UN R94 — Supplement 2 to the 05 series of amendments

Supplement 1 → 2

Adopted at the WP.29 199th sessionEntry into force not yet known
What changed
  • The Regulation now accounts for vehicles of category X and does not apply to vehicles of category Y.
  • For vehicles of category X, paragraphs 5.3.1. and 5.3.2. now use the "R" point of the most forward passenger seat, not the driver's.
  • For vehicles of category X, Annexes 3 and 5 add rules for the tested side and for the positions of the passenger dummies.
Why
  • The TF-AVRS proposal was prepared to enable the application of the Regulation to vehicles equipped with an Automated Driving System (ADS).
  • The amendment intends to keep the spirit of the Regulation. It also intends to extend its application to vehicles without a driver and without manual driving controls inside the vehicle.
  • WP.29 aimed to adopt all documents of the review of existing UN Regulations for Automated Driving Systems (ADS) at its June 2026 session.

Q1What changed33 changes

Introduction and scope for vehicles of categories X and Y (section 0., paragraphs 1.1. and 1.2.)

New section 0. says that the Regulation is amended to account for vehicles of category X. New paragraph 1.2. says that the Regulation does not apply to vehicles of category Y. The existing scope text now has the number 1.1. Without a driver or manual driving controls in the vehicle, related provisions must not be taken into account, unless this amendment already covers them. For vehicles with an ADS other than category X, no special provisions or exemptions apply in the manual driving mode. In a mode where an ADS feature is active, the relevant ADS requirements apply.

Fuel system integrity and protection against electrical shock in the title, paragraph 3.1. and Annexes 1 and 2

In the title, in Annex 1 and in the Annex 2 model A text, “protection of the occupants” is now “protection of the occupants, fuel system integrity and protection against electrical shock”. In paragraph 3.1., the application for approval now also covers the fuel system integrity and the protection against electrical shock. The Annex 2 example now also refers to the 05 series of amendments instead of the 04 series.

Uniform provisions concerning the approval of vehicles with regard to the protection of the occupants , fuel system integrity and protection against electrical shock in the event of a frontal collision
The application for approval of a vehicle type with regard to the protection of the occupants of the front seats in the event of a frontal collision (offset deformable barrier test) with regard to the fuel system integrity and with regard to the protection against electrical shock shall be submitted by the vehicle manufacturer or by his duly accredited representative.

R.E.3 references in the footnotes of sections 0. and 1. and paragraph 4.4.1.

Footnote 1 of sections 0. and 1. now refers to the definitions in R.E.3, document ECE/TRANS/WP.29/78/Rev.8, instead of Rev.7. For the AC.1 vote, WP.29 also removed “, para. 2.” after the document number and changed the web link of this footnote. The footnote of paragraph 4.4.1. on the distinguishing numbers of the Contracting Parties now refers to Rev.8/Amend.3 instead of Rev.7/Amend.3.

Sensors excluded from the vehicle width, and the R-point for vehicles of category X (paragraphs 2.3., 2.6., 5.3.1. and 5.3.2.)

The definition of “Vehicle width” (para. 2.3.) now also excludes sensors for Advanced Driver Assistance Systems and sensors for Automated Driving Systems. In item (b) of paragraph 2.6., for vehicles of category X, the "R" point of the most forward outboard passenger seat replaces the driver's R-point. For vehicles of category X, paragraphs 5.3.1. and 5.3.2. now take the "R" point of the most forward passenger seat instead of the driver's.

"Vehicle width" means the distance between two planes parallel to the longitudinal median plane (of the vehicle) and touching the vehicle on either side of the said plane but excluding the external devices for indirect vision, side marker lamps, tyre pressure indicators, direction indicator lamps, position lamps, sensors for Advanced Driver Assistance Systems, sensors for Automated Driving Systems, flexible mud-guards and the deflected part of the tyre side-walls immediately above the point of contact with the ground.
The structure, dimensions, lines and materials of the part of the vehicle forward of the transverse plane through the "R" point of the driver's seat. For vehicles of category X, the "R" point of the most forward outboard passenger seat shall be taken instead of the R-point of the driver's seat;

Door locking, steering wheel displacement and airbag provisions (paragraphs 5.2.2., 5.2.3.1., 5.2.4.2. and 6.1., Annex 3)

Paragraphs 5.2.3.1. and 5.2.4.2. and Annex 3, paragraph 1.4.3.5.2., now also cover automatically activated door locking systems that the ADS can de-activate. In paragraph 5.2.2., the limits on residual steering wheel displacement now do not apply to vehicles without manual driving controls inside the vehicle. Paragraph 6.1. now covers airbag assemblies intended to protect occupants, not “the driver and occupants other than the driver”. Compliance can now also be shown with UN Regulation No. 16, 09 series, or with UN Regulation No. 173, not only with the 08 series. As before, this applies from 1 September 2020 for new vehicle types.

In the case of automatically activated door locking systems which are installed optionally and/or which can be de-activated by the driver, this or by the ADS. This requirement shall be verified by using one of the following two test procedures, at the choice of the manufacturer:

Annex 3 tested side and bench seat reference point for vehicles of category X (paragraphs 1.3. and 1.4.3.11.1.)

In Annex 3, paragraph 1.3., new text says that the manufacturer must propose the tested side for vehicles of category X. For vehicles of category X, the manufacturer must also give the approval authority information on the proposed side’s performance against the opposite side. For vehicles of category X, the Technical Service must decide to test the side considered to be the least favourable. For the AC.1 vote, WP.29 changed the amendment to Annex 3, paragraph 1.4.3.11.1.: the sentence on bench seats moves to a new paragraph. For vehicles of category X, this new paragraph uses the "H" point of the most forward outboard passenger’s place, not the driver's.

In case of vehicles of category X, the manufacturer shall propose the tested side. The manufacturer shall provide the authority responsible for approval with information regarding the performance of the proposed side in comparison with the opposite side. The Technical Service shall decide to have the test performed on the side considered to be the least favourable.
Seats adjustable longitudinally shall be placed so that their "H" point, determined in accordance with the procedure set out in Annex 6 is in the middle position of travel or in the nearest locking position thereto, and at the height position defined by the manufacturer (if independently adjustable for height). In the case of a bench seat, the reference shall be to the "H" point of the driver's place.

Annex 5 dummy positions for category X and without a driver's seat (paragraphs 1.2.3., 2.2.3., 2.3.3., 2.4.1., 2.4.2. and 2.6.3.)

For vehicles of category X, the outer passenger dummies’ plane of symmetry (para. 1.2.3.) must be vertical and parallel to the vehicle's longitudinal centreline. For vehicles of category X, paragraph 2.4.1. sets the same rule for the midsagittal plane of the passenger dummies. Paragraph 1.2.3. uses the Y-coordinate of the R-points, and paragraph 2.4.1. that of the R-point, as defined by the manufacturer. New paragraphs 2.2.3., 2.3.3. and 2.6.3. give the positions of the passengers’ upper arms, palms and feet for vehicles of category X. The amendment numbers the palms paragraph 2.3.2., but that number already exists; a footnote explains the number 2.3.3. used here. Paragraph 2.4.2. adds: in vehicles with individual seats and no driver's seat, the passenger dummies’ midsagittal plane must be vertical and on the seat centreline.

Outer passengers for vehicles of category X
For vehicles of category X, the plane of symmetry of the dummies shall be vertical and parallel to the vehicle's longitudinal centreline using the Y-coordinate of the R-points as defined by the manufacturer. If the seating position is determined by the shape of the bench, such seat shall be regarded as a separate seat.
