UN R148 — Supplement 1 to the 01 series of amendments
Base text → Supplement 1
- What changed
- The Introduction has a new paragraph at its end about approval markings and the use of the 'Unique Identifier'.
- When the 'Unique Identifier' is used, there is no requirement for the lamps to carry the conventional type approval markings (E-mark).
- The 'Unique Identifier' can only be used if this Regulation defines the corresponding Summary Document and the database gives access to it.
- Why
- GRE noted that the use of the Unique Identifier for a particular UN Regulation should only be possible when two conditions are met.
- The European Commission said that using the Unique Identifier before these conditions are met would make roadworthiness and PTI inspections harder.
Q1What changed1 change
New paragraph on the 'Unique Identifier' at the end of the Introduction
The Introduction now ends with a new paragraph on approval markings and the 'Unique Identifier'. This Regulation includes the requirements for the use of the 'Unique Identifier' and is conditional upon access to a secure internet database established by UNECE. This database holds all type approval documentation. When the 'Unique Identifier' is used, there is no requirement for the lamps to carry the conventional type approval markings (E-mark). If it is technically not possible to use the 'Unique Identifier', the conventional type approval markings are required until its use is enabled. The use of the 'Unique Identifier' is only possible if this Regulation defines the corresponding Summary Document and the database gives access to it.
Q2Why it changed
- Proposed by
- European Commission
- Working party
- GRE, 87th session (October 2022)
Reasons
GRE noted that the use of the Unique Identifier for a particular UN Regulation should only be possible when two conditions are met. The conditions are that the corresponding Summary Document has been defined in the Regulation and DETA is providing access to it. To stress these requirements, the expert from EC proposed the amendment.

“DETA is providing access to the Summary Document”
“To stress these requirements, the expert from EC proposed an amendment (GRE-87-24-Rev.1).”
Proposer's reason (informal document GRE-87-24-Rev.1)
Several aspects of the Unique Identifier are pending to be defined. The proposed text is meant to make sure that the Unique Identifier is used after the conditions for its application are fully defined. Allowing its use before these conditions are met would make roadworthiness and PTI inspections more difficult.
Submitted by European Commission. Working party adoption: ECE/TRANS/WP.29/GRE/87, para. 10.
