UN R160 — Supplement 1 to the 02 series of amendments

Base text → Supplement 1

Adopted at the WP.29 199th sessionEntry into force not yet known
What changed
  • Several definitions now refer to “front seated occupants” instead of the driver and the front passenger.
  • Paragraph 4.4. no longer gives the “UI” mark with a Unique Identifier as an alternative to the “E” approval mark.
  • In Annex 4, Table 1, a new footnote says that for vehicles of category X the seating position must be recorded as “position x-y”.
Why
  • The Regulation is amended to account for vehicles with an ADS, so “driver” and “passenger” become “occupants” where relevant.
  • The proposer says that this supplement does not affect existing non-ADS vehicles.
  • The Unique Identifier marking is on hold, so it cannot be applied ‘by default’ any more.

Q1What changed26 changes

Purpose of the supplement and scope (paras. 0.4. and 1.3.)

New paragraph 0.4. says that Supplement 1 to the 02 series takes vehicles of categories X and Y into account. It also takes into account vehicles that a driver or an ADS can operate. Paragraph 1.3. now excludes “information about any user” from the scope. Before, it excluded “information of the driver”.

Supplement 1 to the 02 series of amendments is introduced to take vehicles of categories X and Y into account, and vehicles which can be operated either by a driver or an ADS.
The following data elements are excluded from the scope: VIN, associated vehicle details, location/positioning data, information of the driverabout any user, date and time of an event.

Definitions that referred to the driver or front passenger (paras. 2.16., 2.23., 2.37., 2.38., 2.55., 2.56., 2.58.)

Definitions 2.16., 2.55., 2.56. and 2.58. now apply “for front seated occupants”. Before, they applied for both driver and front passenger. In 2.23., the far-side impact centre air bag is now between the front seated occupants. In 2.37., occupant size classification now applies for front seated occupants, and for the driver “(if applicable)”. In 2.38., “Operational” no longer says that the driver activates or deactivates the system.

"Deployment time, frontal air bag" means (for both driver and front passengerseated occupants) the elapsed time from crash time zero to the deployment command or for multi-staged air bag systems, the deployment command for the first stage.
“Far-side impact centre air bag deployment, time to deploy" means the deployment time of an air bag between driver and the front seat passengerseated occupants, relative to Time 0.

Acceleration and direction definitions (paras. 2.29., 2.30., 2.66., 2.67.)

Paragraphs 2.29. and 2.30. no longer say in which direction lateral and longitudinal acceleration are positive. Paragraph 2.66. now says that the X-direction is positive in the forward direction. Paragraph 2.67. now says that the Y-direction is positive from left to right, when facing the forward direction. Before, 2.67. used the view of the driver seated in the vehicle. A new footnote on 2.66. and 2.67. refers to R.E.3, document ECE/TRANS/WP.29/78/Rev.8, para 1.

"Lateral acceleration" means the component of the vector acceleration of a point in the vehicle in the y-direction. The lateral acceleration is positive from left to right, from the perspective of the driver when seated in the vehicle facing the direction of forward vehicle travel.
"Longitudinal acceleration" means the component of the vector acceleration of a point in the vehicle in the x-direction. The longitudinal acceleration is positive in the direction of forward vehicle travel.

Approval mark without the Unique Identifier option (para. 4.4., Annex 3)

Paragraph 4.4. now requires an approval mark with a circle around the letter “E”, followed by the country number and the Regulation and approval numbers. Before, the mark could also be an oval around the letters “UI”, followed by the Unique Identifier (paragraph 4.4.2.). The text of former paragraph 4.4.1. is now part of paragraph 4.4. In Annex 3, the explanation of the Unique Identifier and a figure are removed. Annex 3 now refers to paragraph 4.4. only.

There shall be affixed, conspicuously and in a readily accessible place specified on the approval form, to every vehicle conforming to a vehicle type approved under this Regulation, an international approval mark conforming to the model described in Annex 3, consisting of eithera circle surrounding the letter "E" followed by:

Seating position for category X (Annex 4, Table 1)

Annex 4, Table 1 has a new footnote. It says that the seating position must be recorded as “position x-y” only for vehicles of category X. Each seating position gets a separate row in the report. Here x is the seat row number from the front, and y is the seat number from the left. Some table entries also changed, for example “Occupant size classification, driver (if applicable)” and “±2 ms”.

The seating position shall be recorded as "position x-y" only for vehicles of category X. A separate row shall be added to the report for each seating position, and the positions shall be denoted as: x = seat row number, starting with 1 at the vehicle front; y = seat number, starting with 1 at the vehicle’s left side. For example, ‘position 1-1’ denotes the front leftmost seat and ‘position 1-2’ denotes the front second seat from the left.

Q2Why it changed

Proposed by
Experts of the Informal Working Group on Event Data Recorder / Data Storage System for Automated Driving
Working party
GRSG, 130th session (October 2025)

Reasons

  • The Regulation is amended to account for vehicles with an ADS. References to “driver” and “passenger” change to “occupants” where relevant. This follows the work of the GRSG task force on Autonomous Vehicle Regulation screening.

    Sources (3)
“The Regulation is amended to account for vehicles equipped with an ADS.”
“References to "driver" and "passenger" are amended to "occupants", where relevant.”
“It follows the work from the Task Force of the Working Group on General Safety Provisions on Autonomous Vehicle Regulation screening (GRSG-TF-AVRS)”
  • The proposer says that this supplement does not affect existing non-ADS vehicles. For ADS vehicles only, a new footnote records the seating position as “position x-y”. This follows the existing principle in UN Regulation No. 169.

    Sources (2)
“This supplement 1 to the 02 series of amendments does not impact existing non-ADS vehicles.”
“For ADS vehicles only, the seating position will be recorded as "position x-y" by new footnote 20 (following the existing principle in UN Regulation No. 169).”
  • The text removed from paragraphs 2.29. and 2.30. was superfluous. Paragraphs 2.66. and 2.67. and the new footnote 2 cover it.

“Text from paragraphs 2.29. and 2.30. are removed as this is superfluous and covered by paragraphs 2.66. respectively 2.67., and new footnote 2.”
  • Proposer's reason (informal document GRSG-129-01)

In March 2025, WP.29 adopted a proposal that puts the Unique Identifier (UI) marking on hold. As a result, the UI marking cannot be applied ‘by default’ any more. UN Regulation No. 160 was one of the Regulations that already gave the alternative UI marking.

Submitted by the expert from The Netherlands on behalf of the IWVTA IWG. Working party adoption: ECE/TRANS/WP.29/GRSG/109, para. 23.

    Sources (4)
“WP.29, during its 195th session in March 2025, adopted the proposal prepared by the informal working group on the International Whole Vehicle Type Approval, ECE/TRANS/WP.29/2025/17.”
“That proposal puts the implementation of the Unique Identifier (UI) marking on hold”
“This means that the UI marking cannot be applied anymore ‘by default’.”
“The possibility for the alternative UI marking was however already addressed in a number of UN Regulations (Nos 148, 149, 150, 151, 159, 160 and 167).”
  • Proposer's reason (informal document GRSG-129-01)

The UI concept was not yet in the UNECE secure internet database ‘DETA’, so no UI markings could have been applied yet. For this reason, a supplement was considered appropriate.

Submitted by the expert from The Netherlands on behalf of the IWVTA IWG. Working party adoption: ECE/TRANS/WP.29/GRSG/109, para. 23.

    Sources (2)
“As the UI concept was not yet implemented into the UNECE secure internet database ‘DETA’, UI markings could also not have been applied yet.”
“A Supplement is therefore considered appropriate.”
