UN R41 — 05 series of amendments
Changes from 04 series of amendments (supplement 8)
- What changed
- RD-ASEP: vAA' must now be at least 10 km/h instead of 20 km/h, and vBB' must not exceed 100 km/h for vehicles with PMR>150.
- RD-ASEP testing now covers up to three additional operating conditions per gear, and the vehicle may be tested in any available gear, including 1st gear.
- From 1 September 2024, Contracting Parties are not obliged to accept type approvals issued to the preceding series of amendments.
- Why
- IWG ASEP wanted to address certain grey zones in the 04 series and to make the ASEP provisions more real-world representative.
- The proposal says that the changes need to be validated and will require some vehicle designs to be modified.
- From 20 January 2021, the provisions of ISO10844:2014 replace the test site specifications of Annex 4.
Q1What changed207 changes
Scope and the new name RD-ASEP (para. 1, para. 2.13. and Annex 7)
Paragraph 1. now says that the Regulation also gives Real Driving Additional Sound Emission Provisions (RD-ASEP) for vehicles of category L3. These provisions refer to typical on road driving conditions, including high accelerations and engine loads for urban and suburban traffic, except for highway situations. A new sentence says that the specifications are intended to reproduce the sound levels of normal driving in urban traffic. Annex 7 now has the title “Real Driving Additional Sound Emission Provisions (RD-ASEP)” instead of “Additional Sound Emission Provisions (ASEP)”. The symbols table of paragraph 2.13. adds LASEP, in dB(A), for “L at RD-ASEP additional operating conditions”. Footnote 3 now refers to document ECE/TRANS/WP.29/78/Rev.6 instead of Rev.2.
RD-ASEP control range, limits and test facilities (Annex 7, paras. 2.5. to 2.7.)
vAA' must now be at least 10 km/h instead of 20 km/h, and vBB' can be up to 100 km/h for vehicles with PMR>150. The maximum nBB' is now 0.8 x S, instead of a value from formulas for PMR < 66 and PMR > 66. The note “If the vehicle has more than one gear, the first gear shall not be used” is deleted. For nPP' < nwot,(i), the limit line now always uses the factor 1. Before, the text gave the factor 0, and the factor 1 from the date in paragraph 12.7. New paragraph 2.7. lets type approval be granted on test facilities with limitations, but the vehicle has to comply with all of Annex 7.
Number of tests and reference points (Annex 7, paras. 1.2., 3.1. and 3.2.)
Testing is now restricted to the reference points and three additional operating conditions per gear, instead of two additional operating conditions. The total is reduced by the operating conditions already used for the reference point tests and for the determination of Lurb. The exemption of paragraph 1.2. for vehicles with variable gear ratios or automatic transmission with non-lockable gear ratios is deleted. For these vehicles, testing is limited to 6 operating conditions that are different from those used for the determination of Lurb. In the reference test conditions, nBB' is now 0.8 x S, and the gear selection also checks the 5th and 6th gears. New text covers cases where vBB' in 2nd gear would be too high, or where unusual riding conditions occur, such as front wheel lift up.
Additional operating conditions (Annex 7, para. 3.3.)
New paragraph 3.3. gives the test procedure for the additional operating conditions. The vehicle approaches line AA' at constant speed, in acceleration or in deceleration, and reaches the test speed vtest +/- 5 km/h at line AA'. Between lines AA' and BB', the throttle position must not result in a deceleration of the vehicle. The technical service may define the conditions of paragraph 3.3.2. in agreement with the type approval authorities. The test speed may be any speed within the RD-ASEP control range, and the vehicle may be tested in any available gear, including 1st gear. LASEP is the higher of the left and right microphone results, and the final levels must not exceed the limits of paragraph 2.6.
Test report, Annex 1, user selectable modes (para. 6.3.2.) and conformity of production (para. 8.3.)
For the tests of Annex 7, paragraph 3.3., the test report must now give the vehicle and engine speeds at lines AA’, PP’ and BB’. It must also give the approach condition and the prescribed throttle control position, and the final results now include LASEP. In Annex 1, the table of item 18 now also covers additional operating condition 3 and the maximum sound pressure level LASEP. New item 19.5. of Annex 1 asks for the user selectable software programs or modes with effect on Lwot(i), Lcrs, Lurb or LASEP. Paragraph 6.3.2. no longer says “Testing shall be based on the worst-case scenario”. For conformity of production, tests at the reference points of Annex 7, paragraph 3.2., must be performed as a minimum.
Test site and test track layout (Annexes 3 and 4)
The road surface covering of the test site must now conform to ISO10844:2014; the option of the Annex 4 requirements is deleted. Annex 4 now has the title “Test track layout” instead of “Specifications for the test site”. Its own surface specifications are deleted, for example residual voids content, sound absorption coefficient, texture depth and periodic testing. Figure 1 of Annex 4 changes, and its title is now “Test track layout with dimensions in meters”. In Annex 3, the path along CC' and the measurement of “L” now continue until the rear of the vehicle passes BB' + 20 m.
Transitional provisions (paras. 12.1. to 12.9.)
From the official date of entry into force of the 05 series, Contracting Parties must not refuse to grant or accept 05 series type approvals. From 1 September 2023, they are not obliged to accept type approvals to the preceding series first issued after 1 September 2023. Until 1 September 2024, they must accept type approvals to the preceding series first issued before 1 September 2023. From 1 September 2024, they are not obliged to accept type approvals issued to the preceding series. Under paragraph 12.6., they must continue to accept such approvals for vehicles or vehicle systems not affected by the changes of the 05 series. For type approvals to the 03 series or extensions, the road surface covering of the test site may conform to ISO10844:2014.
Q2Why it changed
- Proposed by
- Experts from the Informal Working Group on Additional Sound Emission Provisions and experts from the International Motorcycle Manufacturers Association
- Working party
- GRBP, 72nd session (September 2020)
Reasons
IWG ASEP prepared the proposal to strengthen the ASEP testing conditions for motorcycles. It wanted to address certain grey zones in the 04 series and to make the ASEP provisions more real-world representative.

“in order to strengthen the ASEP testing conditions for motorcycles.”
“In order to address certain grey zones in the 04 series of amendments to UN Regulation No. 41 and to make the ASEP provisions more real-world representative, IWG ASEP has prepared this proposal for improvement.”
Compared to the 04 series, the proposal makes the test window substantially wider. For example, it allows any approach to line AA' and three additional operating conditions per gear.

“The following table summarizes the proposed changes and substantial widening of the test window, compared to the current version:”
“Any approach (constant speed, acceleration, deceleration)”
“Reference points + [three additional operating conditions / gear]”
The IWG ASEP proposal says that the changes need validation and will require some vehicle designs to be modified. So three years of lead time is needed.

From 20 January 2021, the test site specifications of Annex 4 are not valid any more, and the provisions of ISO10844:2014 replace them. IMMA proposed to align the Regulation with ISO 10844:2014 and to delete the provisions carried over from ISO 10844:1998, except Figure 1 of Annex 4. GRBP adopted this proposal and asked for it to be submitted also as part of the new 05 series.
