Supplement 6 → 7

Adopted at the WP.29 189th sessionEntry into force 2023-09-24
What changed
  • In Tables 26, 27, 28 and 29, two values of Point BRR change from 2100 and 2275 to 4260 and 4615.
  • Use of the 'Unique Identifier' is only possible if the corresponding Summary Document is defined in this Regulation and accessible in the database.
  • The last paragraph of the Introduction now refers to 'a secure internet database established by UNECE' instead of 'the UN secure internet database'.
Why
  • The experts from GTB stated that the maximum values in columns B and C of Point BRR are wrong.
  • GRE noted that the use of the Unique Identifier for a particular UN Regulation should only be possible when two conditions are met.
  • The European Commission said that using the Unique Identifier before these conditions are met would make roadworthiness and PTI inspections harder.

Conditions for the use of the 'Unique Identifier' (Introduction, last paragraph)

The last paragraph of the Introduction now ends with a new sentence on the use of the 'Unique Identifier'. Use of the 'Unique Identifier' is only possible if the corresponding Summary Document is defined in this Regulation and accessible in the database. The paragraph now refers to 'a secure internet database established by UNECE' instead of 'the UN secure internet database'. The sentence on the conventional type approval markings (E-mark) now names 'the lamps' instead of 'the devices'. The example of a database problem now reads 'the access to the UNECE internet database cannot be secured or the database is not operational'.

Regarding the requirements for approval markings, this Regulation includes the requirements for the use of the "'Unique Identifier" ' and is conditional upon access to the UN a secure internet database established by UNECE (in accordance with Schedule 5 of the 1958 Agreement) where all type approval documentation is held. When the “'Unique Identifier” ' is used there is no requirement for the devices lamps to carry the conventional type approval markings (E-mark). If it is technically not possible to use the "'Unique Identifier" ' (e.g. if the access to the UN UNECE internet database cannot be secured or the UN secure internet database is not operative) operational), the use of conventional type approval markings is required until the use of the "'Unique Identifier" ' is enabled. In addition, the use of the 'Unique Identifier' shall only be possible if the corresponding Summary Document (ECE/TRANS/WP.29/1159, paragraph 89) has been defined in this Regulation and the database is providing access to the Summary Document.

Q2Why it changed

Proposed by
Experts from the International Automotive Lighting and Light-Signalling Expert Group (GTB) and the European Commission
Working party
GRE, 87th session (October 2022)

Reasons

  • GTB experts stated that the maximum values in columns B and C of Point BRR in Tables 26, 27, 28 and 29 are wrong. They seem to be a copy-paste typo from the line above. The GTB experts said that the correct value for a 20% tolerance should be 4260 cd (= 3550 x 1.2). For a 30% tolerance, it should be 4615 cd (= 3550 x 1.3).

  • GRE noted that the use of the Unique Identifier for a particular UN Regulation should only be possible when two conditions are met. The conditions are that the corresponding Summary Document has been defined in the Regulation and DETA is providing access to it. To stress these requirements, the expert from EC proposed the amendment.

  • Proposer's reason (informal document GRE-87-24-Rev.1)

Several aspects of the Unique Identifier are pending to be defined. The proposed text is meant to make sure that the Unique Identifier is used after the conditions for its application are fully defined. Allowing its use before these conditions are met would make roadworthiness and PTI inspections more difficult.

Submitted by European Commission. Working party adoption: ECE/TRANS/WP.29/GRE/87, para. 10.
