolution No. 1 (M.R.1) (document ECE/TRANS/WP.29/1101/Amend.5); see https://unece.org/transport/vehicle-regulations/wp29/resolutions

Q2Why it changed

Proposed by
Expert from Germany (for the Annex 15 footnote, the expert from the Netherlands)
Working party
GRSP, 76th session (December 2024)

Reasons

  • The expert from Germany proposed the change to clarify how to perform the buckle-opening test described in paragraph 7.8. This test simulates the load caused by a 60 kg body.

    Sources (2)
“This proposal aims to clarify, how to perform the buckle-opening test, simulating the load caused by 60 kg body, described under paragraph 7.8. of the UN Regulation”
“The expert from Germany re-introduced ECE/TRANS/WP.29/GRSP/2024/6 to clarify how to perform the buckle-opening test, simulating the load caused by a 60 kg body, described in paragraph 7.8. of the UN Regulation.”
  • The expert from the Kingdom of the Netherlands updated the proposal with the specifications of the 3-D "H"-point machine. These specifications had been updated and transferred from the Consolidated Resolution on the Construction of Vehicles (R.E.3) to Mutual Resolution No. 1 (M.R.1).

    Sources (2)
“The expert from the Kingdom of the Netherlands updated the proposal (informal document GRSP-76-48-Rev.1) with the specifications of the three-dimensional "H" (3-D "H")-point machine”
“which had been updated and transferred from the Consolidated Resolution on the Construction of Vehicles (R.E.3) to Mutual Resolution No.1 (M.R.1)”

Q3Who is affected

Vehicle manufacturer

  • Update your references for the Annex 15 procedure from R.E.3. to Addendum 6 of Mutual Resolution No. 1 (M.R.1).

Component supplier

  • For a two-point lap belt, load each side of the buckle, with 30 daN on each strap.
  • For a three-point belt, clamp the upper and lower diagonal straps together and apply 30 daN to them together.
  • For an S-type belt, agree with the technical service on forces that simulate a similar load on the buckle.
  • Do not take an additional crotch strap into account in the buckle-opening test.

Technical service / Approval authority

  • Check that buckle-opening tests use the loads by belt type in paragraph 7.8.2., not the former force of 60n daN.
