UN R148 Supplement 6 (01 series) · UNECE Regulation No. 148 (ECE R148) — Uniform provisions concerning the approval of light-signalling devices (lamps) for power-driven vehicles and their trailers.

UN R148 — Supplement 6 to the 01 series of amendments

Supplement 5 → 6

Adopted at the WP.29 198th sessionEntry into force 2026-09-30
What changed
  • Former paragraphs 3.3.3. and 3.3.3.1. and Figure II on the Unique Identifier (UI) are deleted. Former paragraph 3.3.3.1. said that the approval marking as defined in paragraph 3.3.2. may be replaced by the Unique Identifier, if available.
  • Paragraph 3.3.3.6. applies to an electronic light source control gear or variable luminous intensity control. It applies when this is part of the lamp, but not included into the lamp body. Such a control gear or control must now be marked with its identification number and the name of the manufacturer. Before, the lamp had to bear these markings.
  • Annex 3, paragraph 1.1. now adds the words “which shall be mathematically rounded down to three significant digits” to the sentence on the values shown in Figures A3-I to A3-XV.
Why
  • The proposals from the Netherlands aim to take on board the recent amendments to Schedule 5 of the 1958 Agreement on the Unique Identifier (UI).
  • GTB proposed to correct an editorial error in the markings for light source control gear.
  • Specifying the calculation method makes it clear how to calculate acceptance values in the grid.

Q1What changed35 changes

Unique Identifier (UI) deleted (former paras. 3.3.3. and 3.3.3.1., Figure II, Introduction)

This supplement deletes former paragraphs 3.3.3. and 3.3.3.1. and Figure II on the Unique Identifier (UI). Former paragraph 3.3.3.1. said that the approval marking as defined in paragraph 3.3.2. may be replaced by the Unique Identifier, if available. The last paragraph of the Introduction, on the use of the Unique Identifier, is also deleted.

Unique Identifier (UI)

Unique Identifier removed from other paragraphs and Annex 1

The words on the Unique Identifier are deleted from paragraphs 3.1.2.1.(d), 3.3.1.1., 3.3.3.1., 3.3.4.1. to 3.3.4.3., 3.3.4.5. and 3.3.5.1. For the specific identification code of a light source module, the option “or by the Unique Identifier without the truncated circle” is deleted. In Annex 1, the entry “Unique Identifier (UI) (If applicable)” is deleted. In item 10, the words “or Unique Identifier (UI)” are deleted.

The space reserved and the arrangement intended for the approval marking or the “Unique Identifier”;;
Every device belonging to an approved type shall comprise a space of sufficient size for the Unique Identifier as referred to in the 1958 Agreement and other markings as defined in paragraphs 3.3.4.2. to 3.3.4.6. or the approval marking and other markings as defined in paragraphs 3.3.4.23.3.3.2. to 3.3.4.63.3.3.6.

Marking of a separate light source control gear (para. 3.3.3.6.)

Paragraph 3.3.3.6. applies to an electronic light source control gear or variable luminous intensity control. It applies when this is part of the lamp, but not included into the lamp body. Such a control gear or control must now be marked with its identification number and the name of the manufacturer. Before, the lamp had to bear its identification number and the name of the manufacturer.

In case an An electronic light source control gear or variable luminous intensity control being part of the lamp, but not included into the lamp body, the lamp shall bear be marked with its identification number and the name of the manufacturer.

Rounding of minimum intensities (Annex 3, para. 1.1.)

Unless specified otherwise, the values in Figures A3-I to A3-XV give the minimum intensities as a percentage of the minimum intensities required. Paragraph 1.1. now adds the words “which shall be mathematically rounded down to three significant digits” at the end of this sentence.

The direction H = 0° and V = 0° corresponds to the reference axis. (On the vehicle, it is horizontal, parallel to the median longitudinal plane of the vehicle and oriented in the required direction of visibility.) It passes through the centre of reference. Unless specified otherwise, the values shown in Figures A3-I to A3-XV give, for the various directions of measurement, the minimum intensities as a percentage of the minimum intensities required, which shall be mathematically rounded down to three significant digits.

Paragraphs 3.3.4. to 3.3.6. renumbered as 3.3.3. to 3.3.5., with updated references

Paragraphs 3.3.4. to 3.3.6. and their subparagraphs are renumbered as paragraphs 3.3.3. to 3.3.5. References to the renumbered paragraphs, for example in paragraphs 3.3.4.6. and 3.3.4.7., now use the new numbers. In Annex 7, Figure A7-IV (marking example 4) now refers to paragraph 3.3.4.4. instead of paragraph 3.3.5.4.

Q2Why it changed

Proposed by
Expert from the International Automotive Lighting and Light-Signalling Expert Group (GTB); the Netherlands (Unique Identifier deletion)
Working party
GRE, 93rd session (October 2025)

Reasons

  • The expert from the Netherlands submitted a package of amendment proposals to UN Regulations Nos. 148, 149 and 150. Their aim was to take on board the recent amendments to Schedule 5 of the 1958 Agreement on the Unique Identifier (UI). GRE adopted these proposals.

“submitted by the expert from Netherlands (Kingdom of the) with the aim to take onboard the recent amendments to Schedule 5 of the 1958 Agreement on the Unique Identifier (UI)”
“GRE adopted these proposals and decided to merge them with other possible amendment proposals to the same series of amendments before submitting to WP.29.”
  • Until the 00 series of amendments to UN Regulation No. 148, two markings are required on the electronic light source control gear. These are the name of the manufacturer and the identification number of the light source control gear. In the 01 series of amendments, these markings are required to be on the lamp. This seems to be an unintentional error. To avoid confusion, the proposal amends the paragraph as it was in the original series of amendments.

“In order to avoid confusion by this editorial error, it is proposed to amend paragraph 3.3.4.6. as it was in the original series of amendments to UN Regulation No. 148.”
  • Calculating the acceptance criteria from the relative values in the measurement grid may result in a requirement with more than 3 significant digits. Specifying the calculation method makes it clear how to calculate acceptance values in the grid.

“The calculation of the acceptance criteria based on the relative values given in the measurement grid may result in a requirement having more than 3 significant digits.”
“By specifying the calculation method, it becomes clear how to calculate acceptance values in the grid”
  • Proposer's reason (informal document GRE-92-14)

The Schedule 5 amendment means that the UI marking cannot be applied 'by default' any more. As the UI concept was not yet implemented into the UNECE secure internet database 'DETA', UI markings could not have been applied yet. For this reason, a Supplement is considered appropriate.

Submitted by The Netherlands. Working party adoption: ECE/TRANS/WP.29/GRE/93, para. 9.
