UN R148 Supplement 6 (00 series) · UNECE Regulation No. 148 (ECE R148) — Uniform provisions concerning the approval of light-signalling devices (lamps) for power-driven vehicles and their trailers.
UN R148 — Supplement 6 to the 00 series of amendments
Supplement 5 → 6
- What changed
- Under new paragraph 5.4.1.1., the reduced designed maximum luminous intensity of a daytime running lamp must not exceed 140 cd. It applies when the luminous intensity is intended to be reduced according to paragraph 6.19.7. of UN Regulation No. 48 (08 or later series).
- Annex 1 has a new item 9.1.5.2. with a yes/no answer. It states whether the daytime running lamp is intended to be reduced so that the maximum luminous intensity does not exceed 140 cd.
- Item 9.3. of Annex 1 now also lists the parking lamp, reversing lamp, rear fog lamp and side marker lamp. The item states whether the listed lamps are only for use on a vehicle fitted with a tell-tale indicating failure.
- Why
- The 08 and 09 series of UN Regulation No. 48 refer to an indication for a reduced daytime running lamp in the communication form. The form had no such indication.
- Paragraph 5.4.1.1. was added to make the text consistent with UN Regulation No. 48.
- Item 9.3. of the communication form did not match the body text, because some lamp functions in paragraph 4.6.1.2., point (b) were missing.
Q1What changed4 changes
Maximum intensity of a reduced daytime running lamp (para. 5.4.1.1.)
Paragraph 5.4.1.1. is new and applies to a daytime running lamp whose luminous intensity is intended to be reduced. The paragraph links this reduction to the relevant requirements of paragraph 6.19.7. of the 08 or later series of amendments to UN Regulation No. 48. In this case, the reduced designed maximum luminous intensity must not exceed 140 cd.
Daytime running lamp items in the communication form (Annex 1, items 9.1.5.1. and 9.1.5.2.)
The communication form has a new item 9.1.5.2. with a yes/no answer. It states whether the daytime running lamp is intended to be reduced so that the maximum luminous intensity does not exceed 140 cd. Item 9.1.5.1. now starts with “The maximum luminous intensity” instead of “Maximum luminous intensity”. The 700 cd value of item 9.1.5.1. does not change.
Lamps for use with a tell-tale indicating failure (Annex 1, item 9.3.)
Item 9.3. gives a yes/no answer on whether the listed lamps are only for use on a vehicle fitted with a tell-tale indicating failure. The item now also lists the parking lamp, reversing lamp, rear fog lamp and side marker lamp. Before this supplement, the list had the front position lamp, rear position lamp, stop lamp, end-outline marker lamp and daytime running lamp.

- GRE, 90th session (April–May 2024)
Reasons
The 08 and 09 series of UN Regulation No. 48 refer to an indication in the communication form of UN Regulation No. 148. It applies if a daytime running lamp is reduced to not more than 140 cd during the entire operation of the front direction-indicator.

“In the 08 and 09 series of amendments to UN Regulation No. 48 (paragraphs 6.19.7.6. and 6.19.7.7.2.) there is a reference to an indication in the communication form of UN Regulation No. 148”
“if a daytime running lamp (DRL) is reduced during the entire period of operation of the front direction-indicator, to attain not more than 140 cd”
UN Regulation No. 148 had no such indication in its communication form. To close this gap, the proposal inserts the indication in item 9.1.5. of Annex 1.
Sources (2)
“It was noticed that in UN Regulation No. 148, there is currently no such indication in the related communication form.”
“To close this gap, it is proposed to insert such an indication in the communication form (item 9.1.5. of Annex 1)”
Paragraph 5.4.1.1. was added to make the text consistent with UN Regulation No. 48.
Source
“by adding paragraph 5.4.1.1., to make the text consistent with UN Regulation No. 48”
The body text and the communication form did not match. Paragraph 4.6.1.2., point (b) lists all functions of UN Regulation No. 48 that may produce a signal for activation of a tell-tale indicating failure. In this case, it asks for a note in the communication form.
Sources (2)
“A mismatch has been identified between the bodytext of UN Regulation No. 148 and the communication form (Annex 1).”
“Paragraph 4.6.1.2. (b) provides a list of all functions of UN Regulation No. 48 which may produce a signal for activation of a “tell-tale indicating failure””
Item 9.3. of Annex 1 did not list the reversing lamp, rear fog lamp and side marker lamp. In the 00 series, the parking lamp was also missing.
Sources (2)
“the functions of reversing lamp, rear fog lamp and side marker lamp are currently missing in the relevant item 9.3. of Annex 1”
“In the 00 series of amendments to UN Regulation No. 148, also the function “parking lamp” is missing in item 9.3. of Annex 1.”
