Q1What changed19 changes

One adult safety-belt route for booster seats and booster cushions (para. 6.1.3.4.)

Enhanced Child Restraint Systems of the booster seat and booster cushion categories must have only one adult safety-belt route. They must also have a main load-bearing contact point between the Enhanced Child Restraint System and the adult safety belt. Before this supplement, paragraph 6.1.3.4. did not mention the adult safety-belt route.

Enhanced Child Restraint Systems of the booster seat and booster cushion categories shall have only one adult safety-belt route and a main load-bearing contact point, between the Enhanced Child Restraint System and the adult safety belt. This point shall not be less than 150 mm from the Cr axis when measured with the Enhanced Child Restraint System on the dynamic test bench installed in accordance with paragraph 7.1.3.5.2.2. of this Regulation, without a dummy. This shall apply to all adjustment setups and webbing paths.

i-Size and Universal category Enhanced Child Restraint Systems on the test bench (para. 6.6.4.1.1.)

Paragraph 6.6.4.1.1. now says that i-Size and Universal category Enhanced Child Restraint Systems must be tested on the test bench prescribed in Annex 6. The test must be in conformity with paragraph 7.1.3.1. Before this supplement, the paragraph did not name the Universal category.

i-Size and Universal category Enhanced Child Restraint Systems shall be tested on the test bench prescribed in Annex 6, and in conformity with paragraph 7.1.3.1. below.

Test ways for Specific Vehicle Enhanced Child Restraint Systems (paras. 6.6.4.1.2. and 6.6.4.1.2.1.)

Paragraph 6.6.4.1.2. says that Specific Vehicle Enhanced Child Restraint Systems must be tested in one of the following ways. Its earlier text on the fit assessment with each vehicle model and on reducing the number of vehicle arrangements tested is deleted. Paragraph 6.6.4.1.2.1. covers Specific Vehicle ECRS that attach to the car using the adult seat belt or ISOFIX attachments that comply with paragraph 6.3.3. These must be dynamically tested on the Annex 6 test bench, in conformity with paragraph 7.1.3.1. For Specific Vehicle ISOFIX ECRS, this applies only if they have an anti-rotation device that conforms to paragraph 6.3.4. or 6.3.5. As an alternative, these Specific Vehicle ECRS can be tested in a vehicle body shell in conformity with paragraph 7.1.3.2.

Enhanced Child Restraint Systems of the specific vehicle categories shall be assessed for fit with each vehicle model for which the Enhanced Child Restraint System is intended. The Technical Service responsible for conducting the test may reduce the number of vehicle arrangements tested if they do not differ greatly in the aspects listed in paragraph 6.6.4.1.2.3. of this Regulation. This Enhanced Child Restraint System shall be dynamically tested in one of the following ways:Specific Vehicle Enhanced Child Restraint Systems shall be tested in one of the following ways:
Specific Vehicle Enhanced Child Restraint Systems according that attach to paragraph 2.7. and in conformity the car using the adult seat belt or using ISOFIX attachments that comply with paragraph 6.3. of this Regulation and which fit in at least an envelope defined in UN Regulation No. 16, Annex 17, Appendix 2, 6.3.3., shall be dynamically tested on the test bench prescribed in Annex 6 and in conformity with paragraph 7.1.3.1. of this Regulation . This shall apply to Specific Vehicle ISOFIX ECRS only if they are equipped with an anti-rotation device that conforms to paragraph 6.3.4. or 6.3.5. Alternatively, these Specific Vehicle ECRS can be tested in a vehicle body shell in conformity with paragraph 7.1.3.2. of this Regulation.

Specific Vehicle Enhanced Child Restraint Systems with attachment methods not defined in this Regulation (para. 6.6.4.1.2.2.)

Specific Vehicle ECRS that use attachment methods not defined in this Regulation must be dynamically tested in a vehicle body shell or a complete vehicle. The body shell test is in conformity with paragraph 7.1.3.2., and the complete vehicle test with paragraph 7.1.3.3. Notwithstanding paragraph 6.6.4.1.2.2.1., these tests must be carried out for each vehicle specified in the ECRS car fitting list. Specific Vehicle ISOFIX ECRS without an anti-rotation device conforming to paragraph 6.3.4. or 6.3.5. are also covered if they use the vehicle seat cushion instead. They use it to limit the pitch rotation of the ECRS in a front impact. Before this supplement, this paragraph referred to paragraph 6.3. and to the envelopes defined in UN Regulation No. 16, Annex 17.

