UN R10 Supplement 3 (07 series) · UNECE Regulation No. 10 (ECE R10) — Uniform provisions concerning the approval of vehicles with regard to electromagnetic compatibility.
UN R10 — Supplement 3 to the 07 series of amendments
Supplement 2 → 3
- What changed
- Supplement 3 now takes into account vehicles of categories X and Y and conventional vehicles with an Automated Driving System (ADS).
- New paragraph 6.11. and new test tables in Annex 6 give special requirements for vehicles with an ADS.
- In the keys of Figures 3 to 6 of Appendix 8, R2 now discharges C2 to “< 50 Vdc within 20 s”, not “> 50 Vdc within 60 s”.
- Why
- The proposal aimed to fit the requirements for ADS into UN Regulation No. 10.
- The Regulation was first written for vehicles with a driver’s compartment and manual driving controls.
- The amendment intends to extend the Regulation to vehicles without a driver, a driver’s compartment or manual driving controls.
Q1What changed62 changes
Introduction for vehicles of categories X and Y and vehicles with an ADS (paras. 0. to 0.1.2.)
The new Introduction (paragraphs 0. to 0.1.2.) says that Supplement 3 takes into account vehicles of categories X and Y. It also takes into account conventional vehicles with an Automated Driving System (ADS). The amendment intends to extend the Regulation to vehicles without a driver, a driver’s compartment or manual driving controls. Under paragraph 0.1.2., a test of a vehicle with an ADS can use an ADS test configuration. The footnote on R.E.3 now refers to document ECE/TRANS/WP.29/78/Rev.8 and no longer to its paragraph 2.
The ADS in the scope and in the immunity related functions (paras. 1.3. and 2.12.)
Paragraph 1.3. now covers immunity to radiated and conducted disturbances for functions related to the direct control of the vehicle, including control by an ADS. It also covers disturbances which would cause confusion to the ADS. New item (g) of paragraph 2.12. adds functions related to the ADS which, when disturbed, result in degradation or change of performance. The items on the driver’s position, the driver’s visibility and optical disturbances now include the words “if applicable”. The examples in item (e) for vehicle statutory data now also name the event data recorder and the data storage system for Automated Driving (DSSAD).
Definitions and approval documents (paras. 2.9.4., 2.26. to 2.33. and 3.1.9., Annexes 2A and 3A)
This supplement deletes the definitions of “Automated Driving System (ADS)” and “Dynamic Driving Task (DDT)” in paragraphs 2.26. and 2.27., with their note and footnote. Former paragraphs 2.28. to 2.34. get new numbers, and new paragraph 2.32. defines “ADS test configuration”. New paragraph 2.9.4. adds the item “Presence of an ADS”. Under new paragraph 3.1.9., if a fitted driver’s seat is not the front seat nearest to the opposing traffic, the applicant must specify its position. The information document in Annex 2A gets new items 74. and 75. on the ADS. The Appendix to the communication in Annex 3A gets new item 7. on the ADS, and former item 7. becomes item 8.
Special requirements for vehicles with an ADS (paras. 6.11. to 6.11.3. and 9.3.2.)
If not otherwise specified, requirements related to the “driver” or “manual operation” assume that no ADS feature is active. If the ADS cannot be fully activated or function normally in the EMC test environment, the manufacturer must propose alternative methods and/or test configurations. These methods need the agreement of the Type Approval Authority, and the test report must record and describe them. An alternative method with ESA immunity tests to Annex 9 does not need E-marking of the ESA. For this method, a laboratory accredited to ISO 17025 and recognized by the Type Approval Authority must prepare the test report. In paragraph 9.3.2. on conformity of production for immunity to electromagnetic radiation, the degradation criterion now also names direct control by the ADS.
The ADS in the general test conditions (Annexes 4, 5 and 6)
In Annex 4, paragraph 2.1.2., and Annex 5, paragraph 2.3., the ADS now joins the driver and passenger who can switch on the equipment permanently. Under Annex 6, paragraph 2.1.1.3., equipment that the driver, passenger or ADS can switch on permanently now “shall” be in normal operation, not “should”. Under paragraph 2.1.1.4., all other systems that affect the driver’s or ADS feature’s control of the vehicle must be on as in normal operation. Paragraph 2.1.2. covers electrical/electronic systems which form an integral part of the immunity related functions and will not operate under the conditions of paragraph 2.1. For these systems, the manufacturer can still give the Technical Service a report or additional evidence, but no longer for an ADS. Under paragraph 2.2.1.3., all other equipment that the driver, passenger or ADS can switch ON must be OFF.
New ADS test modes and changes to the test tables (Annex 6)
For vehicles with an ADS, Annex 6 now requires the “Active ADS Mode” in addition to the other test conditions. In this mode, the ADS feature performs the DDT as the manufacturer’s test plan defines, and one failure criterion is “Any degradation in ADS performance which impacts immunity related functions”. A new “Brake mode” with active ADS also applies if the braking mode cannot be applied with the ADS operational but without ADS features activated. In the “50 km/h mode” and “Brake mode” tables, the ADS must now be operational but without ADS features activated, with the failure criterion “Unexpected behaviour of ADS”. This supplement deletes the criterion “ADS does not remain in a failure safe mode or expected failure operational mode” from both tables and deletes paragraph 2.1.1.5. on these modes. In the “50 km/h mode” table, the direction indicator on the side nearest to the opposing traffic is now ON, not the one on the driver’s side.
Discharge of capacitor C2 in the HV-AN and DC-charging-AN (Appendix 8, Figures 3 to 6)
In the keys of Figures 3 to 6 of Appendix 8, resistor R2 (1 MΩ) now discharges capacitor C2 to < 50 Vdc within 20 s. Before, these keys read “discharging C2 to > 50 Vdc within 60 s”. The title of Figure 3 now reads “Example of 5 μH HV-AN schematic”.
