UN R49 Supplement 6 (06 series) · UNECE Regulation No. 49 (ECE R49) — Uniform provisions concerning the measures to be taken against the emission of gaseous and particulate pollutants from compression-ignition engines and positive ignition engines for use in vehicles.

UN R49 — Supplement 6 to the 06 series of amendments

Supplement 5 → 6

Adopted at the WP.29 175th sessionEntry into force 2018-12-29
What changed
  • Declared market fuels now need a power correction factor if measured and calculated torque differ by more than a value in paragraph 9.4.2.5.
  • For tests with a declared market fuel and a documented power correction factor, the specific emissions of each window and pollutant are multiplied by it.
  • The 10 per cent load tolerance for the WHSC in paragraph 9.4.2.5. now excludes modes 1 and 13 (idle modes).
Why
  • According to the proposal, the present provisions force manufacturers to deliberately decrease the accuracy of the torque signal for additionally declared market fuels.
  • Using the factor, ECU power from PEMS tests with an alternative fuel can be converted to a correct and true power signal for emission calculation.

Q1What changed19 changes

Power correction factor for declared market fuels (paras. 4.6.2., 9.4.2.7. and 9.4.2.8.)

For market fuels under paragraph 4.6.2., a new item (b) requires the manufacturer to determine the power correction factor for each declared fuel, if applicable. The manufacturer must declare the factor for each fuel in item 3.2.2.2.2. of the information document, if applicable. Under new paragraph 9.4.2.7., paragraph 9.4.2.8. applies when the difference between two torque values exceeds one of the values in paragraph 9.4.2.5. These are the measured torque with a declared market fuel according to paragraph 4.2.6. and the torque calculated from the information requested in paragraph 9.4.2.1. New paragraph 9.4.2.8. requires a power correction factor for each additional market fuel permitted by the manufacturer, determined for the engine family. The factor is the ratio between the average measured peak torque on the reference fuel of Annex 5 and that on the declared market fuel.

Determine the power correction factor for each fuel declared according to paragraph 9.4.2.8. if applicable according to the provisions specified in paragraph 9.4.2.7. Declare the factor for each fuel in 3.2.2.2.2. of the information document as set out in Part 1 of Annex 1, if applicable;

ECU torque signal tolerances and conformity checks (paras. 9.4.2.5. to 9.4.3.3.1.)

In paragraph 9.4.2.5., the 10 per cent load tolerance for the WHSC now excludes modes 1 and 13 (idle modes). Three references to “Regulation No. 85” now read “UN Regulation No. 85”. Paragraph 9.4.3.1. now refers to an external OBD scan-tool as described in Annex X instead of Annex 9B. Paragraph 9.4.3.3. now refers to the general requirements specified in paragraph 9.4.2. instead of the requirements of paragraphs 9.4.2.2. and 9.4.2.3. It now refers to Annex XIV for the engine power and to Annex III for the WHSC test, and no longer to off-cycle laboratory testing. Paragraph 9.4.3.3.1. adds that, if applicable, the power correction factor for the engine family must be determined with the parent engine.

7 per cent when determining the engine power according to UN Regulation No. 85;
10 per cent when performing the World Harmonised Steady state Cycle (hereinafter "WHSC") test except for mode 1 and 13 (idle modes) according to Annex 4, paragraph 7.7.

Test fuel and fuel samples for in-service conformity (Annex 8, paras. 4.4.2. to 4.4.2.2.)

Paragraph 4.4.2.1. covers market fuels declared in paragraph 3.2.2.2.1. of Part 1 of Annex 1. It applies if the manufacturer declared the capability to meet the requirements on these fuels. For this case, tests must be conducted on at least one of the declared market fuels. Before, at least one test was required on each of the declared market fuels. New paragraph 4.4.2.2. says “Fuel samples shall be taken.”, and paragraph 4.4.2. no longer has this sentence. The text no longer says “A manufacturer may request not to sample the fuel from a gas engine.”

If the manufacturer has, in accordance with paragraph 4. to this Regulation has declared the capability to meet the requirements of this Regulation on market fuels declared in paragraph 3.2.2.2.1. of the Information Document as set out in Part 1 of Annex 1 to this Regulation, at least one test tests shall be conducted on each at least one of the declared market fuels.
The test fuel shall be market fuel covered by the relevant standards or reference fuel as specified in Annex 5 to this Regulation. Fuel samples shall be taken.

Declared market fuel: specific emissions and ECU torque signal (paras. A.1.4.2.1.1. and A.4.2.1.1.)

New paragraph A.1.4.2.1.1. applies when a test uses a market fuel declared in paragraph 3.2.2.2.1. and a power correction factor was documented for it. The specific emissions egas (mg/kWh) must then be calculated for each window and each pollutant by multiplying them by the declared power correction factor. New paragraph A.4.2.1.1. applies when a declared market fuel is used and a power correction factor was documented for it. Then the ECU torque signal must be multiplied by the inverted correction factor. This must be done before the verification with the reference maximum torque curve performed with this specific market fuel.

Calculation of the specific emissions for a declared market fuel
If a test according to this Annex was performed with a market fuel declared in paragraph 3.2.2.2.1. of Part 1 of Annex 1 to this Regulation and a power correction factor in accordance with paragraph 3.2.2.2.2. of Part 1 of Annex 1 to this Regulation was documented for the market fuel used for the test, the specific emissions egas (mg/kWh) shall be calculated for each window and each pollutant by multiplication of the specific emissions with the declared power correction factor.

Q2Why it changed

Proposed by
Expert from the International Organization of Motor Vehicle Manufacturers (OICA)
Working party
GRPE, 76th session (January 2018)

Reasons

  • The aim is to improve the Engine Control Unit (ECU) torque signal validation requirement. The present provisions force manufacturers to deliberately decrease the accuracy of the torque signal in case of additionally declared market fuels.

    Sources (2)
“to improve the Engine Control Unit (ECU) torque signal validation requirement in the 06 series of amendments to Regulation No. 49.”
“The present provisions force manufacturer to deliberately decrease accuracy of torque signal in case of additionally declared market fuels.”
  • The ECU torque information can be calibrated only to one fuel standard (heat value), usually the reference fuel. But the Regulation requires a certain accuracy with both fuels. This can very often be solved only by using the whole tolerance band, which gives a signal with less accuracy for both fuels.

    Sources (2)
“The ECU torque information can be calibrated only to one fuel standard (heat value), usually it will be to the basic standard fuel (i.e. reference fuel). But the Regulation requires certain accuracy with both fuels.”
“This can be solved very often only if the whole tolerance band will be used leading to a signal with less accuracy for both fuels.”
  • OICA proposed the changes to increase the accuracy of the torque values used for the emission results during in-service conformity testing. As an alternative option, OICA proposed to determine the torque deviation caused by the alternative fuel heat value compared to the standard fuel. This torque deviation will be documented in the information document as a power correction factor. With this factor, ECU power from PEMS tests with an alternative fuel can be converted to a correct and true power signal for emission calculation.

“Or alternatively to determine the torque deviation caused by the alternative fuel heat value compared to the standard fuel. This torque deviation will be documented in the information document as a power correction factor.”
“Using this correction factor the ECU power submitted from the ECU during PEMS testing with an alternative fuel can be converted to a correct and true power signal for emission calculation.”
