UN R41 Supplement 7 (04 series) · UNECE Regulation No. 41 (ECE R41) — Uniform provisions concerning the approval of motorcycles with regard to noise.
UN R41 — Supplement 7 to the 04 series of amendments
Supplement 6 → 7
- What changed
- In Annex 7, the Type Approval Authority as well as the technical service must now request tests, instead of “may” request them. Testing is restricted to the reference points and two additional operating conditions inside the ASEP control range, instead of “up to two”.
- Paragraph 6.3.4. now requires the paragraph 6.3.2. test results in the test report and on a form conforming to the model in Annex 1. Annex 1 has a new table 18.1. for the ASEP operating conditions.
- Annex 3 Lwot(i) and nwot(i) values may be used for ASEP if both tests use the same vehicle in immediate sequence and the authority agrees.
- Why
- The expert from Germany suggested making the ASEP testing mandatory, and IMMA prepared the proposal.
- To strengthen the effectiveness of the ASEP provisions, the tests described in Annex 7 should become mandatory for type approval.
- The amended footnote will avoid an unnecessary repeat of the Annex 3 test, provided that the ASEP tests immediately follow it with the same vehicle.
Q1What changed11 changes
Requested tests in Annex 7 (para. 6.3.2. and Annex 7, para. 3.1.)
In Annex 7, paragraph 3.1., the Type Approval Authority as well as the technical service must now request tests. These tests check the compliance of the motorcycle with the requirements of “paragraph 2 above”. Testing is restricted to the reference points defined in paragraph 3.2. and two additional operating conditions. These conditions are other than the reference points but inside the ASEP control range. Before, they “may” request these tests, and the restriction was to the reference points and “up to two” additional operating conditions. In paragraph 6.3.2., “worst case scenario” is now written “worst-case scenario”.
Test results in the test report and Annex 1 (para. 6.3.4. and Annex 1, point 18)
Paragraph 6.3.4. now says where the test results obtained in accordance with paragraph 6.3.2. must be entered. They must be entered in the test report and on a form conforming to the model in Annex 1. Before, paragraph 6.3.4. said that the competent authority may carry out any test prescribed in this Regulation. Point 18 of Annex 1 has a new table 18.1. for the ASEP operating conditions. It lists Reference Point (i), Reference Point (ii), additional operating condition 1 and additional operating condition 2. Its items include the selected gear number, vehicle speeds, engine speeds, the wide open throttle test result Lwot and the ASEP limit.
Statement of compliance (paras. 6.3.3. and 8.3., Annex 8)
Paragraph 6.3.3. requires a manufacturer's statement in accordance with Annex 8 in the application for type approval or for its modification or extension. This statement now covers the requirements of paragraph 6.3.1., and no longer those of paragraph 6.3.2. Paragraph 8.3. makes the same change for the renewed declaration for conformity of production. Paragraph 8.3. also no longer opens its 1.0 dB(A) rule with “In case of testing according to Annex 7”. The Annex 8 title now says “Statement of compliance with point 6.3.1. of the Additional Sound Emission Provisions (ASEP)”. The Annex 8 text and point 18.2. of Annex 1 now refer to paragraph 6.3.1.
Lwot(i) and nwot(i) values from the Annex 3 test (Annex 7, footnote to para. 2.6.)
The footnote now has a case where the Annex 3 tests and the ASEP tests are performed with the same vehicle in immediate sequence. In this case, the values for Lwot(i) and nwot(i) from the Annex 3 test may be used, if agreed by the type approval authority. Otherwise, when compliance with the limits is checked, these values must be newly determined by measurements as defined in paragraph 1. of Annex 3. These measurements use the same gear (i) and the same pre-acceleration distance as during type approval. Before, the footnote said that, when compliance with the limits is checked, these values must not be taken from type approval documents but newly determined.
Q2Why it changed
- Proposed by
- Expert from the International Motorcycle Manufacturers Association (IMMA)
- Working party
- GRB, 68th session (September 2018)
Reasons
The expert from IMMA prepared the proposal with a view to introducing a mandatory test of additional sound emission provisions (ASEP). In informal document GRB-66-12, the expert from Germany suggested making the ASEP testing mandatory, and IMMA supports this suggestion.

“In informal document GRB-66-12, the expert from Germany suggested making the ASEP testing mandatory. IMMA supports this suggestion and has prepared the present proposal.”
To strengthen the effectiveness of the ASEP provisions, the tests described in Annex 7 should become mandatory for type approval. These tests should include the two reference points, with clearly prescribed vehicle operating conditions, and also two additional measurement points with non-predictable operating conditions.

“To strengthen the effectiveness of the ASEP provisions, the tests described in Annex 7 should become mandatory for type approval”
“including not only the two reference points (with clearly prescribed vehicle operating conditions) but also two additional measurement points with non-predictable operating conditions”
The amendment of footnote 1 to paragraph 2.6. of Annex 7 will avoid an unnecessary repetition of a test according to Annex 3. This applies if the ASEP tests are performed immediately after the initial Annex 3 test runs and with the same vehicle. It can be assumed that the (meteorological) conditions will be equal if these tests are performed in an immediate sequence.
