UN R49 — Supplement 4 to the 07 series of amendments
Supplement 3 → 4
- What changed
- Annex 11 and related paragraphs now name the “vehicle user warning system” and the “vehicle user inducement system”. New paragraph 2.68. defines “vehicle user”, in the context of this Regulation, as a driver or ADS user.
- The malfunction indication (2.35.), the Annex 11 warning system (4.1.) and the Annex 15 dual-fuel mode indicator can now send a signal to the ADS.
- For categories X and Y, new rules cover the reference and unladen mass, in-service conformity tests, the OBD connector and the reagent level indicator.
- Why
- The changes are required to include vehicles with Automated Driving Systems in the Regulation.
- Vehicles of categories X and Y have no driver, and definitions that refer to a driver might not apply to vehicles with an ADS.
- Driver messages and warnings change so that the requirements suit vehicles with and without a human driver.
Q1What changed170 changes
New definitions of vehicle user and ADS user (paras. 2.68. and 2.69.)
New paragraph 2.68. defines “vehicle user”, in the context of this Regulation, as a driver or ADS user. New paragraph 2.69. defines “ADS user” as a human user of an Automated Driving System, as defined in UN Regulation No. [ADS]. New footnote 3 says that the driver may be understood as the vehicle user. It also says that existing documentation that refers to a driver remains valid in case of modification and extension of previously approved types. The later footnotes have new numbers. Their text does not change.
Masses of category X and Y vehicles and R.E.3 references (paras. 2.55. and 2.62.)
In the reference mass (2.55.) of vehicles of categories X and Y, the mass of the driver is not subtracted. For these vehicles, the additional mass is 25 kg. For other vehicles, the additional mass is 100 kg. In the unladen mass (2.62.) of vehicles of categories X and Y, the mass of the driver is not subtracted either. Five footnotes that refer to the Consolidated Resolution on the Construction of Vehicles (R.E.3) now refer to document ECE/TRANS/WP.29/78/Rev.8 and a new web address. Before this supplement, they referred to earlier revisions.
Vehicle user warning and inducement systems (Annex 11 and related paragraphs)
Annex 11 and its appendices now use the names “vehicle user warning system” and “vehicle user inducement system”. Before this supplement, Annex 11 used “driver warning system” and “driver inducement system”, or only “warning system” and “inducement system”. Paragraphs 3.1.3., 3.2.3., 3.3.3. and 5.1.4.2., Annex 1 and Annex 2D also use the new names. The use and repair cases that illustrate the activation and deactivation mechanisms now describe the actions without the driver, for example “the reagent tank is refilled”. In paragraphs 6.2.1., 7.3.1. and 7.3.2., only the names change, and the limits stay the same.
Information to the vehicle user and signals to the ADS (para. 2.35., Annexes 9B, 11 and 15)
In paragraph 2.35., “Malfunction indicator” becomes “Malfunction indication”, and “informs the driver” becomes “informs the vehicle user and/or sends a signal to the ADS”. In Annex 9B, the alert system now informs the vehicle user and/or sends a signal to the ADS or any other interested party. In Annex 11, the vehicle user warning system informs the vehicle user and/or sends a signal to the ADS, as applicable. While an ADS feature is active, Annex 11 warnings to the vehicle user are understood as warning signals sent to the ADS. The “disable after restart” system of Annex 11 also limits the vehicle speed after an engine shut-down at the request of the ADS, as applicable. In Annex 15, the dual-fuel mode indicator and the dual-fuel warning system now address the vehicle user and/or the ADS, as applicable.
Reagent level indicator and categories X and Y (Annex 11, para. 6.1.)
The requirement for a dashboard reagent level indicator in paragraph 6.1. now applies only to vehicles other than those of categories X and Y. Before this supplement, the paragraph did not name categories X and Y. In the text that GRPE sent to WP.29 and AC.1, paragraph 6.1. did not name categories X and Y. In paragraph 6.1., the words on categories X and Y come from Annex VI of document ECE/TRANS/WP.29/1192, which AC.1 adopted with the text. The text “Reagent indicator” at paragraph 6.1. is deleted.
