Q1What changed83 changes
Main-beam headlamps (paras. 6.1., 6.1.2. and 6.1.7.)
The two main-beam headlamps must now be type-approved to Class A, B, BS, CS or DS of UN Regulation No. 149 (01 or later). The optional additional pair must be type-approved to Class A, B, BS, CS, D, DS, ES or RA of No. 149 (00 or later). Before, paragraph 6.1.2. also allowed headlamps type-approved to UN Regulations Nos. 98, 112 or 113. The heading of paragraph 6.1. now names only UN Regulation No. 149. New text in paragraph 6.1.7. applies when the vehicle has secondary main-beam(s) type-approved to No. 149 (01 or later). Then at least one must remain switched ON with them: dipped-beam(s), or a Class A or B main-beam to No. 149 (01 and subsequent).
Dipped-beam headlamps (paras. 6.2. and 6.2.2.)
Dipped-beam headlamps must now be type-approved to Class AS, BS, C, CS, DS or V of UN Regulation No. 149 (01 or later). Before, paragraph 6.2.2. also allowed UN Regulations Nos. 98, 112 or 113. It also allowed Classes A, AS, B, BS, CS, D, DS or ES of the 00 series of No. 149. The heading of paragraph 6.2. now names only UN Regulation No. 149.
Front fog lamps and cornering lamps (paras. 6.3.2. and 6.20.2.)
The two front fog lamps must now be Class “F3”, type-approved to UN Regulation No. 19 (03 or later) or No. 149 (00 or later). Before, paragraph 6.3.2. gave only the number: two. The two or four cornering lamps must now be type-approved to UN Regulation No. 119 (01 or later) or No. 149 (00 or later). Before, paragraph 6.20.2. gave only the number: two or four.
Other lamps and the rear registration plate illuminating device
Paragraphs 6.4.2., 6.5.2., 6.7.2., 6.8.2., 6.9.2., 6.10.2., 6.11.2., 6.12.2., 6.18.2., 6.19.2. and 6.24.2. now require type approval to named UN Regulations and series. The rear registration plate illuminating device must now be type-approved to UN Regulation No. 4 or No. 148 (00 or later). In each case, one option is UN Regulation No. 148 (00 or later). For example, stop lamps must be type-approved to UN Regulation No. 7 (02 or later) or No. 148 (00 or later). Before, these paragraphs gave no series of amendments.
Retro-reflectors and conspicuity markings (paras. 6.14.2., 6.15.2., 6.17.2., 6.21.2. and 6.25.2.)
Non-triangular rear, side and front retro-reflectors must now be type-approved to the requirements for Class IA or IB retro-reflectors. The approval must be to UN Regulation No. 3 (02 or later) or No. 150 (00 or later). Before, paragraphs 6.14.2. and 6.15.2. required their performance to conform to Class IA or IB requirements in UN Regulation No. 3 or 150. Paragraph 6.14.2. now also gives the number: two or four (see paragraph 6.14.5.1.). Triangular rear retro-reflectors must now be type-approved to the requirements for Class IIIA or IIIB retro-reflectors in the same two UN Regulations and series. Conspicuity markings must now be type-approved to UN Regulation No. 104 or No. 150 (00 or later).
SMV rear marking plate and signalling panels and foils (paras. 6.22.2. to 6.22.6. and Annex 6)
For the SMV rear marking plate, the number, arrangement, width, length, geometric visibility and orientation now refer to a list of three annexes. They name Annex 15 of No. 69 (01 series), Annex 25 of No. 150 (00 series) or Annex 11 of No. 150 (01 or later). Before, they referred to Annex 15 of UN Regulation No. 69 or Annex 25 of UN Regulation No. 150, with no series. In Annex 6, each panel or foil must now be type approved to one of three options with a named series. The options are Class 5 of No. 70, Class F of No. 104, or Class 5 or Class F of No. 150. Before, Annex 6 said “according to the specifications of” these classes, with no series of amendments.
Transitional provisions for the 03 series (para. 12.3.)
New paragraph 12.3. sets the transitional provisions for the 03 series of amendments. From 1 September 2028, Contracting Parties applying this Regulation need not accept preceding-series type approvals first issued after 1 September 2028. Until 1 September 2030, they must accept preceding-series type approvals first issued before 1 September 2028. From 1 September 2030, they need not accept preceding-series type approvals and extensions thereof. Notwithstanding paragraph 12.3.4., they must continue to accept them for vehicle types not affected by the changes of the 03 series (para. 12.3.6.). They may grant type approvals, and must continue to grant extensions, to any preceding series (paras. 12.3.7. and 12.3.8.).
Q2Why it changed
- Proposed by
- Informal Working Group on Simplification of Lighting and Light-Signalling Regulations (IWG SLR)
- Working party
- GRE, 88th session (April 2023)
Reasons
IWG SLR prepared the text with the aim to enable the phasing out of the installation of older lamps and devices. The proposal is based on the initial request from the expert from the European Commission at the 85th GRE session. That expert proposed alternative transitional provisions to the new 01 series of amendments to UN Regulations Nos. 148, 149 and 150.

“with the aim to enable the phasing out of the installation of older lamps/devices”
“This proposal is based on the initial request from the expert from the European Commission during the eighty-fifth session of the Working Party on Lighting and Light-Signalling (GRE)”
“by proposing alternative transitional provisions to the new 01 series of amendments to UN Regulation Nos. 148, 149 and 150”
IWG SLR agreed on the most practical way to bring the 01 series changes of Nos. 148, 149 and 150 into the installation regulations. The way is to prescribe them in the individual specifications (paragraph 6) of each lighting and light-signalling function. At the 86th GRE session, this approach was generally supported, with a request to avoid proliferation of new series of amendments to installation regulations.

OICA made an initial evaluation of the technical changes (increase of performance) to the mandatory devices in the 01 series of the three device Regulations. As a result of the evaluation, the main technical changes were introduced into UN Regulation No. 149 for road illumination devices. These include new main-beam classes and improved and simplified photometric tables. For front fog lamps, only Class “F3” is permitted for new vehicle types. For cornering lamps, the summary gives an increase of the required minimum level, for harmonization with the United States of America.

“As a result of the evaluation, the main technical changes were introduced into UN Regulation 149 for road illumination devices, as summarized below:”
“Front fog lamps: only Class “F3” is permitted for new vehicle types”
“Increase of required minimum level (for harmonization with the United States of America). Cornering lamps are optional.”
For transparency and clarity, the proposal also gives the applicable series of amendments for functions that had no increase in performance. An example is paragraph 6.5. on the direction-indicator lamp. The fitment of the lamps, whether mandatory or optional, was also taken into account where applicable.

“For transparency and for the sake of clarity, the proposal also specifies – for those functions that had no increase in performance (e.g. paragraph 6.5. “Direction-indicator lamp”) - the applicable series of amendments of the pertinent UN Regulations.”
“The fitment of the lamps, whether mandatory or optional, was also taken into account where applicable.”
The words “and extensions thereof” were added in paragraph 12.3.4. for clarification, to avoid any different interpretation of the conditions. This was a specific request from the expert of the European Commission.
