UN R10 Base text (06 series) · UNECE Regulation No. 10 (ECE R10) — Uniform provisions concerning the approval of vehicles with regard to electromagnetic compatibility.
UN R10 — 06 series of amendments
Changes from 05 series of amendments (supplement 1)
- What changed
- For Annex 5 measurements at 10.0 ± 0.2 m, vehicle limits are now 28 dB microvolts/m (30–230 MHz) and 35 dB microvolts/m (230–1,000 MHz).
- Paragraph 1.1. now adds vehicles of categories T, R and S to the scope of the Regulation.
- As from 1 September 2022, Contracting Parties applying this Regulation need not accept approvals to preceding series “first issued after 1 September 2022 or extensions thereof”.
- Why
- The proposal aimed to make the 06 series vehicle narrowband reference limits consistent with the CISPR 12 narrowband limits.
- Definitions were added for consistency with CISPR 12; charging mode set-ups and figures were updated in line with the last CISPR 12 and CISPR 25.
- The new transitional provisions for the 06 series are based on draft General Guidelines for UN regulatory procedures and transitional provisions (ECE/TRANS/WP.29/2017/107).
Q1What changed801 changes
Scope and definitions (paras. 1.1., 2.12. and 2.16. to 2.25.)
Paragraph 1.1. now lists vehicles of categories L, M, N, O, T, R and S, instead of L, M, N and O. Two footnotes now cite R.E.3 document ECE/TRANS/WP.29/78/Rev.6 instead of Rev.3. Paragraph 2.12. now says that the list of “Immunity related functions” “is not exhaustive and shall be adapted to the technical evolution of vehicle/technology”. The examples in paragraph 2.12. now include “indirect vision systems, blind spot systems” and “emergency calling systems”. New paragraphs 2.16. to 2.19. define “Mode 1” to “Mode 4” charging modes, each “as defined in IEC 61851-1”. New paragraphs 2.20. to 2.25. define “Signal/control port”, “Wired network port”, AAN, DC-charging-AN, AMN and “Outdoor Test Site (OTS)”.
RF-transmitter statement, approval number and approval marks (paras. 3.1.8., 3.1.9. and 5.1.)
The RF-transmitter statement of paragraph 3.1.8. now covers categories L6, L7, M, N, O, T, R and S, instead of M, N and O. Paragraph 3.1.9. is deleted; it said that vehicle type approval “shall be applied for both REESS and coupling system for charging the REESS”. Under paragraph 5.1., the first two digits of the approval number are now 06 instead of 05. The text under the approval marks now refers to the 06 series of amendments instead of the 05 series. The A4 size for drawings now applies “If submission is paper based”, and “Electronic submissions may be of any standard size”. Items 71. and 72. now refer to the charging harness instead of the charging cable.
Vehicle narrowband limits and vehicle emission tests (paras. 6.3.2.1. and 6.3.2.2., Annexes 4 and 5)
For Annex 5 measurements at 10.0 ± 0.2 m, paragraph 6.3.2.1. now sets 28 dB microvolts/m (30–230 MHz) and 35 dB microvolts/m (230–1,000 MHz). For Annex 5 measurements at 3.0 ± 0.05 m, paragraph 6.3.2.2. now sets 38 dB microvolts/m (30–230 MHz) and 45 dB microvolts/m (230–1,000 MHz). Before, the limits had three bands (30–75 MHz, 75–400 MHz and 400–1,000 MHz), with a limit increasing logarithmically in the 75–400 MHz band. In Annexes 4 and 5, the limits now apply to measurements in an absorber lined shielded enclosure (ALSE) or an outdoor test site (OTS). Under new “Antenna position” paragraphs, measurements must be made on the left and right sides of the vehicle. If the length of the vehicle is greater than the 3 dB beamwidth of the antenna, multiple antenna positions are necessary.