In-service conformity tests for vehicles with an ADS (Annex 8, para. 1.2.)
For vehicles of categories X and Y, all tests of Annex 8 must be done and all respective requirements met. Their in-service conformity test must use dedicated methods, for example way points for the test route, and accurately reflect normal driving patterns. For vehicles with an ADS other than categories X and Y, the in-service conformity test must be done at least in the manual driving mode. For them, ADS-mode tests are not necessary if the manufacturer shows the Type Approval Authority the same compliance level whilst an ADS feature is active. At the request of the Type Approval Authority, testing to check this must be done. Annex 10 also applies these provisions to vehicles with an ADS, and Annex 8 adds the ADS next to the usual professional driver.
OBD connector, torque demand signal and idle condition (Annexes 9B and 9C)
In Annex 9B, the paragraph on the connector location (4.7.3.3.) now says that all its applicable provisions apply to vehicles of categories X and Y. For this paragraph, “driver’s side” may be understood as either side of the vehicle. Without a steering wheel, the connector must be at a height outside the normal field of view of the occupant seated nearest to it. In Table 2 of Annex 9B, Appendix 5, “Driver’s demand engine torque” becomes “Engine torque demand”. A new note (1) under this table says that the signal name and definition according to the applicable ISO or SAE standard remain valid. In Annex 9C, the idle example now says “no engine torque demand or engine speed demand beyond idle”, not “accelerator pedal released by driver”.
Q2Why it changed
- Proposed by
- Experts from the Task Force AVRS
- Working party
- GRPE, 94th session (March 2026)
Reasons
The changes are required to include vehicles with Automated Driving Systems in the Regulation. The references to R.E.3 are updated to include vehicles with an ADS. Revision 8 of R.E.3 introduces the vehicle categories X and Y. These vehicles cannot be driven manually above 6 km/h.
Sources (3)
“The document introduces changes required to incorporate vehicles with Automated Driving Systems into the existing Regulation.”
“References to the Consolidated Resolution on the Construction of Vehicles (R.E.3.) are updated to include ADS equipped vehicles in the scope.”
“Vehicle categories X and Y are introduced in Revision 8 of R.E.3, prepared by the Task Force on Automated Vehicle Categorisation (TF-AVC) under GRSG and GRVA, and are not capable to be driven manually above 6 km/h.”
Definitions that refer to a driver might not apply to vehicles with an ADS. For this reason, the definition of malfunction indication in paragraph 2.35. now includes the ADS. Vehicles of categories X and Y have no driver, so the reference mass and the unladen mass should not include the driver mass.
Sources (2)
“Driver related definitions might not be applicable in the case of vehicles equipped with an ADS, therefore paragraph 2.35. (Malfunction Indication) was amended to include ADS.”
“Furthermore, vehicles of categories X and Y do not have a driver, therefore the mass of the driver should not be included in paragraphs 2.55. (reference mass) and 2.62. (unladen mass).”
The driver warning and driver inducement systems got new names to account for vehicles without a human driver. Driver messages and warnings also change, so that the requirements suit vehicles with and without a human driver.

“to account for vehicles without a human driver”
“Driver messages and warnings are changed to make the requirements suitable for vehicles with and without a human driver (sending signal to the ADS).”
New paragraph 1.2. of Annex 8 gives special test provisions for vehicles with an ADS. The text now refers to the new amendment of Special Resolution No. 1, to include vehicles with an ADS. The connector location in Annex 9B, paragraph 4.7.3.3., changes so that it applies to vehicles of categories X and Y.
Sources (3)
“Special provisions regarding testing are included for vehicles equipped with an ADS in new paragraph 1.2. to Annex 8.”
“Reference to new amendment of Special Resolution No. 1 was made to include vehicle equipped with an ADS.”
“The connector location in Annex 9B, paragraph 4.7.3.3., was amended to make it applicable to vehicles of categories X and Y.”
