New Addendum to the type approval communication (Annex 2B)

Annex 2B has a new Addendum to the type approval communication of a vehicle type with an approved engine. Its items include engine particulars, installation conditions, emission levels of the engine/parent engine and power measurement. Tables 4, 5, 6, 6a and 7 are for the WHSC, WHTC, idle and PEMS demonstration tests and the engine power measured on test bench. Items 1.6. and 1.7. are for approvals for vehicles for export, replacement engines for vehicles in use and alternative approvals. In Section II, items 1. and 5. now end with “see Addendum”. Section II now also lists the attachments: the information package and the test report.

Reference for CO2 and fuel consumption reporting (Annexes 2B and 2C)

The final paragraph of Annexes 2B and 2C now refers to Appendix 1 to Annex 12, not to Annex 8 of Regulation No. 101. The paragraph is about the reporting of the CO2 emissions and fuel consumption. It applies to an extension to the type approval of a vehicle with a reference mass exceeding 2,380 kg but not exceeding 2,610 kg.

In the case of an extension to the type approval of a vehicle with a reference mass exceeding 2,380 kg but not exceeding 2,610 kg, the reporting of the CO2 emissions (g/km) and fuel consumption (l/100 km) shall be included in accordance with Appendix 1 to Annex 8 of Regulation No. 101.12.

“Test number” row in Table 7 (Annexes 2A and 2C)

In Table 7 of the Addendum to Annex 2A and of the Addendum to Annex 2C, empty cells now read “Test number” and 1 to 7.

Test number 1 2 3 4 5 6 7

Example approval marks with the 07 series (Annex 3)

The texts that explain the example approval marks in Annex 3 now say “07 series of amendments”, not “06 series of amendments”. In the text for the HL natural gas engine/vehicle example, “06 series of amendments” is now “07 series of amendments”. The amendment also replaces “06 series” or “06” with “07 series” or “07” in the example approval marks.

The preceding approval mark affixed to an engine or vehicle in conformity with paragraph 4. of this Regulation shows that the engine or vehicle type concerned has been approved in Sweden (E5), pursuant to Regulation No. 49, 06 07 series of amendments under approval number 2439. The letter after the approval number denotes the stage of requirements detailed in Table 1 (in this case Stage A). In addition, a separate suffix after the national symbol (and above the Regulation number) indicates the engine type as assigned in Table 2 (in this case "D" for diesel).

Paragraph range in Annex 4, para. 9.3.2.1.

Paragraph 9.3.2.1. of Annex 4 now says “Paragraphs 9.3.2.2. to 9.3.2.7. describe the measurement principles to be used”. Before this supplement, the range was “9.3.2.2. to 9.2.3.7.”.

Paragraphs 9.3.2.2. to 9.2.3.79.3.2.7. describe the measurement principles to be used. A detailed description of the measurement systems is given in Appendix 2 to this annex. The gases to be measured shall be analyzed with the following instruments. For non-linear analyzers, the use of linearizing circuits is permitted.

Paragraphs A.1.2.1.2. and A.1.2.1.3. deleted (Appendix 1 to Annex 12)

Paragraphs A.1.2.1.2. and A.1.2.1.3. of Appendix 1 to Annex 12 are deleted. Paragraph A.1.2.1.2. said how paragraph 5.2.4. of Regulation No. 101 must be understood. It covered the density of the test fuel and the fixed values of the hydrogen-carbon-oxygen ratio. Paragraph A.1.2.1.3. said how paragraph 1.4.3. of Annex 6 of Regulation No. 101 must be understood. It gave the fuel consumption formulae for petrol, LPG, NG/biomethane, ethanol and diesel.

Paragraph 5.2.4. of Regulation No.101 shall be understood as follows:
(1) Density: measured on the test fuel according to ISO 3675 or an equivalent method. For petrol, diesel, ethanol (E85) and ethanol for dedicated C.I. engines (ED95) the density measured at 288 K (15 °C) will be used; for LPG and natural gas/biomethane a reference density shall be used, as follows:

Q2Why it changed

Proposed by
United Kingdom of Great Britain and Northern Ireland, with an addition from the European Commission
Working party
GRPE, 85th session (January 2022)

Reasons

  • Before this supplement, Annex 2B did not include an addendum, unlike Annex 2A and Annex 2C. An addendum modelled on theirs would provide relevant additional information for the approval of a vehicle type with an approved engine.

    Sources (2)
“Currently, Annex 2B (communication concerning the approval of a vehicle type with an approved engine with regard to the emission of pollutants) does not include an addendum, unlike Annex 2A”
“including an addendum modelled on the existing addendum to Annex 2A and Annex 2C) would therefore provide relevant additional information for the case of the approval of a vehicle type with an approved engine.”
  • Annexes 2B and 2C referred to Annex 8 of Regulation No. 101 for the reporting of CO2 emissions and fuel consumption. This applied to vehicles with a reference mass exceeding 2,380 kg but not exceeding 2,610 kg. The 07 series of amendments introduced provisions on CO2 determination from Annex A1 of Regulation No. 154 as new requirements for these vehicles. These provisions are set out in Appendix 1 to Annex 12. The new reference would therefore provide alignment with the 07 series of amendments.

    Sources (3)
“Annex 2B and Annex 2C reference Annex 8 of Regulation No. 101 for the reporting of the CO2 emissions and fuel consumption in vehicles with a reference mass exceeding 2,380 kg but not exceeding 2,610 kg.”
“The recent 07 series of amendments introduced provisions relating to CO2 determination from Annex A1 of Regulation No. 154 as new requirements for the above mentioned vehicles (as set out in Appendix 1 to Annex 12)”
“Amendment of Annex 2B and Annex 2C to reference Appendix 1 to Annex 12 instead of Annex 8 of Regulation No. 101 would therefore provide alignment with the 07 series of amendments.”

  • Be ready to give the data that the new Annex 2B Addendum lists, for example the ECU software calibration number.
  • Base your CO2 and fuel consumption reporting on Appendix 1 to Annex 12, not Annex 8 of Regulation No. 101. This applies to an extension for a vehicle with a reference mass exceeding 2,380 kg but not exceeding 2,610 kg.
  • Remove references to the deleted paragraphs A.1.2.1.2. and A.1.2.1.3. from your documents.

Component supplier

  • No direct action for this role.

Technical service / Approval authority

  • Be ready to give the WHSC, WHTC, idle test and PEMS demonstration results that the new Annex 2B Addendum lists.
  • Check CO2 and fuel consumption reporting against Appendix 1 to Annex 12, not Annex 8 of Regulation No. 101. This applies to an extension for a vehicle with a reference mass exceeding 2,380 kg but not exceeding 2,610 kg.
