UN R148 Supplement 4 (00 series) · UNECE Regulation No. 148 (ECE R148) — Uniform provisions concerning the approval of light-signalling devices (lamps) for power-driven vehicles and their trailers.

UN R148 — Supplement 4 to the 00 series of amendments

Supplement 3 → 4

Adopted at the WP.29 186th sessionEntry into force 2022-10-08
What changed
  • Paragraph 5.11.3. now groups the illuminated areas in categories 1a, 1b, 1c, 2a, 2b, 1 and 2, each with a minimum illuminated area. Category 1c is for use on agricultural or forestry tractors, and categories 1 and 2 are for use on a vehicle of category L.
  • In paragraph 5.10.2., the formula for the vertical minimum angle now reads φmin = arctan ((1-h)/10), where h is mounting height in m.
  • In point (b) of paragraph 5.4.4.2., the note in the communication form now refers to “a tell-tale indicating failure” instead of “an operating tell-tale”.
Why
  • The proposal aims to insert missing text and to correct errors inadvertently introduced in the new UN Regulation No. 148.
  • The explanation for the categories of the illuminated area was unintentionally omitted in the original text of UN Regulation No. 148.
  • For daytime running lamps, the change from “operating tell-tale” to “tell-tale indicating failure” was introduced in UN Regulation No. 87, but not in UN Regulation No. 148.

Illuminated area categories for rear-registration plate illuminating lamps (para. 5.11.3.)

Paragraph 5.11.3. now states that, for the approval of this device, the illumination of the space to be occupied by the plate is determined. Category 1a is an illuminated area of at least 340 x 240 mm, and category 1b of at least 520 x 120 mm. Category 1c is at least 255 x 165 mm, for use on agricultural or forestry tractors. Category 2a is at least 330 x 165 mm, and category 2b is at least 440 x 220 mm. Categories 1 (at least 130 x 240 mm) and 2 (at least 200 x 280 mm) are for use on a vehicle of category L.

For the approval of this device, the illumination of the space to be occupied by the plate is determined. The illuminated areas are grouped in the following categories:
Category 1a: illuminated area of at least 340 x 240 mm (Figure A3-IX).

Formula for the vertical minimum angle φmin (para. 5.10.2.)

Paragraph 5.10.2. limits the light emitted directly towards the side, the front or the rear of the vehicle to 0.5 cd within the angular field. The formula for the vertical minimum angle φmin now reads φmin = arctan ((1-h)/10), where h is mounting height in m. Before this supplement, the formula read φmin = arctan (1-mounting height)/10.

φmin = arctan (1-mounting height((1-h)/10; ); where h is mounting height in m

Tell-tale note for daytime running lamps (para. 5.4.4.2., point (b))

Paragraph 5.4.4.2. applies in case of failure of any one light source in a single lamp containing more than one light source. In point (b), the communication form note now says the lamp is only for use on a vehicle fitted with a tell-tale indicating failure. Before this supplement, the note referred to “an operating tell-tale”.

The light intensity in the axis of reference shall be at least 50 per cent of the minimum intensity required, provided that a note in the communication form states that the lamp is only for use on a vehicle fitted with an operating a tell-tale indicating failure.

Marking examples (Figures A7-III and A7-IV)

The drawings of Figure A7-III and Figure A7-IV are changed. In the text below Figure A7-III, item (a) now reads “A retro-reflector of class IA” instead of “class 1A”. The approval statement for all these lamps (functions) now also names UN Regulation No. 150 (150R), original series of amendments.

Q2Why it changed

Proposed by
Informal Working Group on Simplification of Lighting and Light-Signalling Regulations (IWG SLR)
Working party
GRE, 85th session (October 2021)

Reasons

  • The explanation for the categories of the illuminated area exists in the frozen UN Regulations Nos. 4 and 50. It was unintentionally omitted in the original text of UN Regulation No. 148. The proposal is intended to re-introduce this explanation under paragraph 5.11.3.

    Sources (2)
“The explanation for the categories of the illuminated area, existing in the frozen UN Regulations Nos. 4 ("Definitions") and 50 (paragraph 1. of Annex 5), were unintentionally omitted in the original text of UN Regulation No.148.”
“This proposal is intended to re-introduce such an explanation under paragraph 5.11.3.”
  • The missing information for the category of the illuminated area was given with reference to the relevant rear registration plate.

  • For daytime running lamps, the requirement for an “operating tell-tale” has been modified to a “tell-tale indicating failure”. This modification was introduced with Supplement 18 to the original series of amendments to UN Regulation No. 87, but not in UN Regulation No. 148.

  • Some errors have been identified in Figures A7-III and A7-IV, and the proposal corrects these figures.

“Some errors have been identified in figures A7-III and A7-IV. This proposal also corrects these figures.”
  • Proposer's reason (informal document GRE-85-11)

In paragraph 5.10.2., the lack of two parentheses in the angular field formula leads to wrong results. Also, the value “h” was not indicated in the formula.

Submitted by GRE Informal Working Group on Simplification of Lighting and Light-Signalling Regulations (IWG SLR). Working party adoption: ECE/TRANS/WP.29/GRE/85, para. 8.
