UN R86 Supplement 1 (01 series) · UNECE Regulation No. 86 (ECE R86) — Uniform provisions concerning the approval of agricultural or forestry vehicles with regard to the installation of lighting and light-signalling devices.
UN R86 — Supplement 1 to the 01 series of amendments
Base text → Supplement 1
- What changed
- Paragraph 2. now says that the definitions of UN Regulation No. 48 apply, unless otherwise specified in this Regulation. Many definitions are deleted from this Regulation, for example “Transverse plane” and “Device”.
- Many paragraphs now also name the new UN Regulations [LSD], [RID] or [RRD], for example “Front fog lamps (UN Regulation No. 19 or [RID])” in paragraph 6.3.
- New paragraph 5.20. covers a device type approved according to any preceding series of amendments to UN Regulations Nos. [LSD] and/or [RID] and/or [RRD]. It is deemed equivalent to one approved to the latest series when the change indexes related to each individual lamp (function) do not differ.
- Why
- With the new simplified Regulations on LSD, RID and RRD, it is necessary to introduce additional references to Regulation No. 86.
- At its seventy-eighth session, GRE was of the view that all identical definitions should be moved to one place. It was of the view that Regulation No. 48 would be the best choice for that purpose.
- With the new simplified Regulations on LSD, RID and RRD, it is necessary to extend the general requirements to the implementation of the change index.
Q1What changed124 changes
Definitions of UN Regulation No. 48 apply (para. 2.)
Paragraph 2. now says that the definitions of UN Regulation No. 48 apply, unless otherwise specified in this Regulation. These are the definitions of “the latest series of amendments to UN Regulation No. 48 in force at the time of application for type approval”. Many definitions are deleted from this Regulation, for example “Transverse plane”, “Device”, “Stop lamp”, “Angles of geometric visibility” and “Conspicuity marking”. Some remaining paragraphs under paragraph 2. have new numbers. In paragraphs 2.5.1. and 2.5.2., the definitions of illuminating surface now name the lamps, instead of paragraph numbers. For example, “Overall width” now refers to the vertical planes defined in “paragraph 2.9.” instead of paragraph 2.12.
References to the definitions in paragraphs 5.2., 5.10., 6.2.5., 6.3.5., 6.4.5. and Annex 1
Paragraph 5.2. now names the illuminating lamps “(main-beam headlamp, dipped-beam headlamp and front fog lamp)”, instead of paragraphs 2.6.8., 2.6.9. and 2.6.10. Paragraph 5.10. now refers to a lamp “as defined in paragraph 2.3.”, instead of paragraph 2.6. Item 6 of Annex 1, “Equivalent lamps”, now refers to paragraph 2.3.1. instead of paragraph 2.6.1. In paragraphs 6.2.5., 6.3.5. and 6.4.5., the words “as specified in paragraph 2.11.” are deleted after “Defined by angles α and β”. Paragraph 2.11., the definition of “Angles of geometric visibility”, is deleted.
References to the new UN Regulations [LSD], [RID] and [RRD]
The text refers to the three new simplified UN Regulations on Light-Signalling Devices (LSD), Road Illumination Devices (RID) and Retro-Reflecting Devices (RRD). Many paragraphs now also name one of these Regulations. For example, paragraph 6.3. now reads “Front fog lamps (UN Regulation No. 19 or [RID])”. Paragraph 6.11. now reads “Parking lamps (UN Regulation No. 77, 7 or [LSD])” instead of “Parking lamps (Regulations Nos. 77 or 7)”. In paragraph 6.15.2., the performances of side retro-reflectors, non-triangular, must conform to Class IA or IB requirements in UN Regulation No. 3 or [RRD]. These paragraphs now say “UN Regulation” instead of “Regulation”.
SMV rear marking plate (paras 6.22. to 6.22.6.) and Annex 6
Paragraph 6.22. now reads “SMV rear marking plate (UN Regulation No. 69 or [RRD])”. Paragraphs 6.22.2., 6.22.3., 6.22.5. and 6.22.6. and the “Width” and “Length” entries now add “or Annex 25 of UN Regulation No. [RRD]”. Before, these entries said “According to Annex 15 of Regulation No. 69”. In paragraph 2. of Annex 6, each panel or foil can now also be according to the specifications of “UN Regulation No. [RRD], class 5 or class F”.
Manoeuvring lamps (paras 6.24. and 6.24.9.2.)
Paragraph 6.24. now reads “Manoeuvring lamps (UN Regulation No. 23 or [LSD])”. Paragraph 6.24.9.2. now refers to paragraph 6.2.2. of UN Regulation No. 23 or paragraph 5.10.2. of UN Regulation No. [LSD]. Before, it referred to paragraph 6.2.3. of Regulation No. 23. The requirement of 6.24.9.1. is deemed satisfied if installation conditions comply with either, as noticed in the communication document in Annex 1, paragraph 9. It can also be verified by a drawing or simulation.
Devices approved to a preceding series of [LSD], [RID] or [RRD] (para. 5.20.)
New paragraph 5.20. covers a device type approved according to any preceding series of amendments to UN Regulations Nos. [LSD] and/or [RID] and/or [RRD]. Such a device is deemed equivalent to one approved according to the latest series when “the change indexes (defined in UN Regulation No. 48) related to each individual lamp (function) do not differ”. In this case, such a device may be fitted on the vehicle to be type approved without any update of “the device type approval documents and device markings”.
Q2Why it changed
- Proposed by
- Informal Working Group on Simplification of Lighting and Light-Signalling Regulations (IWG SLR)
- Working party
- GRE, 79th session (April 2018)
Reasons
With Supplement 6 to the original series of amendments, references to the device Regulations were introduced to Regulation No. 86 for clarification. With the new simplified Regulations on LSD, RID and RRD produced by IWG SLR, it is necessary to introduce additional references to Regulation No. 86. This amendment deals with these additional references for the 01 series of amendments.

“This amendment deals with such additional references for the 01 series of amendments.”
This proposal is part of stage 1 of the simplification package. With the new simplified Regulations on lighting and light-signalling developed by IWG SLR, it is necessary to review the definitions in several installation Regulations. At its seventy-eighth session, GRE was of the view that all identical definitions should be moved to one place. It was of the view that Regulation No. 48 would be the best choice for that purpose.

IWG SLR decided to keep in Regulation No. 86 the definitions that are not totally identical with those in Regulation No. 48. This applies at least for stage 1 of simplification, even if the meaning is the same.