Vehicle immunity test modes and failure criteria (Annex 6)
In Annex 6, the “50 km/h cycle” and “Brake cycle” test conditions are now “50 km/h mode” and “Brake mode”. In “Brake mode”, the vehicle is “in a state that allows the braking system to operate normally, parking brake released, vehicle speed 0 km/h”, and the brake pedal is depressed “without any dynamic cycle”. The “50 km/h mode” rows now also cover specific warnings, the cluster, the rear view system and the brake pedal. For the “REESS charging mode” test, the failure criteria now add “Unexpected release of the parking brake” and loss of parking position for automatic transmission. For TLS, the field probe is now at the vehicle reference point, and for antennas, the four field probes are at the vehicle reference line. Paragraph 3.2. of Annex 6 now names vehicles of categories M, N, O, T, R and S for tests to ISO 11451-2.
ESA emission and immunity tests (Annexes 7 to 10)
In Annexes 7 and 8, the limits now apply to measurements in an absorber lined shielded enclosure (ALSE) or open area test site (OATS). In Annex 7 and 8 tables, scan and dwell times are now minimum values, and Annex 8 tables no longer have quasi-peak detector columns. In Annex 7, for ESAs in “REESS charging mode coupled to the power grid”, the power supply lead must be connected through an HV-AN (DC HV supply) and/or AMN (AC supply). In Annex 7, the “at least 80 per cent of its nominal value” rule for an adjustable current now names AC and DC charging separately. For DC charging, another value may be agreed with the type approval authorities. The ISO 11452-4 bench test now uses the substitution method with the injection probe at 150 mm, or the closed loop method at 900 mm.
Charging mode: wired network port, artificial networks and test set-ups (paras. 7.1.3. to 7.20.5., Appendix 8)
Paragraphs 7.6. and 7.14. and two annex titles now say “wired network port” instead of “network and telecommunication access”. AC power mains now go through AMN(s) and DC power mains through DC-charging-AN(s) as defined in Appendix 8. Appendix 8 now covers AN, HV-AN, DC-charging-AN, AMN and AAN; its title was “HV artificial network”. Table 18 of paragraph 7.19.1. no longer has a row for test pulse 4. In charging mode tests, all other equipment that the driver or passengers can switch ON must now be OFF, not “should be OFF”. Where not otherwise stated in Annex 16, the vehicle surge test is now performed according to IEC 61000-4-5 “for lightning transients (clause 4.2)”.
Transitional provisions (para. 13.) and list of standards
Paragraph 13. now has transitional provisions for the 05 series (13.1.) and the 06 series (13.2.); those for the 03 and 04 series are deleted. Under paragraph 13.2.1., no Contracting Party applying this Regulation may refuse to grant or accept 06 series approvals from “the official date of entry into force of the 06 series of amendments”. As from 1 September 2022, Contracting Parties applying this Regulation need not accept approvals to preceding series “first issued after 1 September 2022 or extensions thereof”. Under paragraph 13.2.3., Contracting Parties must continue to accept approvals to preceding series “for the vehicle type which are not equipped with a coupling system to charge the REESS, or for component or separate technical unit which doesn’t include a coupling part to charge the REESS which are not affected by the changes introduced by the 05 or 06 series of amendments”. The list of standards now cites ISO 11451-2 (fourth edition 2015), ISO 11451-4 (third edition 2013) and ISO 11452-4 (fourth edition 2011). ISO 7637-1 and IEC 61000-6-2 are deleted from the list, and IEC 61851-1 and CISPR 32 are added.
Q2Why it changed
- Proposed by
- Task Force on Electromagnetic Compatibility (TF EMC)
- Working party
- GRE, 80th session (October 2018)
Reasons
The 05 series vehicle broadband reference limits at 3 m and 10 m were consistent with CISPR 12, but the narrowband limits were not. It was proposed to make the 06 series narrowband limits consistent with the CISPR 12 narrowband ones. This means the CISPR 12 narrowband limit minus 2 dB, a more stringent requirement for type approval as defined in CISPR 12.

Definitions were added to be consistent with the last updates of CISPR 12, for example on charging modes and networks. In line with the last CISPR 12 and CISPR 25, fourth edition, the set-ups and figures for vehicles in charging mode were updated. The wording for artificial networks and for signal/control port and wired network port was also updated. “Charging harness” is used instead of “charging cable”.

The definition of “immunity related function” was updated due to the technology evolution. The description of vehicle modes and failure criteria for immunity tests was updated to be as precise as possible and to avoid discrepancies in application. The change from the facility to the vehicle reference point is for consistency with the last ISO 11451-2 update.
