UN R86 — 02 series of amendments

Changes from 01 series of amendments (supplement 3)

Adopted at the WP.29 185th sessionEntry into force 2022-06-22
What changed
  • Side retro-reflectors are now mandatory on all vehicles the length of which exceeds 4,6 m (paragraph 6.15.1.).
  • Except as provided in 5.11, mandatory side-marker lamps on category T vehicles must be wired to flash in phase and frequency with same-side direction indicators.
  • As from 1 January 2025, Contracting Parties are not obliged to accept type approvals issued to the 01 series of amendments (paragraph 12.2.4.).
Why
  • The aim is to improve lateral lighting on vehicles of more than 4,6 m and to take into account asymmetric vehicle designs.
  • In the EU, identical requirements were introduced in June 2018; EU adoption of UN Regulation No. 86 will be easier with identical requirements.
  • It is estimated that more conspicuous agricultural and forestry vehicles may considerably reduce accidents.

Q1What changed66 changes

Side marker lamps: presence and flashing (paras. 5.11. and 6.18.)

Side-marker lamps are now mandatory on all vehicles of categories T exceeding 4,6 m in length. On vehicles of categories R, they are mandatory if the sum of the axle loads is above 3,5 t and the length exceeds 4,6 m. Before, they were mandatory on all vehicles of categories T and R exceeding 6 m in length. Except as provided in 5.11, mandatory side-marker lamps on vehicles of category T must be wired to flash. This flashing must be in phase and at the same frequency with the direction-indicator lamps at the same side. New paragraph 5.11.2. says the simultaneous switching condition of paragraph 5.11. does not apply when side-marker lamps flash in conjunction with direction indicators.

Presence: Mandatory on all vehicles of categories T exceeding 4,6 m in length. Mandatory on all vehicles of categories R having a sum of the axle loads above 3,5 t and R exceeding 6 4,6 m in length. Optional on all other vehicles.
Electrical connections: No individual specifications (see paragraph 5.11).Electrical connections Except as provided in 5.11, on vehicles of category T where installation of side-marker lamps is mandatory, these shall be wired to flash, provided that this flashing is in phase and at the same frequency with the direction-indicator lamps at the same side of the vehicle.

Side and rear retro-reflectors, non-triangular (paras. 6.14. and 6.15.)

Side retro-reflectors are now mandatory on all vehicles the length of which exceeds 4,6 m, and optional on all other vehicles. Before, they were mandatory on vehicles of category T longer than 6 m and on all vehicles of categories R and S. Where 900 mm is impossible without fixing devices liable to be easily damaged or bent, their upper limit may be 2,500 mm, not 1,500 mm. Where the orientation does not change, a side retro-reflector may rotate. Rear retro-reflectors, non-triangular, are now optional on vehicles of categories R and S in addition to 6.25.; before, they were prohibited on these vehicles. When mounted in addition to 6.25., they must keep within a height between 400 mm and 4000 mm above the ground.

Presence: Mandatory on all vehicles of category T the length of which exceeds 6 4,6 m and . Optional on all other vehicles of categories R and S.
However, the upper limit may be increased to not more than 1,500 2,500 mm if it is impossible to keep within the height of 900 mm without having to use fixing devices liable to be easily damaged or bent.

Signalling panels and signalling foils (para. 6.26. and Annex 6)

Paragraph 6.26.1. now requires marking with class 5 or class F on vehicles exceeding 2,550 mm in overall width. Signalling panels and signalling foils are now optional on vehicles not exceeding 2,550 mm in overall width, not only on vehicles of category S. Table 1 of Annex 6 now gives the dimensions a and b with a tolerance of ± 5 and the surface as a minimum value. New paragraph 1.3. of Annex 6 allows signalling panels or foils of Form A to be combined with lamps. This is allowed only if the surface of the boards covered by the lamps does not exceed 150 cm². Front retro-reflectors, non-triangular, are optional on vehicles where signalling panels or signalling foils according to 6.26. are installed.

Presence: Mandatory Marking with class 5 or class F mandatory on vehicles exceeding 2,550 mm in overall width.
Optional on vehicles of category S not exceeding 2,550 mm in overall width.

Socket outlet and connectors (para. 5.1.1.)

Paragraph 5.1.1. now allows the 13-pole connector specified in ISO 11446-1:2012 or ISO 11446-2:2012 as an alternative. In addition, a 7-pole connector specified in ISO 3732:2003 may be installed. Vehicles with a connection for attaching trailed vehicles or mounted machines still need the ISO 1724:2003 or ISO 1185:2003 socket outlet, or both.

