UN R49 Supplement 10 (05 series) · UNECE Regulation No. 49 (ECE R49) — Uniform provisions concerning the measures to be taken against the emission of gaseous and particulate pollutants from compression-ignition engines and positive ignition engines for use in vehicles.
UN R49 — Supplement 10 to the 05 series of amendments
Supplement 9 → 10
- What changed
- For oxides of nitrogen at the ESC random checkpoints, paragraph 5.2.3.1. adds “or the limit values in Table 1 in paragraph 5.2.1., whichever is greater”.
- In Annex 6, new paragraph 5. requires the final test result to be rounded to the number of decimal places of the applicable emission standard.
- Why
- For engines with much lower emission levels than specified for EURO IV/V, the 10 per cent tolerance band is below the accuracy of the method.
- The proposal enables the certification of Euro VI derived engine types for specific markets according to the 05 series of amendments.
- The 05 series of amendments do not specify a rounding method for calculating the test results according to Annex 4A.
Q1What changed3 changes
Oxides of nitrogen at random checkpoints in the ESC test (para. 5.2.3.1.)
Paragraph 5.2.3.1. covers the specific mass of the oxides of nitrogen measured at the random checkpoints within the control area of the ESC test. The earlier text already limited this mass to 10 per cent above the values interpolated from the adjacent test modes. The amended text adds “or the limit values in Table 1 in paragraph 5.2.1., whichever is greater”. Before this supplement, the paragraph did not refer to the limit values in Table 1. The words “check points” are now “checkpoints”.
Rounding of the final test result (Annex 6, para. 5.)
Annex 6 has a new paragraph 5. with the heading “Rounding”. The final test result must be rounded to the number of places to match the number of decimal places of the applicable emission standard. No rounding of intermediate values leading to the final break-specific emission result is permitted.
Q2Why it changed
- Proposed by
- Expert from the International Organization of Motor Vehicle Manufacturers (OICA)
- Working party
- GRPE, 76th session (January 2018)
Reasons
The proposal states that the current provisions prevent the introduction of engines with much lower emission levels than specified for EURO IV/V. For these very low emission values, the 10 per cent tolerance band is below the accuracy of the method.

“Current provisions prevent from introducing engines with much lower emission levels than specified for EURO IV/V (e.g. Euro VI < 0.4 g/kWh).”
“The 10 per cent tolerance band of these very low emission values are below the accuracy of this method (measurement, interpolation, etc…).”
The provision was defined for EURO IV/V engines, and low emission engines (EURO VI) cannot fulfil it. The proposal enables the certification of Euro VI derived engine types for specific markets according to the 05 series of amendments.

“The provision was defined for EURO IV/V engines and lead to the fact that low emission engines (EURO VI) cannot fulfil the provisions.”
“The proposal enables to certify Euro VI derived engine types for specific markets according to the 05 series of amendments to Regulation No. 49.”
The 05 series of amendments do not specify a rounding method for calculating the test results according to the requirements in Annex 4A. The proposal points out a calculation example in Annex 6 and states that this leads to different interpretation. It states that adding paragraph 5. to Annex 6 will clarify it.

“The 05 series of amendments to Regulation No. 49 do not specify rounding method for calculating the test results according to the requirements in Annex 4A.”
“A Calculation example is pointed out in Annex 6. This leads to different interpretation.”
“Adding proposed paragraph 5. to Annex 6 will clarify it.”
The proposal is in line with the applied practice when the Regulation was applied in the European Union in the past (EURO III to V). It also follows general mathematic rounding principles. It is also in line with the rounding method applied by the Environmental Protection Agency in the United States of America.
