UN R41 — Supplement 3 to the 05 series of amendments
Supplement 2 → 3
- What changed
- In Annex 3, the road surface covering of the test site must conform to ISO10844:2021 instead of ISO10844:2014.
- Under new paragraph 12.9., ISO 10844:2014 must be accepted for all approvals under this Regulation until five years after Supplement 3 enters into force.
- Paragraphs 12.7. and 12.8. no longer have the sentence on ISO10844:2014 for the 03 series of amendments, and footnote a of Annex 6 is deleted.
- Why
- The proposal is for the use of the test track of the latest standard, ISO 10844:2021.
- ISO updated the ISO 10844 standard to reduce the variability from one test track to another.
- Footnote a of Annex 6 became obsolete, and the references to the 03 series in the transitional provisions were not suitable.
Q1What changed9 changes
Test site surface to ISO 10844:2021 (Annex 3, para. 1.2.1.)
The road surface covering of the test site must conform to ISO10844:2021. Before this supplement, it had to conform to ISO10844:2014.
Transitional provision on ISO 10844:2021 and ISO 10844:2014 (para. 12.9.)
New paragraph 12.9. says that ISO 10844:2021 must be accepted for all approvals under this Regulation from the entry into force of Supplement 3. Until five years from the entry into force of Supplement 3, ISO 10844:2014 must also be accepted for all approvals under this Regulation.
Sentence on ISO10844:2014 for the 03 series removed (paras. 12.7. and 12.8.)
Supplement 3 removes the last sentence of paragraphs 12.7. and 12.8. This sentence said that the road surface covering of the test site may conform to ISO10844:2014. This applied when granting type approval according to the 03 series of amendments or extensions thereof. The rest of the two paragraphs does not change. A footnote with a note by the secretariat on a WP.29 decision of November 2020 is also deleted.
Footnote a of Annex 6 deleted
Supplement 3 deletes footnote a of Annex 6. The deleted footnote increased the limit value by 1 dB(A) for motor cycles tested in second gear only in Annex 3. This increase applied until the date in paragraph 12.7.
Q2Why it changed
- Proposed by
- Experts from France, IMMA and ISO
- Working party
- GRBP, 79th session (February 2024)
Reasons
The proposal is for the use of the test track of the latest standard, ISO 10844:2021. ISO updated the ISO 10844 standard to reduce the variability from one test track to another. This variability comes from different interpretations and implementations of the technical requirements.
Sources (2)
“considered revised proposals for the use of the latest standard ISO 10844:2021 test track”
“ISO has updated the ISO 10844 standard to reduce track-to-track variability caused by different interpretations and implementations of the technical requirements.”
IMMA saw a possible risk that test tracks would need new certification if ISO 10844:2014 was no longer an option. IMMA said that this would be an administrative burden with no practical benefit.
Source
“without maintaining the current ISO 10844:2014 as an option, IMMA sees a potential risk of tracks to need re-certification, thus creating an administrative burden with no practical benefit.”
With the 05 series of amendments, the transitional provisions were re-written and footnote a of Annex 6 became obsolete.