Vehicles must shall be fitted with the permanently connected socket outlet specified in ISO standard 1724:2003 (Road vehicles - Connectors for the electrical connection of towing and towed vehicles - 7 pole connector type 12 N (normal) for vehicles with 12 V nominal supply voltage), or ISO 1185:2003 (Road vehicles - Connectors for the electrical connection of towing and towed vehicles - 7-pole connector type 24 N (normal) for vehicles with 24 V nominal supply voltage) or both when they have a connection for attaching trailed vehicles or mounted machines. The 13-pole connector specified in ISO 11446-1:2012 (Road vehicles - Connectors for the electrical connection of towing and towed vehicles - Part 1: 13-pole connectors for vehicles with 12 V nominal supply voltage not intended to cross water fords) or ISO 11446-2:2012 (Road vehicles - Connectors for the electrical connection of towing and towed vehicles - Part 2: 13-pole connectors for vehicles with 12 V nominal supply voltage intended to cross water fords) may be used alternatively. In addition, a 7-pole connector specified in ISO 3732:2003 (Road vehicles - Connectors for the electrical connection of towing and towed vehicles - 7-pole connector type 12 S (supplementary) for vehicles with 12 V nominal supply voltage) may be installed.

Dipped-beam headlamps, direction-indicator lamps and front position lamps (paras. 6.2.4.2.4., 6.5.1. and 6.8.7.)

For tractors equipped for the fitting of portable devices at the front, two additional dipped-beam headlamps are now allowed up to 4,000 mm in height. Before, the limit was 3,000 mm. As before, this applies only if two pairs of dipped-beam headlamps cannot be switched on at the same time. Arrangement D of the direction-indicator lamps now applies to all vehicles of category T, as arrangements B and C do. Before, arrangement D was allowed only on the same vehicles as arrangement A. If a front position lamp is reciprocally incorporated with a direction-indicator, it may switch off during the entire activation period of the direction-indicator lamp.

In the case of tractors equipped for the fitting of portable devices at the front, two dipped-beam headlamps in addition to the lamps mentioned in paragraph 6.2.2. shall be allowed at a height not exceeding 3,000 4,000 mm if the electrical connections are such that two pairs of dipped-beam headlamps cannot be switched on at the same time.
Arrangements B , C and C D shall apply to all vehicles of category T.

Asymmetrical external shape, end-outline marker lamps and wording (paras. 5.6., 6.12.1. and others)

Paragraph 5.6. deletes the sentence on equal distances of the two lamps from the median longitudinal plane and from the bearing plane on the ground. End-outline marker lamps are now optional on vehicles exceeding 1,800 mm in overall width and prohibited on all other vehicles. Before, they were mandatory on vehicles exceeding 2,550 mm in width and optional on vehicles between 1,800 mm and 2,550 mm in width. Several paragraphs now say “overall width” in place of “width”, for example paragraph 6.2.4.2.1. Paragraph 6.11.4.2. now gives the upper height limit as “2,500 mm”. Some paragraphs change only in wording or layout, for example paragraph 6.17.4.2. now says “arranged” in place of “arranges”.

On vehicles whose external shape is asymmetrical, the requirements of paragraphs 5.5.1. and 5.5.2. shall be satisfied as far as possible. These requirements shall be regarded as having been met if the distance of the two lamps from the median longitudinal plane and from the bearing plane on the ground is the same.
Presence: Mandatory Optional on vehicles exceeding 2,550 1,800 mm in overall width. Optional Prohibited on all other vehicles between 1,800 mm and 2,550 mm in width.

Q2Why it changed

Proposed by
Experts from the European Agricultural Machinery Association (CEMA)
Working party
GRE, 84th session (April 2021)

Reasons

  • The proposal aims to improve lateral lighting on vehicles of more than 4,6 m and to take into account asymmetric vehicle designs. It is estimated that more conspicuous agricultural and forestry vehicles may considerably reduce accidents.

  • Additional dipped-beam headlamps should be allowed up to a height of 4,000 mm. The lowest position to install side reflectors is often above 1500 mm, so the height should be raised to 2500 mm max. Additional non-triangular rear reflectors should be permitted for vehicles of categories R and S, because there is often not enough space for triangular reflectors.
