Information for use in digital form and the quick-start guide (paras. 14.1. and 14.4. to 14.4.6.)

The information for use can now be provided in a paper form or in a digital form (paragraph 14.1.). A paper form must fulfil paragraphs 14.2. and 14.3., and a digital form paragraphs 14.2., 14.3. and 14.4. Before, each ECRS had to be accompanied by instructions in the language of the country where the device is sold. New paragraph 14.4. requires a physical “quick-start guide” in a paper form, written in the language of the country where the device is sold. Under paragraph 14.4.2., its minimum contents include a weblink and QR code to a digital version of the information in paragraph 14.3. The digital version must be printable and available for the product life time, at least 10 years from when production is definitely discontinued.

Each Enhanced Child Restraint System shall be accompanied by instructions in information for its use. The information can be provided to the language of the country where the device is sold with the following contentuser, either:

Packing information and instructions for use (paras. 14.2. to 14.2.10. and 14.3. to 14.3.17.)

Paragraph 14.2. now lists information required in the language of the country where the device is sold, instead of installation instruction points. The instructions for use must now also be available in the language of the country where the device is sold (paragraph 14.3.). Paragraph 14.3.1. now asks for the “Size range” for each configuration. Paragraphs 14.3.3. to 14.3.5. now cover the method of installation, the risk of trapping rigid items and plastic parts, and carry-cots. In paragraph 14.3.5., the user “shall be advised” to use carry-cots perpendicular to the longitudinal axis of the vehicle, instead of “should be advised”. Former paragraphs 14.3.4. to 14.3.15. are renumbered as paragraphs 14.3.6. to 14.3.17.

Instructions on installation shall include the following points:The following information shall be provided in the language of the country where the device is sold:

“Specific vehicle Belted” category (paras. 2.7.3. and 6.1.2.4.)

The definition in paragraph 2.7.3. now ends “by using the vehicle safety-belt, possibly in combination with other attachment methods”. The definition no longer mentions anchorage points approved by UN Regulation No. 145, Annex 25 checks, or the dashboard as a contact zone. Paragraph 6.1.2.4. still says “primarily by means of the adult safety-belt” for this category. It now adds “possibly in combination with other attachment methods that use vehicle anchorage points and/or floor contact surfaces”, for example top tethers or support legs. Paragraph 6.1.2.4. now requires attachment points needed to secure rearward facing ECRS to be checked according to Annex 24. Before, paragraph 2.7.3. required this check according to Annex 25.

"Specific vehicle Belted" is a category of Integral Enhanced Child Restraint System connected to specific vehicle types by using the vehicle safety belt. Additional vehicle anchorage points approved by UN Regulation No. 145 may be used. Any attachment points required for securing rearward facing Enhanced Child Restraint System shall be checked according to Annex 25. Enhanced Child Restraint Systems that use the vehicle dashboard as a contact zone are permitted.safety-belt, possibly in combination with other attachment methods.
For the "Specific vehicle Belted" category, this shall be primarily by means of the adult safety-belt, possibly in combination with other attachment methods that use vehicle anchorage points and/or floor contact surfaces (e.g. top tethers, support legs or other). Any attachment points required for securing rearward facing Enhanced Child Restraint System shall be checked according to Annex 24.

Size envelope checks: width loading and booster seats (paras. 6.3.2.2.1. and 6.3.2.2.2.)

When checking the width of an Integral ECRS, the maximum loading allowed on the side of the ISOFIX Vehicle Seat Fixture is now ≤ 135 N. When checking the width of a booster seat, the maximum loading allowed on the side of the i-Size booster fixture is now ≤ 135 N. Paragraph 6.3.2.2.2. is now headed “Booster Seats” instead of “Non-Integral Class Enhanced Child Restraint Systems”. The booster seat must now fit within the booster seat fixture in all angles of inclination of the fixture (90°–110°). Before, a non-integral ECRS adjustable to different positions of seat surface inclination had to be assessed in at least one position. The ECRS may be adjusted between inclination angles or positions to fit within the different booster seat fixture angles.

When conducting this assessment, the Integral Enhanced Child Restraint System shall be adjusted to the largest size of its declared stature range (height, depth and width dimensions as defined in Annex 18). When checking the width, the maximum loading allowed on the side of the ISOFIX Vehicle Seat Fixture shall be ≤ 135 N.If the Enhanced Child Restraint System is capable of being adjusted to different positions of seat surface inclination, the fitting assessment shall be done in at least one position. If other positions of inclination are outside the limits of the applicable size envelope, the user manual shall indicate that the child restraint may not fit in all approved vehicles when used in one of these positions.

Q2Why it changed

Proposed by
Expert from the European Association of Automotive Suppliers (CLEPA), with the expert from Japan for the digital user guide
Working party
GRSP, 68th session (December 2020)

Reasons

  • Protection of the environment requires reducing the amount of paper and waste. The proposal reduces the amount of paper required for a paper version of CRS user instructions. A manufacturer can choose to give the user a digital form of the bulk of the instructions. The consumer may request a physical version if they cannot access the digital version.