For Specific Vehicle Enhanced Child Restraint Systems which are in conformity with paragraph 6.3. of this Regulation (for example ECRS using no anti-rotation device or using additional anchorages) or do that use attachment methods not fit in any envelope defined in UN Regulation No. 16, Annex 17, Appendix 2 or Appendix 5, on the test trolley this regulation shall be dynamically tested in a vehicle body shell in conformity with paragraph 7.1.3.2. or in a complete vehicle in conformity with paragraph 7.1.3.3. of this Regulation. Notwithstanding paragraph 6.6.4.1.2.2.1. below, these tests shall be carried out for each vehicle specified in the ECRS car fitting list. This also applies to Specific Vehicle ISOFIX ECRS that are not equipped with an anti-rotation device that conforms to paragraph 6.3.4. or 6.3.5. and instead use the vehicle seat cushion to limit the pitch rotation of the ECRS in a front impact.

Fit assessment and vehicle body shell parts (para. 6.6.4.1.2.2.1.)

Before the dynamic test in a vehicle body shell, the ECRS must be assessed for fit with every vehicle in the ECRS car fitting list. The Technical Service must then make sure that sufficient parts of each vehicle body shell are used in the dynamic test. These parts must be representative of the vehicle structures and impact surfaces, including the vehicle seat cushions and underlying structures. The Technical Service may also reduce the number of vehicles tested if they do not differ greatly in the aspects listed above. However, testing at simple extremes of differences in dimensions or material properties is not allowed.

Using Before the dynamic test in a vehicle body shell, the Enhanced Child Restraint System shall first be assessed for fit with every vehicle specified in the ECRS car fitting list. The Technical Service shall then ensure that sufficient parts of the each vehicle body shell are used in the dynamic test to be representative of the vehicle structure structures and impact surfaces, including the vehicle seat cushions and underlying structures. If the Enhanced Child Restraint System is intended for use in the rear seat, these shall include the back of the front seat, the rear seat, the floor pan, the B and C pillars and the roof. If the Enhanced Child Restraint System is intended for use in the front seat, the parts shall include the dashboard, the A pillars, the windscreen, any levers or knobs installed in the floor or on a console, the front seat, the floor pan and the roof. The Technical Service responsible for conducting the dynamic test may permit items to be excluded if they are found to be superfluous. The Technical Service may also reduce the number of vehicles tested if they do not differ greatly in the aspects listed above. However, testing at simple extremes of differences in dimensions or material properties is not allowed. Testing shall be as prescribed in paragraph 7.1.3.2. of this Regulation, except for lateral impact.

Optional dummy protective device for booster cushion frontal impact tests (para. 7.1.3.1.1.8., Annex 6, para. 3.4. and Appendix 5)

New paragraph 7.1.3.1.1.8. covers frontal impact tests of a booster cushion on the test bench prescribed in Annex 6. In these tests, the technical service can decide to install an optional dummy protective device, as described in Annex 6, paragraph 3.4. The device may be covered with the Polychloropren foam of the lateral impact door (Appendix 3) or an alternative material, as the technical service decides. The forward face of the device must be parallel with the back of the backrest. The device must not interfere with the dummy and/or the adult 3-point belt during the dynamic test until the maximum horizontal head excursion is reached. New Appendix 5 to Annex 6 gives Figure 1 of the optional dummy protective device, with all dimensions in millimetres.

When testing a booster cushion in frontal impact tests on the test bench prescribed in Annex 6, an optional dummy protective device, as described in Annex 6 paragraph 3.4., may be installed on the test bench, at the decision of the technical service.

Q2Why it changed

Proposed by
Expert from the European Association of Automotive Suppliers (CLEPA)
Working party
GRSP, 74th session (December 2023)

Reasons

  • Supplement 3 to the 03 series added provisions for booster cushions, including an amendment to paragraph 6.1.3.4. During that amendment, the requirement to have one belt route on boosters was inadvertently deleted. Paragraph 3.2.2. also has this requirement, but it is preferable to reinsert it in paragraph 6.1.3.4. for consistency.

“Supplement 3 to the 03 series of amendments to UN Regulation No. 129 added provisions for booster cushions. This included an amendment to paragraph 6.1.3.4.”
“During the amendment of paragraph 6.1.3.4., the requirement to have one belt route on boosters was inadvertently deleted.”
“Although this requirement is also made in paragraph 3.2.2., it is preferable to reinsert it in paragraph 6.1.3.4., for consistency.”
  • The proposal aims to clarify the conditions under which Enhanced Child Restraint Systems must be tested in a vehicle body shell. CLEPA believed that a broader amendment of paragraph 6.6.4.1.2., including paragraphs 6.6.4.1.2.1. and 6.6.4.1.2.2., was needed to make the intent of the Regulation absolutely clear.

  • Proposer's reason (informal document GRSP-74-29-Rev.1)

UN Regulation No. 129 requires all Q10 and Q6 criteria (head displacements and injury criteria) to be met within 300 ms, including the rebound phase. During the rebound phase, an important extension of the Q10 neck can be observed, due to the absence of a headrest on the bench. This could damage the Q10 neck.
