UN R129 — Supplement 8 to the 03 series of amendments

Supplement 7 → 8

Adopted at the WP.29 188th sessionEntry into force 2023-06-05
What changed
  • Annex 15 now has a conditioning procedure (paragraph 1., Figure 1) for adjusters mounted directly on Enhanced Child Restraint Systems.
  • Before the dynamic test, an adjuster mounted on a strap must now undergo 5,000 ± 5 cycles as specified in paragraph 7.2.6.2. Before, the Technical Service defined this test in consultation with the manufacturer.
  • The calibration value of the ruler of the Annex 25 measurement device is now 79.7 cm instead of 78.7 cm.
Why
  • The changes to paragraph 6.7.2.7. and Annex 15 correct editing mistakes from proposals adopted at the sixty-first session of GRSP.
  • Virtual verification of the Annex 25 calibration value showed a 10 mm error.
  • Paragraph 6.1.3.6. was amended to remove an inconsistency between the method in the main body of the text and the Annex 25 measurement device.

Q1What changed50 changes

Sitting height check for booster cushions (para. 6.1.3.6.)

Item (b) no longer says that a horizontal plane is defined at a vertical distance of 770 mm from the Cr axis. Item (f) no longer says that the measured distance between the two points M and N represents the sitting height of a child. In the rounding example, a measured sitting height of 70.1 cm now gives a resulting stature of 136.05 cm instead of 135.65 cm. The smallest stature allowed in the example is now 137 cm instead of 136 cm. The captions of Figure 1, Figure 2 and Table 3 now start their main words with capital letters.

A rigid structure is attached to the simulated test bench and holds a sliding part. A horizontal plane that is located at a vertical distance of 770 mm from the Cr axis is defined.
The measured distance between the two points M and N (Figure 1) represents corresponding value of the sitting height of a child who will use the booster cushion. The corresponding value is displayed by a ruler that is provided with the device as shown in Figure 2.

Calibration value of the ruler of the measurement device (Annex 25)

For calibration, with the device structure in contact with the supporting surface (Detail A), the scale must now show 79.7 cm (Detail B). Before, the calibration value was 78.7 cm. The annex now takes the nominal sitting height of the dummy, 78.7 cm, as a reference. It translates this value to the 80 mm distance from the test bench backrest where the sitting height of the child is measured. It also takes into account the different angles in between the backrest, the horizontal plane and the head position.

To calibrate the ruler of the measurement device, its structure shall contact the supporting surface (Detail A). In this configuration, the scale shall show the calibration value of 78.7 79.7 cm (Detail B).
The calibration of the ruler is based on the sitting height of the Hybrid III 5th percentile dummy seated on the test bench defined in Annex 6 of this Regulation. When this dummy is seated on the test bench, the top of the head is 77.0 cm from the Cr axis. The nominal sitting height of the dummy is 78.7 cm. Therefore, 78.7 Taking this value as a reference, when translating the value to the 80 mm distance from the test bench backrest where the sitting height of the child is measured, and taking into account the different angles in between the backrest, the horizontal plane and the head position, a value of 79.7 cm is used as the calibration value.

Notes on chest deflection and the thoracic spine in Table 4 (para. 6.6.4.3.1.)

The row “Chest deflection” now has the new footnote *****. This footnote says that for the Q10 dummy, the upper and lower chest deflection must be measured and the chest displacement X must be used. A value of 55 in the resultant chest acceleration row now has the new footnote ******. This footnote says “Thoracic Spine at location T4 according to ISO/TS 13499:2019”. Footnotes **, *** and **** and the entry “A head Cum 3 ms” have small wording changes, for example “three years” instead of “3 years”.

Test of adjusters before the dynamic test (para. 6.7.2.7.)

Before the dynamic test of paragraph 7.1.3., an adjuster mounted on a strap must now undergo 5,000 ± 5 cycles as specified in paragraph 7.2.6.2. Before, this test applied the principles of the test in paragraph 7.2.3., and the Technical Service defined it in consultation with the manufacturer. For an adjuster mounted directly on the child restraint, the paragraph now says “Enhanced Child Restraint System” instead of “Child Restraint System”.

An adjuster mounted on a strap shall be capable of withstanding repeated operation and shall, before the dynamic test prescribed in paragraph 7.1.3. undergo a test comprising 5,000 ± 5 cycles that applies the principles of the test as specified in paragraph 7.2.3. This test shall be defined by the Technical Service in consultation with the manufacturer.7.2.6.2.
An adjuster mounted directly on the Enhanced Child Restraint System shall be capable of withstanding repeated operation and shall, before the dynamic test prescribed in paragraph 7.1.3. undergo a test comprising 5,000 ± 5 cycles as specified in paragraph 7.2.6.1.

Two conditioning procedures for adjusters (Annex 15)

The title of Annex 15 is now “Description of Conditioning for Adjusters”, without the words “connected to a strap”. New paragraph 1. and Figure 1 give the conditioning for adjusters mounted directly on Enhanced Child Restraint Systems, with a method and a cycle procedure. This cycle is repeated as specified in paragraph 6.7.2.7. Paragraph 2. and Figure 2 give the conditioning for adjusters connected to a strap (not directly mounted on Enhanced Child Restraint Systems). In paragraph 2.1.2., the reference position of the strap is now the one described in paragraph 7.2.6.2. instead of paragraph 7.2.6.

Q2Why it changed

Proposed by
Expert from the European Association of Automotive Suppliers (CLEPA); expert from the Netherlands
Working party
GRSP, 71st session (May 2022)

Reasons

  • The changes to paragraph 6.7.2.7. and Annex 15 correct editing mistakes from proposals adopted at the sixty-first session of GRSP. The changes to paragraph 6.7.2.7. were agreed at that session and implemented in the 01 series of amendments. But they were erroneously omitted from the 02 series (and subsequently from the 03 series). The amendment to Annex 15 reinstates a figure and procedure for testing adjusters mounted directly on the ECRS. They were mistakenly overwritten by a figure and procedure for testing adjusters connected to a strap, instead of added to.

“reinstates a figure and procedure for testing adjusters mounted directly on the Enhanced Child Restraint System (ECRS), which was mistakenly overwritten, instead of added to, by a figure and procedure for testing adjusters connected to a strap”
  • The proposal for paragraph 8.1. was made to clarify that the whole report is not needed for type approval extensions. Paragraph 14.1.(b) was reviewed so that technical services interpret it correctly.

    Sources (2)
“The amendment to paragraph 8.1 clarifies that for type approval extensions, only the changes to the ECRS shall be provided, therefore the whole report in that case is not needed.”
“paragraph 14.1.(b) was reviewed to ensure the correct interpretation by technical services.”
  • The Q10 dummy is the only dummy with a 2D chest deflection sensor. To obtain the monitoring data in the correct format, it was required to clarify what measure is needed. The Q10 dummy includes the possibility for two spot measurements of the thoracic spine accelerations. To clarify the correct measurement, reference is made to T4, which ISO/TS 13499:2019 defines.

  • There was an inconsistency between the method described in the main body of the text and the measurement device described in Annex 25. Paragraph 6.1.3.6. was amended to remove this conflict. The calculation in paragraph 6.1.3.6.(g) was incorrect. It came from a linear regression using all of the table values, instead of linear interpolation between the two nearest values in Table 3.

  • Virtual verification of the Annex 25 calibration value showed a 10 mm error. The error occurred because the 5th percentile female anthropomorphic test device and the Q dummies have different distances to the test bench backrest. It was therefore proposed to increase the Annex 25 calibration value by 10 mm.
